Council Meeting Council Chambers Monongahela, PA February 14,2024 Minutes of the regular meeting oft the Council oft the City of] Monongahela, due notice of which meeting was published according to law, held Wednesday, February 14, 2024 at 7:00 P.M., in Council Chambers. The meeting was called to order by Mayor Garry who led in the pledge to the Flag. The roll was called and the following present: Greg Garry Roy Sarver Sarah O'Brien Daryl Miller Mark Gadd Public Forum Randy Walters, former resident now living in Arizona, he has been at previous meetings discussing a proclamation or designation for the City of] Monongahela as the "Kindest City in America" where he explained the advantages it would give to the businesses and community. He would like thel Mayor do a proclamation and council vote on it and we could then officially call Terry Necciai - 400 Meade Street, thel Monongahela Main Street Program promotions committee would like to clear dates with the City that they use Third Street for. May 11th is the World of Chocolate, July 4th the Street Fair, and September 21st is the Whiskey a Taste of] History. Janet Rosland, 1007 Thomas Street, hoping they can explain how ordinances work. On the 11th of. January there was an article about having a special exemption to an existing ordinance in regard to repairing the brick Streets on Marne. Ifyou have an ordinance, can you just wave a wand and have an exemption to an ordinance which is a law without noticing people. The spirit oft the Solicitor Kockler stated that a solicitor cannot give legal advice in a public forum but he will say in regard to that ordinance is that Council has the ability to override certain provisions as they meet. They do have that ability and the ordinance isn'ti necessary what the law dictates buti is what Council or the City has decided as being in the best interest of the City. Much like the enactment to override that they have the ability to do that for what they deem is in the best interest Jared Sherlock, 807 Sheridan Street, stated he had a concern about the exemption. Not having public input and being able to just exempt from City Ordinance sets a bad precedence and where does it end. It doesn'tlook; great. His recommendation would be to have something inj place Monongahela as the Kindest City in America. law should require public input about the brick streets. oft the City without public input. where there is either public notice or public forum to address stuff like that. Report of] Police Chief Chief Harris asked council for a motion to allow the Washington County Probation Office to use their location in the police department to meet with those on probation. They used to meet here in the past and they have changed some of their protocols for drug testing. He supports bringing them back ini thel Municipality.
