1 MINUTES OF DUBLIN BOROUGH COUNCIL MEETING MONDAY,JUNE: 10, 2024 1. CALL TO ORDER: The June 10, 2024, meeting of Borough Council was held in Borough Hall at 119 Maple Avenue, Dublin, PA. Pledge of Allegiance: President Hayes led Council and the audience in the Pledge of Allegiance. 3. Public Comment on Non-Agenda Items: There were no comments at this time. 4. Council President Announcements: President Hayes gave an update regarding a meeting that was held this morning at the Dublin TCE. Superfund: Site located at 120 Meyers Way. He stated that he, along with Ms. Pursell and Mr. Cicak, met with representatives from EPA, DEP, and a geologist working on the project to discuss the next phase. Mr. Cicak gave an overview oft the next phase which involves in the installation of a pump and treatment system. Mr. Mayes asked whether any new equipment would be required onsite. Mr. Sharer expressed concern that it will affect Dublin Borough's well levels. 5. Approval of Minutes: 5.1. Minutes of Meeting of May 28, 2024: Motion by Mr: Mayes, seconded by Ms. Rosenthal and unanimously carried, the minutes of the May 28, 2024, meeting were approved, as presented. 6. Payment of Bills: 6.1. Bills List dated. June 10, 2024, in the amount of $35,312.03 (all funds): Mayor Hayes highlighted that a generous portion of the checks to Dublin Fire Company and Point-Pleasant Plumsteadville EMS were a result of Philadelphia Eagles player, Syndey Brown Dublin Borough Council Meeting June 10, 2024 2 donating his Community Day appearance fee and asking it to be split equally amongst our Motion by Mr. Smith, seconded by Ms. Rosenthal and unanimously carried, Council approved emergency services. the bills list dated June 10, 2024, ini the amount of$35,312.03. 7. Borough Official Reports: 7.1. Dublin Fire Company: Council was provided with the May 2024 report. They responded to sixteen (16) calls, three (3) of those calls were ini the Borough. Chief Nugent advised that the Fire Company is looking for volunteers to assist at the Dublin Fire Company Fireman's Fair which will be held this year from. July 12th-1 13th and July 16th-20th. 7.2. Mayor: Mayor Hayes expressed his thanks to all involved with Community Day. 7.3. Borough Manager: Ms. Pursell provided Council with the Manager's Report for May/June 2024. Mr. Sharer asked about final disbursement oft the Green Light Go Grant. Ms. Pursell stated it was the final reimbursement for the upgrades made to the traffic signals last year and the project isnow closed. Mr. Smith asked if renderings were provided for the façade ini the Dublin Shopping Center. Ms. Pursell is going to reach out to the applicant to request updated information. 7.4. Chief of Police: Chief Regan provided Council with the Police Report for May 2024, which included 131 total incidents. Chief Regan participated in "Cop for al Day" at Bedminster Elementary School where he had pizza lunch with 3 students. Firearms qualifications were completed by Chief Regan, Sgt. Kirk, and Officer Smith. The Bus Patrol School Bus Violation Program resulted in 12 referrals, of which 9 were approved for citation. Chief Regan and Sgt. Kirk attended the Annual Bucks County Police Memorial in Newtown. Dublin Police Chief, Eli Myers was killed ini the line of duty in 1965 and was among those remembered for their service. The Pennsylvania State Police monthly incidents handled report has not been received. Mr. Mayes thanked Chief Regan and all the police officers in attendance at Community Day for their professionalism and aj job well done. 7.5. Borough Engineer:. Mr. Cicak advised that the Dublin Village Basin Grant was submitted. CKS Engineers held a pre-construction meeting for the Reactor Tank BI Project. A notice to proceed will be issued. The sewer lining contract is out to bid with a due date of June 19, 2024. 7.6. Borough Solicitor: There were no comments from Mr. MacNair at this time. 8. Discussion Items: 8.1. Discussion on Outdoor Dining Ordinance: A Community Development Meeting was held prior tot this meeting to discuss the draft ordinance for outdoor dining. Mr. MacNair provided sample ordinances from other municipalities for reference and listed some items for consideration to include in the draft ordinance. Mr. MacNair explained the timeline and protocol involved for placing the ordinance before the Bucks County Planning Commission, Dublin Borough Planning Commission and advertising requirements. President Hayes called for a Borough Council Meeting for June 24, 2024 to consider the advertising of the draft ordinance for outdoor dining. Motion by Mr. Mayes, seconded by Mr. Smith and unanimously carried, Council authorized Mr. MacNair to prepare a draft of an outdoor dining ordinance. Discussion on Labeling of Commercial Properties: Chief Nugent raised the concern of not being able to properly identify businesses from the back entrances, specifically in strip malls, if their names are not on the back door. Ms. Pursell added that she reached out to the Building Inspectorwho: saidi they could implementi it as partofthef fire code whena a permit isp pulled,however Motion by Mr. Sharer, seconded by Mr. Smith and unanimously carried, Council authorized Mr. MacNair to prepare a draft of an ordinance on Labeling of Commercial Properties. 9. Committee Reports: Mr. Mayes gave a Community Day report. Mr. Mayes proposed orderinga brick to be installed by the Town Clock and a Certificate of Appreciation to present to Philadelphia Eagles player, Sydney Brown for his generosity of donating his time and giving back his appearance Motion by Mr. Mayes, seconded by Ms. Rosenthal and unanimously carried, Council authorized a commemorative brick and certificate be made to honor Sydney Brown and to itv would include the suite number and not necessarily the name oft the business. fee at Community Day. paid for out of the Community Events Fund. 10. Public Comment: There were no public comments at this time. 11. Comments from Council Members: Mayor Hayes advised that he has been hearing a lot of chatter about residents having issues with Whitetail trash service on social media. Ms. Pursell relayed to Council that Whitetail is following their contract and staff has been explaining to 12.
