Work Session Minutes Council Chambers Monongahela, PA January 8, 2024  Minutes for. January 8, 2024, Work Session, gaveled into session at 8:30 a.m. The meeting was Terry Necciai, 400 Meade Street, he stated that he is disappointed ift the bricks on Marne at Ninth Street have been discarded. Council had passed an ordinance about four and al half years ago requiring the utility companies have to put the bricks back and wanted to know if council did anything to alter that before the utilities discarded the bricks. Council should have had them redo Marne Avenue the last time Councilman Miller stated that letters were sent to the contractor. He understands that we. have policies and ordinances. Ifit was up to him, we wouldn'thave them because they mess up the plows. Mr. Necciai stated that the bricks absorb water, give visual character, you will see more basements flooding ifyou pave the street. The. Active Transportation Plan that the City adopted should be Councilwoman O'Brien stated that these were suggestions made and we made it clear that these were suggestions and there is al lot of work that needs to be done for handicapped, bicycles, and even walkers she understands that where is all ofthis funding coming from because we. all at this table had strong disagreements about raising taxes and our budget. Iknow you want that in there and there are things in there that we want but where is all ofthis funding coming from. You come every month and now you are bringing this back up. Where is all ofthis coming from? The non-profit organizations only bring in sO much too. Not everybody has the same idea on this. You are trying to push this through and Mr. Necciai stated he didn't disagree with her, he doesn't want to spend funding, not looking for funding, not looking fori implementation but ifyou can get the utilities to put the bricks back think of that Councilwoman O'Brien stated that she is not saying taking the bricks totally out. But maybe Peggy, Susan, and Iare here to discuss the renovation of the Gazebo that was you were going to make some decision about. They are thinking the best thing would be to get rid of the planter where we plant the flowers and asked when the work will be done should they think of! planting flowers this Spring. Councilman Gadd stated that iti is all coming out and no planting flowers this year. They were thinking of hanging baskets around the inside of the Gazebo and for Christmas they Councilman Gadd stated they want to see what the façade looks like when they tear it all off. We George Eckert, representing MARC, stated that the bus gazebo that they stilll have a plaque they are putting together to put in there for Doug Wible who donated the money through a bequeathment for the renovations. They have an arborist coming in that is going to take care oft the planting trough around itand willl have a dedication probably later winter or early spring. The Mon Valley Transit Authority received a letter from Westmoreland County that they are reducing their share of money to the Authority in the neighborhood of27 to 28 thousand dollars and most of the expansion they were doing is in Westmoreland County. With Mon Valley Veteran's Association, the Veteran's Day Parade for 2024 will be in Roscoe PA. The Roscoe Legion has stepped up and asked ifthey could host so now there are three municipalities taking turns. We had it this year, Roscoe willl have it in 24 and Charleroi in 25.  called to order by Mayor Garry who led in the pledge to the Flag.  because it wasn't done right.  treated as policy which contains an implementation plan or strategy.  there is no funding. There is noj planning yet. There is no in depth on that.  as policy.  some streets do need not tol have the bricks. Times are: moving forward we can stay back.  will put fresh green balls.  are trying to figure out a plan for the whole area. There is no time frame at this time.    Playground for the small kids. There will be work at Chess Park that we spoke of. He is sure there are The City Engineer Frank Novotny stated that they met with the Army Corps right before Mayor Garry stated that since there was no further business to discuss that the work session is  several other things that will be coming up.
