226 MINUTES OF DUBLIN BOROUGH COUNCIL MEETING MONDAY, FEBRUARY: 26, 2024 1. CALL TO ORDER: The February 26, 2024, meeting of Borough Council was held in Borough Hall at 119 Maple Avenue, Dublin, PA. Pledge of Allegiance: President Hayes led Council and the audience in the Pledge of Allegiance. 3. Council President Announcements: There were no announcements at this time. 4. Public Comment on Non-Agenda Items: There were no comments at this time. 5. Approval of Minutes: 5.1. Minutes of Meeting of February 12, 2024: Motion by Mr. Kessler, seconded by Mr. Brennan and unanimously carried, the minutes of the February 12, 2024 meeting were approved, as presented. 6. Payment of Bills: 6.1. Bills List dated February 26, 2024, in the amount of $80,244.26 (all funds): the bills list dated February 26, 2024, ini the amount of $80,244.26. Motion by Mr. Mayes, seconded by Mr. Kessler and unanimously carried, Council approved 7. Discussion Items: 7.1. Approval of Pay Estimate #2, Main Street (SR 0313) Signal Upgrades: Ms. Pursell received notice from McMahon Associates / Bowman, that the signal upgrades have been completed by Armour and Sons and they are recommending the release of Estimate No. 2 in the amount of Dublin Borough Council Meeting February 26, 2024 227 $9,695.00. Ms. Pursell will submit documentation for grant reimbursement once the proof of payment is available. Motion by Mr. Kessler, seconded by Ms. Rosenthal and unanimously carried, Council approved the Signal Upgrades final payment Estimate No. 2 to Armour and Sons in the. 7.2. Request to Participate in Bucks County Mosquito Control Program: Ms. Pursel! explained to Council, that the County has requested approval to treat municipal properties to control the amount of $9,696.00. mosquito population. Motion. by Mr. Kessler, seconded by Ms. Rosenthal and unanimously carried, Council 7.3. Discussion on Olde Pilgrim Road Sewer Line Issue: Mr. Cicak informed Council a resident on Olde Pilgrim Road has been experiencing issues with his sewer line. The resident had technicians visit his home on two (2) occasions to address a clog/root issue. A few weeks ago, there wasac clog, and as a result, the clean-out pipe was overflowing onto the sidewalk. The Borough had Franc Environmental out to inspect our section of the pipe. It was determined that root intrusion was the cause of the issue. They. jetted the line, and the pipe is now open. Mr. Cicak mentioned the correction is temporary. There are two (2) large trees 16 = 18 feet from the lateral, which is the reason for the clog. There are a few options the homeowner and the Borough can do, one being a root treatment, which would be needed every few years, but he does not think it is that effective. The two (2) trees could be removed, which would help. Mr. Cicak suggests the third option; adding the property tot the slip lining lateral program the Borough is doing. The roots would be cleared out during the jetting process. The Borough is just responsible for the lateral at the main to the right of way, whichi is going to cost a few thousand dollars. The homeowner is responsible for the lateral from the house to the main. Mr. Kessler inquired about the homeowner's preference for further action. Ms. Pursell conveyed that the homeowner requests reimbursement for the expenses incurred thus far to address the issue. President Hayes proposed informing the homeowner that we will rectify our portion oft the lateral, but we will not reimburse him fort the expenses he already has incurred. Mr. Sharer recommended that we compensate the homeowner due to the root intrusions causing the problem in the right of way. Ms. Rosenthal asked if the roots should be the homeowner's responsibility, since the trees are the homeowners. Mr. Cicak stated they are his trees, but we must maintain our part of the lateral. Taking the trees down was a suggestion, but Mr. Mayes mentioned the trees add value tot the property. There was a consensus to add the sewer lateral for the homeowner on Olde Pilgrim Road to the Borough's future projects. In addition, Ms. Pursell was asked to contact the nomeowner to confirm the reimbursement the property owner: is 7.4. Authorization to Advertise for Road Project = Middle Road: Mr. Cicak stated that Middle Road is part of the road program. As part of the project, the storm sewer system needs to be flushed and televised. It will cost approximately: $7,500.00. In addition, some oft the curbs need to be inspected before the road gets paved, in which that is the homeowners responsibility. Mr. Kracht mentioned the importance of allowing homeowners time to address the issue themselves. He also suggested including additional linear feet for curbs in the bid in case the homeowner opts for us to complete the task. Mr. Cicak stated the inspections will be started followed by sending approved participating in the Bucks County Mosquito Control Program. seeking. There was a consensus to move forward with advertising for the bids as soon as possible. 7.5. Consideration to Award Bids for WWTP Reactor Tank B-Mechanical Work: Mr. Cicak stated CKS Engineers received bids for Reactor Tank B. The project was separated into two contracts: mechanical work and repainting. One bid came in from AKC Mechanical for the base bid at $165,800.00and; $173,200.00witht the add alternates. Mr. Cicak recommends adding the alternate add-on to the bid in case it is necessary. Motion by Mr. Kessler, seconded by Mr. Brennan and unanimously carried, Council approved the for the WWTP Reactor Tank B -Mechanical Work tol be awarded to AKC Mechanical with the add-on alternative with the discretion as discussed in the amount of $173, 200.00. 7.6. Consideration to Award Bids for WWTP Reactor Tank B - Coating Rehabilitation: Mr. Cicak informed Council the coating rehabilitation project camei in with thel lowest bid at $421,500.00from Allied Painting, Inc. President Sharer asked when the project would get started. Mr. Cicak stated itv would be possibly late spring or early summer and it should be completed within 90 days, he believes. Motion by Mr. Mayes, seconded by Mr. Kessler and unanimously carried, Council approved the for the WWTP Reactor Tank B - Coating Rehabilitation to be awarded to Allied Painting, 7.7. Appointment of Borough Solicitor: Ms. Pursell received notitication from the Borough Solicitor, Michael Kracht, that he would like to officially retire. Mr. Kracht has recommended that Council consider Scott MacNair from Clemons, Richter and Reiss to serve as the Borough Solicitor. Motion by Mr. Sharer, seconded by Mr. Brennan and unanimously carried, Council appointed Scott MacNair from Clemons, Richter and Reiss to serve as the Borough Solicitor. 8. Committee Reports: Mr. Mayes announced that we have started to receive commitments from Sponsors for Community Day. To date, the Borough has received approximately $2,500.00. The next Community Day Meeting will be held on March 11th at 6:30 pm, prior to the Council Meeting. 9. Public Comment: Jared McKeon of Braden Court in Bedminster Township mentioned he was at the Planning Commission that was held in. January for the Moyer property. He brought a petition signed by residents on Braden Court. They are asking Council to consider relocating the paper road that will lead from Center Drive through Braden Court. He would like the road to be moved from Braden Court to the field by Braden Court on the Moyer Farm property. Mr. Neil Moyer confirmed the road was planned a long time ago through a lot of meetings. President Hayes explained to Mr. McKeon that Dublin Borough Council Meetings are for residents and taxpayers of the Borough. 10. Comments from Council Members: Mr. Mayes expressed his appreciation to Mr. Kracht for all his work with the Borough.
