Council Meeting Council Chambers Monongahela, PA March 13, 2024 Minutes oft the regular meeting of the Council of the City ofl Monongahela, due notice of which meeting was published according to law, held Wednesday, March 13, 2024 at 7:001 P.M.,i in Council Chambers. The meeting was called to order by Mayor Garry who led ini the pledge to the Flag. Ther roll was called and the following present: Greg Garry Roy Sarver Sarah O'Brien Daryl Miller Mark Gadd Public Forum Justin Chasko, 402 Orange Street, right next to the Monongahela Bridge. His problem is with the neighbors that are riding quads, dirt bikes, mini bikes many things they are riding up and down the street and the field next tol his property destroyingi it. He works 10to 121 hours days and 601 hours a week and thisi is alll hel hears five to six hours a day. They ride around in circles up and downt the streett they rev them up and down. Hel has called the police many times, the police come up, they hide when the police get there, when the police leave, they start back up again. Itis getting old and ruining thej property around his house and he couldn't selll his house because of their house. They have the quads andj jumps sitting out everywhere in their yard, quads sitting on thej property and streets, they have uninspected vehicles there, they built a giant shed ont their property that probably don't] have any building permits, children riding up and down on the quads and dirt bikes that don't] have any safety constraints. He works a lot and itis bothering them, they can'tr relax, can'ts sit onl his porch all he hears is that, sitting in his house hel has tot turn his tv up full blast. Hei iss sure the police have better things to do than to come up there every day Councilwoman O'Brien asked what are the hours. Mr. Chasko stated that now thati iti is getting to be summer time it's becoming every day. Before he came to the meeting, they were outside riding for at least two hours. Other people come there now becauset they think itisa at trackt that is over there so they come there witht their vehicles and they also think they can do the same thing. There are trails down by the railroad tracks they ride ont the property next to us that the township owns. He tries to go over and cut the grass that the township stopped cutting sol he tries to but there are rocks and mud they are flinging up whichi is hitting their cars and into the road. Who is going tol bel liable when someone gets hurt. Councilwoman O'Brien stated that this is the first she has heard oft this and they will be up ChiefHarris stated! hei is familiar with the quads and concerns ont the roadway. He knows Mr. Chasko has called multiple times and we have gone up there several times and a couple of times the individuals have run from the officers down on the railroad tracks. Itis kind off the beaten path so they will noti notice on regular patrols andi ifyoul have the issue, please do call. The property next tot the bridge is not City property but is owned by PennDot. They were contact about two years ago and were advised they needed toj post the property for us to do anything to assist them. As far asI Iknowi itl has not been posted, and we can'te enforce anything on their property. Councilman Gadds stated thatt the City didi it cut the property as a courtesy to make everything look nice and when the quads took over, we quit doing it because of the rocks andi mud. tomorrow and get pictures. He feels the City should contact PennDot. Chief Harris askedi ifthere were any cameras int the area. Mr. Chasko stated he has ring cameras around his property and he has videos oft them Chief Harris stated he will: reach out tol him and maybe get the video footage and maybe they will be able toi reach out tot them with a warning ori issue citations for driving on the roadway. George Eckert, President oft the MARC Organization stated that MARC willl have its first meeting on Monday; Mutt March will be on) May 4t, registration at 10 AM, and parade at 11AM driving around many times. from the Aquatorium to Chess) Park with a Star Wars Theme sponsored by CFS Bank; later that day the Bicycle Safety willl be at the CFS Bank Parking lot andi it will start at2 PM, Coffee with a Cop willl be in] May but a date has not been designated. Thel Mid Mon Valley Veteran's Council are preparing thel Memorial Day Parade and it will be the last] Monday inl May beginning at9 AM and go from Fourth Streett tol First Street and then services at the Monongahela Cemetery will follow. He then stated that Thel Mid Mon Valley Transit. Authority will be sending a letter tot the City asking the City ifthey can move the bus stopi in front of Mrs. C's back across Third Street to in front of PNC Bank for safety reasons. When the bus stops in front ofMrs. C's cars coming down Third Street towards thei river wanting to make a right turn andt they don't want to wait. Terry Necciai, 400 Meade Street, Monongahela Main Street Program stated that moving the bus stop would really help. The Chess Park planl hei is throwing itl back to Council andl his intention was to commemorate the centennial to get people thinking about the fact itis historical. Hej presented ar mural they are working on with the Rivers of Steel which would be part of the Façade Program, asked that they are kepti informed ofLock and Dam Number 3 as they are looking to work with Elizabeth tol have a river event, St. Paul's] Episcopal Church has been purchased, at the Main Street Managers meeting it was announced that the Governor has 25 million dollars int the budget for Main Street Programs, and from the PA Downtown Center they have what they call a Brown Bag) Lunch zoom meetings and there isa Zoom call atl Noon to discuss skill games since the laws changed. They are asking permission toi invite council to the zoom meeting. Counciwoman O'Brien stated she strongly wants to enforce the three-minute rule as we do George Eckert stated he forgot that the Farmer's Marked with start. June 7th and go to the for everybody else and tos start enforcing that rule. end of August and every week there willl be a different theme. Report of Accounts & Finance Councilman Sarver stated that the recent cyber attack that Washington County experienced resulted int the property tax information that we use toj prepare our tax notices arrived to us weeks later than usual. He wanted to acknowledge Treasurer. Maddy Gruzs and her team of] Karen, Diana, and Dorothea that did an exceptional job of preparing them for mailing so that our residents received them without delay and can take advantage oft the discount period. Report of Public Safety Councilwoman O'Brien stated that ify you are going to do construction or signs call down ask the questions and get your permits. Rentali inspections are being done. We are having an issue with dogs. Dogs running loose, not being properly licensed or registered, our police department and animal control are having al hard time as well. Please take care ofs your pets and our Zoning Ordinance limiting the number of animals. Report of Parks & Property Councilman Gadd stated that he met with Frank from the EADS Group about the Stoggle Town Bridge that was inspected and there ares some repairs that need to be done and we are looking for help to determine what needst tol be done, how much itis going to cost, and where we can get the money to do the repairs. The old fountain wel brought back tot the City we found that we need tos sand blast it and showed the last fish that was on it which used to be all around ita and councill has decided to givei it to thel Historical Society. Report of Solicitor Solicitor McGraw stated that council was in executive session from approximately 6:301 to 7:45 to discuss personnel and contractual matters. Also, in order to address a couple oft the topics, one of whichi is time sensitive, council would like to have schedule a special meeting next week so ast tol be ablei to address some of these things in a timely fashion onl March 19th at 6:00PM. Chief Harris stated that there ares some concerns with some oft the parks now that it's getting warm weather.
