AGENDA Council Chambers Borough of Ambridge- Meeting of Borough Council Tuesday, June 11th, 2024 - 6:30 PM I. Public Comment on/offAgenda Items (5 minutes per speaker) Mr. Robert Jones, 86 Central Lane. Mr. Jones asked about the reassessment in Beaver County, and ifit generates additional revenue to the Borough. He stated the minutes show the expenses, but not the revenue. Mr. Leone answered that the Treasurer's Report shows the deposits. Mr. Jones primary concern was what additional revenue does the Borough receive with the reassessment. Solicitor Askar answered by stating this was ai revenue neutral reassessment. Mr. Jones asked when the revenues are announced. Mr. Leone stated that the revenues are announced after the annual audit is completed. Mr. Askar also answered re-assessment questions for Mr. Mr. Jones also asked ift the Fire Department is trained in electric car fires. ChiefLarrick Maximillian Elliott, 318-320 Park Road. She stated that her neighbor is having a rat/mice infestation problem, and she is concerned they will make their way ontol her property and into her residence. She also stated that 308 Park is abandoned and needs to be torn down. Mr. Leone is aware oft the residence in question. He stated that the Borough is waiting for funding from the DEP Shell Litigation funding grant. He stated that this is aj property on the list to be raised and Jones. responded they are in fact trained. the Borough is actively moving towards that goal. V. Fire Apparatus Replacement Fund Unpaid: $0.00 Mr. Gill and Ms. Tessaro had a question on the one credit card bill. Mr. Leone advised the bill was] paid but needs to be separated into each budget line item. Mr. Gill also asked about al bill for tires for the police department. Ms. Tessaro asked about Union dues, ifthey should be paid monthly instead of quarterly. Mr. Gill asked about ai repair bill from Cleveland Brothers. This was for the skid steer that had a coolant leak. Mr. Gill also asked about a towing bill for the Police Department. Lieutenant Chickos answered that the vehicle was towed to West Mifflin. The quote for repair was too high. The vehicle was then towed back to the Borough, then towed to Wampum for the repair that saved the borough approximately $5500.00. Mr. Gill asked for clarification on Street Sweeping violations. There are two line items for street sweeping violation line items in the current chart ofaccounts. This is being corrected. Mr. Gill asked about the school crossing guards' pay. Mr. Gill asked about the park maintenance amount. Mr. Leone stated that the amount is increased because of Henning Park opening. Mr. Cafarelli asked ift the Borough is liable ifv we do NOTI have a crossing guard. Mr. Askar and Ms. Tessaro stated that the Borough has advertised hiring crossing guards, but no one ever applied. We currently have one. Mr. Askar stated the Borough's! liability would be limited since we are offering the jobs, but no one is applying. Motion by Mr. Dunn. Mr. Cafarelli asked who the payment is made payable to Bronder Technical Services. Mr. Gill asked how many payments are due. Mr. Leone replied $3.71 Million. He added there will be deducts and additions based on change orders throughout the project. The Borough is withholding 10% ofe each payment until the project is completed. Public Works Committee - Mr. Cafarelli said ai meeting will be scheduled for Tuesday the 18that Parks and Recreation Committee - Ms. Gilliam stated the Splash Pad Grand Opening went well. Working out minor details but all is moving well. Next meeting is June 18th at 3:30pm. Ms. Gilliam also wanted to thank Public Works and the Police Department forall of their help with the parks. Ms. Gilliam also extended an invitation to all community members who wish to volunteer on the 6. Engineer's Report - Mr. Slagle followed up on a few previous items. He is waiting for a response from Columbia Gas. Also provided information on "Speed Humps and Bumps" and wants tol look at 7. Solicitor's Report - Mr. Askar stated they are working through some code violation hearings. Other issues are some Right to Know requests he is working on; but making progress. Currently ina holding pattern with the PLCB hearing from last month. He is just waiting on the information from the applicants. The twoj properties recently sold just need the Deeds to be signed by the buyers. 465 Merchant Street is currently having some renovations completed. Windows must be completed in 8. Manager's) Report - Attended the PSAB Conference for educational purposes. Ambridge Borough was well received. Met with consultants for an EPA grant. Visited sites in the Borough. Also met with Riverwise and New Sunrising who is promoting an EPA grant in the amount of $750,000 for Ambridge to be used for the Community Center. Crop & Kettle are also looking to place ai facility in Ambridge and are exploring locations. Working on PA Solar paperwork for the solar panels for the Borough building to be funded by the Shell Litigation Fund. Awarded funding with Duquesne Light and are determining where charging stations will be placed. Seasonal help started and began painting railings at Walter Panek Park. Fitness Court installation to begin shortly. GIS intern started last week. Social Media Director came in and began strategy for social media platforms. Police car Parks and Rec Committee. restoration of some roads when the streets are dug up by the utility companies. the façade prior to the next court hearing. paperwork has been completed. X.
