BOROUGH OF SCHWENKSVILLE COUNCIL MEETING NOVEMBER! 9, 2017 Council President Darren Rash called the Schwenksville Borough Council meeting on October 12, 2017 to order at 7:00 PM at Borough Hall, 140: Main Street, Schwenksville, PA 19473. Secretaty-Treasurer Gail Phillips. Absent: INFORMATIONALITEMS Mayor's Report, Mayor Giunta read the report submitted by the State Police statistics of24 incidents for October 2017. Mayor Giunta also had the privilege ofl being the crossing guard and noticed that most of the speeders are going down the hill. The flashing 15MPH sign is too far from where the school: is. Mayor Giunta is going to speak with the representative from the School district Fire Company Report: Chris Melville read the report for October 2017. There was one Call for Lower Frederick Fire Company is looking into. ACT172-E Earned Income Tax Credit for volunteers of] Fire Companies. Mr. Melville will get a draft Ordinance from Lower Frederick Township. who comes to the Regional Planning Meetings about moving the sign. the Borough. Ambulance Report: No Report AUDIENCE COMMENTS: Jim Rogers from the Central Perkiomen Rotary Club reported about the Halloween Parade. Registered participants approximately 400, estimated attendees 1,000+. We distributed 700 Hot Dogs, 600.Soft Pretzels, 1000+ Candy Bars, 165 6oz Cups of Birch Beer and 22 Gallons, 6oz Cups ofHot Chocolate. Still need a Color Guard or lead vehicle, maybe the Mayor to start the parade or members of Council. We could even have business owners as parade starters. Other suggestions, band from the Perkiomen Valley High School, we were told that Thursday nights are their practice nights sO they won't do the parade. The HOP application for the Plaza project was submitted over a month ago and just today we got our comments back, there is one comment we. have to talk through with them. We need to. revise the signal permit plan and get it approved so we can proceed to place for Santa on the truck that the children can see. him. revised and then we can get the approval. go out to bid and have it done in the Spring. 1 BOROUGH OF SCHWENKSVILLE COUNCIL MEETING NOVEMBER 9, 2017 CDBG Project: The Borough was awarded the grant for the sidewalk replacement on thel East/West sides of] Main Street between Perkiomen Avenue and Maple Street and alleyway beside Borough Hall to thel Lumber Yard Project. This project requires an HOP (Highway Occupancy Permit) Gilmore will start the survey and initial design now. There was a meeting with the. Authority and once they have their contract awarded for their water line replacement project and they have a realistic time frame for completion then we need to be ready to award our bid. Our work will probably be done late July or early. August. Received the Revised Preliminary/Final Plan for the Hoff Properties. SOLICITOR'S REPORT: Mr. Dunbat reported that his office received a revised plan for the Hoff] Properties and: ift there is going to be any further additional use: reliefinvolving the steep slopes. Mr. Dunbat does not see the need and that the change in the steep slopes is acceptable. Mrs. Klepfer will forward a copy ofl Mr. Wieners letter to Mr. Dunbar. Treasurer's Report: Gail Phillips submitted the Treasurer. report for the period ending October 31, 2017, the current invoices due for payment total $32,123.67. This includes $15,884.53 from the General Fund, $20.67 from the Liquid Fuels Account, $9,312.51 from payroll and $6,905.96 from Capital Fund. Motion by Sarah Knickerbocker second Greg Pocius to accept the Treasurer's report and pay the bills totaling $32,123.67. All in favor, Motion carried 5-0. Draft 2018 Budget: Motion Greg Pocius second. Lee. Ann Miller to: authorize advertisement for the 2018: Budget for public comments and adoption at the December Council Meeting. All in favor, Real Estate Tax Ordinance for 2018: Motion Todd Larsen second Greg Pocius to advertise the 2018 Real Estate Tax Ordinance with no changes to the Tax Rate. Finance Report: Mrs. Klepfer read the summary Financial Report. For the Period January 1,2017 through October 31, 2017 total: income for General Fund and Liquid Fuels Funds was $585,532.22 and Total Expenditures was $457,348.49 fora a net gain of$128,183.73. General Fund experienceda net gain of $110,555.60. General Fund Assets total $403,807.58, Capital fund Assets total $1,138.60; and Liquid Fuels Fund. Motion Greg Pocius second Todd: Larsen to adopt Resolution 2017-14 Winter Maintenance Policy. All in favor, Motion carried 5-0. Mrs. Klepfer will attain proposals for shoveling Borough owned walkways. COMMITTEE REPORTS: Property Committee: The committee will be meeting with the architect on November 17th at 300 Main street. Will also have Josh Aiken from Aiken and Son walk through to discuss winterizing 300 Historical Committee: Met with the.
