Work Session Minutes Council Chambers Monongahela, PA May 6,2024 Minutes for May 6, 2024 Work Session, gaveled into session at 8:30a.m. The meeting was Karen Langol from Nelle'sl Primitive Shop, Chamber of Commerce, and President of the Main Street Program stated she is trying to: figure out how tos shut down Main Street from Second down to Sheetz top park the vehicles from the shop and cruise. No one is going tol leavet their cars on Second and Third ast they pay over $100,000.00 and up for these cars. They are not going tol leavet them there and come down and shop. They are trying to get money into the businesses because the businesses are dying. This isas serious problem inl Monongahela. The shop and cruise they thought ifthey could get some music onl Main. The motorcycle group they agreed to dot their own thing int their lot. Ifthey park the vehicles at an angle the emergency vehicles could: still get through. They only want it closed for three or four hours either weekly or monthly on a Thursday night. They aren't competing with anyone else int this area. The stores are open late on Thursday and put tents outside that wouldn't! block any of the handicap because the tents are 10 X 10 and use weights to secure and not tie toj poles. It would draw attention to people coming down. Even ift they can't tdo the cruise ift they could do the tents to go out on a' Thursday She then stated she was in West Virginia and walking through ai town on a Saturday. They had free parking Saturday and Sunday. The town was packed. They also had their meters painted and she knows Terry had brought this up before and she has pictures ofhow cute they were which she presented There was discussion with the Chief, council, and' Terry Necciai that he was working on who Chief] Harris stated he would like some additional information and wanted tol know what time of Ms. Langol stated they were looking to get the night people coming ins sO maybe around five Chief] Harris stated that there were some things he would need to check oni first. He would need too contact PennDot being thati it is a state road he would have tos see what their requirements would or would not be with that. Definitely work ont this before. Councilwoman O'Brien stated that Council wouldi need the whole itinerary such as the written plans, who is in charge, contact numbers, ist the insurance going to cover it and then PennDot Ms. Langol stated she was confused and asked why they would: need insurance because there will Chief Harris stated that ifs someone would cause damage in general ori injury then the event holder Christine Somales, questioned the approval of the painting the meters and what it was approved Chief] Harris stated it was just to have the have some meters painted by the businesses that would Terry Necciai stated that Rivers of Steel is working on a mural for us and they are concerned with the quality of art work. Hel has some examples ofs some that were probably done by high school students that don'tl look good. Hel knows some art teachers that are interested inl helping sol he asked Rivers of Steel because they have a large amount of funding and are looking for projects to: fund like this. The reason they didn't pick up on this it was because its not expensive. They wanted to make sure they kind ofjuriedt the quality oft them sO we don'tj just put up whatever somebody painted. Christine Somales stated that she is just trying to understand how this is operating. So, council gave him approval toj paint and] he was going to ask Rivers of Steel. She asked ifMr. Necciai solicited anyonel here in town ort thel high school students and the high school students said no. Mr. Necciai stated he didn'ts solicit high school students because he doesn't think it'sal high school quality project. He spoke to several art teachers, artists, and Rivers of Steel but it was a question called to order by Mayor Garry who led in the pledge to the Flag. night so people coming home can see what is going on. to council. would coordinate and hel has spoken to Rivers of Steel about helping. day they were looking at for the three toi four hours such as 4to 8 or earlier. starting hopefully in. Personally, he didn't like those and thought they were to amateur looking and blocked the merchandise in the windows. You need tol be very Christine Somales stated that you have tol be impartial and they are only up for what a week or Terry Necciai stated that the World of Chocolate will be this Saturday from Noon toi four and Tuesday a week from tomorrow is the annual meeting oft the Main Street Program and he will be sending invitations to council. He then statedt that everybody's! house got water ini it yesterday and the water coming offt thei new roof overflowed the downspout but it used to be that downspout discharged out toa City curb that hasn'tb been there fore about 20 years and wants tos see howt they can put the discharge back. Using asphalt curbs instead of raising the sandstone curbs or lowering the street level resultedi ini nobody's roofs draining into the street gutter which they were designed to do. Chris Spahr stated they were cleaning up the best they can from last night. Councilman Gaddi reminded everyone that there was two inches of rain in anl hour or so and water isg going to happen and the City is not always the answer to everybody iti is just life. There are some issues with drainage here and there but water seeping through your walls and things like that is just the way itis. Wel know there are some issues at the Mounds which have been there for years. Something has ChiefHarris stated that they are finishing up their testing procedure and is hopeful to have on the Agenda for Wednesday a motion tol hire ai full-time officer for a position we have had vacant for a year or City Engineer Frank Novotny stated that we are moving slowly with the. Aquatorium agreement but should be done in the near future. Wehave pretty much finished the Fifth Street Storm Project as Dorothea Pemberton stated that the Fishing Derby is coming up on the 1gth so bring the kids out. Mayor Garry stated that since there was nof further business to discuss that the work session is tol be done at some point int time and we have done some things int the past. so. well and it has held up. closed.
