The City of Hermitage Housing Rehabiltation Program focuses on providing funds, through a deferred loan to grant program, for qualified, single-family, owner occupied, income eligible homeowners ini the city of Hermitage. The city partners with the Lawrence County Community Action Partnership to deliver these funds. The partnership with LCCAP incudes initial intake and income verification, home inspections and lead hazard assessments, specifications for work, and bidding to qualified contractors. The homes are brought up to minimum housing standards. The mall site is seen as the prime opportunity to make the vision for a "vibrant city center" ar reality. The private ownership of the property has been al barrier for a potential redevelopment for many years. On August 5"h, 2022 the SVI Mall site was purchased by Flicore, a privately held real estate development firm located in Pepper Pike, OH. The city staff has been working with the Flicore leadership team as they plan to redevelop the 54-acre-site. The staff is strongly encouraged that a significant investment in the deteriorated site will result in a successful project. The Mall closed on May 31. The group, spearheaded by Summer Wise, owner of So, So Trendy Boutique, aims to promote Hermitage small businesses, and the city at large, and to explore ways that businesses can support each other and market their goods and services jointly. The city will provide support to the group and collaborate with its efforts. Asecond meeting was held on April 9. 2024 at Vey's Pub & Grill, with approximately forty people in attendance. The group discussed the Hop and Shop event on April 12-13. a possible event ati the Mall on May 4. a Small Business Saturday event on November 30, and events around the American Roller Sports Speed Skating Competition on. Penn State Shenango (PSS) officials approached the City of Hermitage and Hermitage Little League (HLL) to explore a collaboration to retrofit the HLL Senior Field to accommodate a college- level baseball program. PSS launched a men's baseball program attracting 34 new: students with ani initial season in 2024. PSS reached an agreement to use Eastwood Field in Niles, Ohio, ini the immediate term, but desires al long-term solution for at field in Pennsylvania and within proximity toi their campus. On October 8, PSS, HLL and city officials had a preliminary conversation with Dr. Margo DelliCarpini, Penn State Vice President of Commonwealth Campuses, about the potential project, during her visit to the Shenango LaunchBox for a ribbon cutting ceremony. A future meeting and site visit with Dr. DelliCarpini is planned for later this year. Once the selected engineering firm provides the conceptual drawings and improvement plans with estimated costs, PSS officials will have the opportunity to make a more detailed An RFPwas issued to three engineering firms, with experience in designing college athletic fields, to provide proposals for developing conceptual drawings and an improvement plan with estimated costs for the Senior Field retrofit, and foramultipurpose building with adequate restroom, concessions, meeting room and storage space. On November 28, the city submitted a grant application through the very competitive LSA - Statewide program to seek funds fori the multipurpose building at a cost of approximately $800,000. On February 7. PSS and city officials held a virtual meeting with K8 &WE Engineers, which submitted aj proposal in response to the RFPat a low-bid price of $14.900. RETTEW will finalize the Act 537 plan and send it to Mercer County Planning Committee and City of Hermitage Planning Department. They have 60 days to respond then a public notice will go out in the last 30 days of that 60. At the end of the 60 days, the City of Hermitage will need to adopt a resolution. South Neshannock Road: RETTEW has completed the final design. We are waiting for permits, which Digester Rehab Project: Jason Wert spoke to Hudson Construction to find out if they had any plan to complete work. Jason Wert contacted Tank Connection to request a quote to fix the insulation and the roof of the Thermophilic Digester. JDV was also contacted to have them get the combustible gas detectors to work along with other punch list items. Those contractors then contacted Hudson Construction letting them know should take approximately 2 months to complete. they were going to complete the work. PUBLIC COMMENTS Mr. Piccirilli opened the public comments. John Styduhar, 590 Westinghouse Boulevard, attended the meeting again to discuss safety issues with the shooting range near his home. He stated that hel had spoken with Police Chief Adam Piccirilli, Deputy Chief Chad Nych and Deputy ChiefJoel Ristvey and expressed appreciation for their feedback. He said one of the police deputies he spoke to couldn't understand how bullets would hit his house with the range being down in al hole and the trees all around. His house was hit again since the last meeting, and he brought a piece oftrim from his house where the bullet hit to show the commissioners. He indicated that the rifle range only has construction Mr. Styduhar would like an investigation of the issue. Police ChiefPiccirillo replied that they are looking into what can be done. He reached out to the (Sharon Police) union president to schedule ai meeting. They recognize that there is an issue, but it has just been ai matter of trying to coordinate schedules due to vacations, etc. Gary Hinkson added that a meeting will be set up with the Sharon FOP to see what their take on the issue is and to share their concerns. Mr. Dietrich remarked that the City is in SOUTH NESHANNOCK SANITARY SEWER EXTENSION: PROJECTI UPDATE Jason Wert, a consulting engineer from RETTEW, explained a sanitary sewer extension project is planned on South Neshannock Road from State Street to Miller Road. They have been working on obtaining all the permits necessary to construct the project and have all of them except the PennDOTHOP permit and small wetlands crossing permit. They expect to receive them by the end of. July. The schedule is toj put the project out for public bids in August, hold a public meeting with residents in September, award the project in October, and begin construction Through efforts of the City and the Hermitage Municipal Authority, $1.4 million in grant funds was awarded for the project which has allowed them to keep the cost where they planned it to be. The grant money will be used toj purchase the grinder pumps and fori installation on the properties for the residents. The cost to the residents is slightly less for the South Neshannock Project at $11,000 compared to $11,800 for the previous project. ACT537 PLAN UPDATE DISCUSSION In the past updates were very focused on aj particular project or area. The current project isa "grab bag" ofindividual projects with four components: 1.) Dermond Road - they have had a number of requests for public sewer and concerns of quality on-lot systems. They have reconstructive planning" to do and will be cleaning up the records; 3.) the Boyd Drive area has a problem with backups and needs updated infrastructure; and 4.) a pump station in the former Borough of Wheatland, where all wastewater is collected, is quite dated. They plan to eliminate that pump station, which sits on acorner ofwhere their public works building was. The City already has a manhole for gravity Consistent with the plan process the draft Act 537 Plan will be distributed to everyone involved. They will have 60 days to comment before it will be out for public comment in August. sewer within 500 feet of that pump station. DEPARTMENT REPORTS Mr. Hinkson reviewed the department reports and there were no questions. It wasi noted that plans for the Night Markets are being finalized Mr. Hinkson explained what is planned for the City Center Corridor Beautification Project- Phase Ion Route 18 between the Shenango Valley Freeway and an area near Hickory United Methodist Church. The wide concrete areas will be removed and replaced with landscaping. They have been working with IAG Consulting on how that would work and with Neil Hosick for plantings that would withstand winter maintenance in those areas. They anticipate using perennials with ai mix of some annuals for color. Any future phases would be in the other areas. They would like to have this project completed late this fall. Money for this project has been budgeted. We can do this while the mall redevelopment is in the planning stages. This will be another piece around the town center project we can do while we're waiting for the redevelopment to move forward. This will be the last time this will be done by the Board. Future appointments will be made by the City Manager. Appoint a student to the Hermitage Parks and Recreation Board for a 2-year term. Motion to accept the 2023 audit. Land development plan for new. Armory Complex. restrictions for water well drilling in certain areas. federal funding. PUBLICCOMMENTS Mr. Piccirilli opened the public comments. Mitch McFeely, Business Development Officer, NexTier Bank, introduced himself and shared some services they offer municipalities. They partner with IntraFi, most municipalities use PLGIT, but they can be just as competitive. They offer competitive CD and money market rates and an array of commercial and consumer products.
