Borough of New Morgan Berks County, Pennsylvania  Borough Council Regular Meeting Minutes April 8",2024  The regular meeting oft the New Morgan Borough Council was advertised for Monday, April gth at 7:00pm in the offices oft the Borough ofNew Morgan, 200 Bethlehem Drive, Suite 104, Morgantown, PA. Call to Order: The meeting was called to order by President Tressie M. Marroon-Bailey at 7:04 p.m. Pledge of Allegiance: The Pledge of Allegiance was led by Connie Brown-Weber, Mayor.  Attending Officials: Tressie M. Marroon-Bailey, President Doreen Smith, Vice-President Christopher C. Weber, Member Connie Brown-Weber, Mayor -N/A Borough Staff:  Ashlyn Whittingham, Borough Manager/Secretary Thomas Barbine, Finance Director Guests: William Bailey, Scott Cahill residents.  Public Comment: None  Minutes: Minutes from the previous meeting were reviewed. Christopher Weber motioned to approve the minutes from the previous meeting. Doreen Smith seconded the motion. The vote was unanimous. The motion carried.  Correspondence:  Borough Manager updated council that the Covid grant that was being shown as' "outstanding" int the Borough Manager brought up to Council the idea of Bill Bailey becoming New Morgan Borough's "in-  grant portal is now officially closed.  house"r maintenance/repair man. Council agreed to discuss under business.  The following reports were submitted to Borough Council:  Codes Enforcement Officer: None Sewage Treatment Plant: None Engineer/SEO: None Solicitor: None Borough Manager:  Treasurer: Treasurer reports were presented to council and reviewed  Borough Manager informed council that an executive call was made to have an electrician come out to run new wire and replace breaker due to wires overheating at the STP building. Electrician removed 12- gauge wire and a 20-amp beaker and replaced with 10-gauge wire and a 30-amp breaker to resolve. Borough Manager informed council that Abraxas, located at 1000 Academy Drive, Morgantown PA  applied for a UCC permit to replace 3 HVACI RTUS    Borough of New Morgan Berks County, Pennsylvania  Fire Department: The Twin Valley Fire Department sent the monthly report, and it was presented to Council. There EMS: ChiefofOperations for EMS, Matthew Welch, sent the monthly report, and it was presented to Council.  were 2 calls in the Borough. There were 2 calls in the Borough. Mayor: Nothing to present unanimous. The motion carried.  Doreen Smith motioned to approve the reports as given Christopher Weber seconded the motion. The vote was  Business:  A. The Borough Council made a motion to increase New! Morgan Borough's Commercial Crime Coverage. The Borough Council agreed to increase all crime limits to $200,000 with a $2,000 deductible. Christopher Weber made that motion. Doreen Smith seconded it. The vote was B. The Borough Council made a motion to upgrade our Firewall with a' TZ270, which comes with a 3-year renewal. This update was budgeted for in the 2024 budget. Doreen Smith made that motion. Christopher Weber seconded it. The vote was unanimous. The motion carried.  unanimous. The motion carried.  An executive session was called by Council president, Tressie Marroon Bailey at 7:18pm.  At 7:44pm the public meeting proceeded to discuss the outcome of the Maintenance Contract between New Morgan Borough and Bill Bailey. Tressie Marroon Bailey was recused from any discussion regarding the maintenance contract. Christopher Weber informed Billy Bailey that council would agree upon the Maintenance Contract being effective immediately, with initial term expiring March 315, 2025, then to be reevaluated. New Morgan Borough agreed to pay Bill Bailey $30.00/hour and $45.00/hour for emergency calls. Christopher Weber made that motion. The next Regular Meeting will be held on Monday, May 13, 2024, immediately following the Utilities Authority Adjourn: Doreen Smith motioned to adjourn the meeting and Christopher Weber seconded the motion.
