MINUTES BLAWNOX BOROUGH COUNCIL Regular Meeting January 2nd, 2024 Call to Order President Laskey called the meeting to order at 6:50 p.m. in Council Chambers. A Zoom was set up for anyone that was not feeling well or not comfortable attending in person. Pledge of Allegiance Roll Call The roll was called to establish a quorum. Motion to approve bills from the General Fund for December in the amount $202,098.81 Finance Committee - Nothing at this time Property and Planning - Nothing at this time Strategic Planning - Nothing at this time Public Safety 1) Fire Department - there is no new update at this time. 2) Lighted Crosswalk Update - The state sent us back a site plan, everyone got a copy in their packets. Councilman Simmons is reaching out to Tapco and RTC Manufacturing the companies that make the lighted cross walks. He is hoping the representative from RTC Manufacturing might attend our next meeting for a demonstration. Ed Miller from PennDot also sent two grants that might work for doing the Bump Outs. Engineer Taylor will look into these grants. Public Works 1) Hold Harmless with Fox Chapel Authority - There was a copy in everyones packets but Manager Ulanowicz also passed out a new copy this evening with some verbiage changes. Council would like to table until we hear from Fox Chapel Authority about our changes. 2) Motion to Table the Hold Harmless with Fox Chapel Authority Moved: Mr. Stoddard Second: Ms. Coban Motion Carried: 6-0 Community Events - Nothing at this time. Manager's Report - Councilman Simmons asked if the Borough can look into the Tire Inspections and if there is a way we can fine the businesses that don't respond B. Engineer's Report- Gordon Taylor - Nothing to report ati this time. to our request for inspections. Old Business 201 Summit Drive Update = Penn Pioneer has been officially appointed the owner of the property. Unfortunately the family that has been living in the property will not be moving forward with the purchase of this home. Once the home is vacated the property will be staged and placed back on the market. New Business PSAB New Bid Thresholds - PSAB sent us the new bid threshold of $12,600. Purchases and contracts below that do not require formal bidding or writen/telephonic quotations. Purchases and contracts between $12,600 and $23,200 require three writen/telephonic quotations. Finally purchases over $23,200 require formal bidding.
