Mayor Wolfe called the Regular Town Board Meeting to order at 6:001 P.M. Oath ofOffice. Town Clerk Neverdahl swore in new Town Manager Mallory Nassau. Roll Call. Mayor Chris Wolfe, Trustees, Katie Gill, John Leonard, Paul Sutton, and' Trustee Wirtzwere present. Trustees Sean Forey and. Adam Way were absent. A quorum was established. Staff Present Austin Flanagan (Town Attorney), Carrie McCool (Town Planner), Bill Vinelli (Chiefof Police), Ariana Neverdahl (Town Clerk), and Courtney Christensen (Deputy Town Clerk), Dan Lamont (Streets, Ground, and Buildings Director). Amendments to the. Agenda. None. Public to Address the Board. Skip Campbell, 103 Market Street. Campbell stated he was not in: favor oft the reverse parking along Market Street proposed in thel Morrison Main Street Revitalization Project. Campbell suggested incorporating arrows on the road to show the direction for one-way traffic. Campbell Jamee Chambers 207 Bear Creek Lane. Chambers. Chambers provided the Board with an update on the Town's 150th Celebration. Chambers stated she would propose the Town's contribution at the next David Clark, 550 S. Wadsworth Blvd. Clark provided an update on community projects at the State and Federal Levels. Clark: stated one of the Community Projects is for. Jefferson County related to wildfire hazard mitigation. Clark stated that Congress passed a bill that would allow special districts to apply for federal funding. Clark encouraged the Town to reach out to Brittany Patterson's office ifthey need any Gus Chambers, 207 Bear Creek Lane. Chambers provided the Board with an overview of the vendors and activities that will take place at the Town's 150th Celebration. Chambers highlighted that the local eateries will participate in the celebration and there will be at tour of the CCC Camp. Dave Killingsworth, 403 Bear Creek. Avenue. Killingsworth welcomed new Town Manager Nassau to the Town. Killingsworth stated that parking is the number one issue for local establishments. Killingsworth stated he supported the crosswalks at Market Street but did note the Town could consider removing the crosswalk just east of the proposed crosswalk and replacing it with two additional parking stated he does not support any raised barriers or medians through downtown. Board meeting. assistance on legislative matters. spaces. Killingsworth voiced his support for the multi-colored crosswalk. Presentations and Hearings. Morrison Main Street Revitalization Project-Stretscape Elements Design Discussion. Town Planner McCool reviewed the streetscape design and improvements for the crosswalks in the Morrison Main St. Revitalization Project. Town Planner McCool stated the final community meeting for the project was on June 5,2024, where there were thirteen people in attendance. Toole Design who the Town hired as the Transportation Engineer presented the preliminary design concepts to gather input from the Community before submitting the final design to CDOT. At the community meeting attendees were able to provide feedback on boards that illustrate the proposed streetscape designs in addition there was a short survey to determine the best aesthetics for each crosswalk. Town Planner McCool stated the goal for tonight is to receive input and direction from the Board for the final design before the final submittal to CDOT. Mill Street Pedestrian Crossing. Town Planner McCool reviewed the preliminary design for the Mill Street crosswalk and stated the preliminary design creates an accessible crossing environment by reconstructing curb ramps to be parallel, realigning crosswalks, and repaving the concrete to meet ADA accessibility standards. Town Planner McCool asked the Board for theiri input on the color or pattern Trustee Gill stated she was present at the community meeting and most participants preferred the brick design. Trustee Gill stated she would like the crossing to be more. ADA compliant and asked in terms of longevity with snow melt and freeze ift the brick would decrease longevity, and easily be damaged by snow plows. Streets, grounds, and Building Director Lamont stated the design includes al brick template Trustee Gill stated the concrete barrier on the west side of the crosswalk is currently a parking space for motorcyclists and asked ifa concrete barrier is needed at this location. There needs to be al barrier where pedestrians are stepping into the flow of traffic. Trustee Gill suggested placing a decorative motorcycle at Town Planner McCool stated that at the community meeting there was a lot of support for a wood planter Town Planner McCool asked the Board their preference on the planters and ift they would like all planters Trustee Sutton stated his preference was to have the crosswalks be uniform and suggested the crosswalks match the red rock color. The Board agreed on having the crosswalks be uniform with the red rocks color. Mayor Wolfe asked if there would be ai flashing beacon at the Mill Street Crosswalk. Town Planner McCool stated iti is not currently included in the design. Trustee Gill suggested having a flag system at the crosswalk, pedestrians can grab ai flag before crossing to make themselves more noticeable. South Park Avenuel Pedestrian Crossing. Town Planner McCool asked for the Board's preference on thel barrier type for this crosswalk location. Town Planner McCool asked the Board ift they would support short bollards at this location. Ift the short bollards are preferred, would the Board like to include the Trustee Gill suggested having a nice bollard at the location ifa removable planter is not an option. Trustee Gill stated it would be nice to have a bollard with the town's logo in the red rocks color. Mayor Wolfe and' Trustee Wirtz stated they liked the idea of the bollards as they are more durable over Trustee Sutton and Leonard voiced their support for the bollards at the South Park crossing. Market Street Pedestrian Crossing. Town Planner McCool asked the Bard for their input on the painted bulb-out barrier at this location. The painted bulb-out could match the other colors of the crosswalks or Trustee Gill clarified that the bulb out at this location will not be raised. The Town has heard from the community that they do not support raised bulb-out or raised medians. This bulb out would be painted between the crosswalk bars. andi is not real brick. Trustee Gill: stated she does not want the brick to look fake. this location. barrier that could be removed if needed. and barriers uniformed at all crosswalks. Town's logo or artwork representative of Morrison's character. time and during the winter seasons. could be aj painted mural designed by al local artist. only. The idea is to slow traffic down but this would also bring the two directional traffic closer together. Trustee Gill stated that the bulb out will be painted only which would allow for emergency vehicles to Trustee Gill voiced concern about work being done in. Jefferson County to aid in egress in case ofa fire. Trustee Gill would like the Town to be thoughtful about people potentially coming down from Idledale and Evergreen ift there was ever a fire and does not want anything restricting in the roadway. Trustee Trustee Wirtz stated that he would like the painted bulb out to be colorful and not match the crosswalks. He does not want anyone to confuse the painted bulb out with a crosswalk. Mayor Wolfe and' Trustee Trustee Gill stated that the Town has received feedback on eliminating the crosswalk across Bear Creek Avenue at this location. Trustee Gill stated that she visited this location and does see the benefit oft the crosswalk. The Town has had new business owners and a new restaurant open up that has increased Market Street (NW Corner) Pedestrian Crossing. Town Planner McCool reviewed the proposed crosswalk design for the northwest crosswalk at Market Street. The design includes a crosswalk, and an ADA-accessible ramp and reverses the direction of two of the diagonal parking spaces on Market Street. Town Planner McCool stated the proposed ramp is in front of the Morrison Mercantile store and located int the Town right-of-way. In addition, the ramp would be located ini the floodway. Town Planner McCool stated that a wood ramp garnered the most support during the community meeting. The other proposed design option ist to match the current ramp design located in front of Tony Rigatoni's. Town Planner Trustee Gill stated that the concrete ramp and metal railings would last longer. The Board agreed with the Trustee Gill: stated she would like engineers to consider that the ramp needs to drop 21 inches from the current boardwalk to meet the crosswalk. The ramp will take about 22 linear feet to be ADA-compliant. The current drawing on the map shows the ramp goingi into the flow oftraffic, Trustee Gill noted that itis possible the drawing is not to scale. Trustee Gill suggested the engineers consider a 10-foot west landing and then move the ramp north. This suggestion would take away one parking space for the Town. Trustee Gill also asked about the west end of the ramp, it currently has two steps. Does the design need to include Town Planner McCool stated that Toole Design coordinated with RED Hotel regarding the west end of Trustee Gill stated that she would like to keep the parking forward and not reverse the parking. Trustee Leonard asked ifit was against the law to reverse into a crosswalk. Town Planner McCool stated that it is not against the law but Toole Design recommended the reverse parking for pedestrian safety. They also suggested eliminating the crosswalk ifthe parking were to remain front-end parking. Trustee Wirtz mentioned using the parking spaçes for a gazebo and eliminating the risk of backing into a crosswalk. Streets, Grounds, and Building Director suggested using the parking spaces as the access this lane as well as allow vehicles to move into the painted area ifneeded. Sutton agreed he does not want anything restrictingi in the roadway. Sutton agreed. pedestrian traffic. McCool asked thel Board for their input on the proposed ramp designs. metal ramp to match the ramp in front ofTony's and for longevity. the west side of the boardwalk. the ramp. handicapped parking spot for the RED Hotel. Mayor Wolfe agreed with keeping the parking front-end parking and stated the parking spaces are too Thel Board liked the suggestion from Streets, Grounds, and Building Director Lamont to use the parking LED Monument Sign. Town Planner McCool stated an LED monument sign was originally included in the scope ofv work for the project. The current location of the signi is located at thel Mt. Vernon and Morrison Road Intersection in front of the existing monument sign. CDOT noted that because the project iss state-funded the Town will need to coordinate with the State Historic Preservation Office (SHPO)to secure environmental clearance. Town Planner McCool mentioned that CDOT recommended placing the Trustee Gill mentioned that the purpose oft the sign was to notify the public of upcoming board meetings and hearings and advertise for community events. Trustee Gill suggested the sign could be removed from the scope of the project and the Board can have a separate conversation regarding the led: sign. The Board Claire Franz, 201 Bear Creek Avenue. Franz stated that owns the business Morrison Mercantile but does not own the building itself. Franz stated that they are not in favor of the reverse parking on Market Street. Franz stated people turn the corner too fast and people often drive down Market Street going the wrong way. Franz voiced concern over making the road narrower, many of the local establishments receive deliveries from freight trucks and they use the middle lane for service. Franz stated shei is opposed to losing any parking spaces. Franz voiced concern over the proposed ramp in front oft the Morrison Mercantile. Franz stated she does not want tol lose customers due to the length of the ramp, some customers may choose to walk] past the store. Franz stated she would like the ramp to be thoughtfully done and consider the foot traffic that brings customers into the store. Franz mentioned to the Board she would lose easy access to their shed behind the main store due to the proposed ramp. Franz stated that she was noti in favor of the LED: sign. Franz mentioned that she was in favor of crosswalks but felt like the number of crosswalks proposed for the project was too many for the size of the downtown Quanah Franz, 201 Bear Creek. Avenue. Franz stated he part-owns thel Morrison Mercantile store with Claire Franz. Franz: stated his biggest concern with the project is the proposed ramp, he would like to know the engineering for the ramp. Franz stated that Morrison Mercantile is not ADA compliant but does understand the project is needed for pedestrian safety and traffic flow. Franz stated he would like to help with the project and meet with the engineers to ensure the project works for the Town, the public, and the Claire Franz mentioned that should would like the proposed ramp to match the aesthetic of the Morrison Mercantile boardwalk. Trustee Gill stated that she does think that should be reconsidered, Morrison Mercantile is al historic building and does have its character. Franz asked who would maintain and upkeep the proposed ramp. Franz mentioned that the owner of201 Bear Creek Lane would also like to have input on the proposed ramp. Trustee Gill mentioned that is one of the reasons the Board originally wanted to Gus Chambers, 207 Bear Creek Lane. Chambers voiced his appreciation for the Morrison Mercantile boardwalk. Chambers mentioned that the Town has been sued in the past over ADA accessibility. close to the main road. The Board agreed to keep the parking front end. space as an ADA parking space for the RED Hotel. sign near the C-470 by the Conoco and asked the Board for their input. agreed to remove the LED sign from the project. Morrison Main Street Revitalization is a CDOT Grant and the boardwalk of thel Morrison Mercantile is in the' Townlsright-of-way. Chambers mentioned that not having a ramp is not an option. Chambers suggested as switchback ramp. This would allow people to enter the ramp at a safer location and have more visibility to their surroundings. Chambers voiced support for having the parking spaçes along Chambers thanked Town Clerk Neverdahl for all of her work while she was the. Acting Town Manager. Dave Killingsworth, 403 Bear Creek Avenue. Killingsworth stated he was in favor of the flashing beacon lights at thel Mill Street crosswalk. Killingsworth stated he did not support the planters at the South Park crosswalk. Killingsworth stated that the proposed ramp was between the Town, CDOT, and the business owner. Killingsworth: suggested not having a ramp and creating steps that would assist with entering the building. Killingsworth suggested painting arrows on the pavement on Market Street to help the flow oft traffic. Killingsworth suggested instead ofa sign the' Town could bring back the paper copy of Skip Campbell, 1031 Market Street. Campbell stated he would like the engineers to drive the roads Shari Raymond, 111 Canyon Vista Lane. Raymond stated she does not support reverse parking along Dave Killingsworth, 403 Bear Creek Avenue. Killingsworth asked ift the planter on the Mill Street Streets, Grounds, and Building Director Lamont stated they have to replace the wood platers every year and suggested using stone planters. Stone Planters could be removed for snow removal. Streets, Grounds, and Building Director Lamont suggested for the bollards you could add flowers and have them be the color oft the red rocks and have the Town's emblem on them as well. Streets, Grounds, and Building Director Lamont voiced his support for the art on the bulb-outs, and may assist with slowing people down through Town. Streets, Grounds, and Building Director Lamont voiced his support for the flashing beacon lights at the South Park Crosswalk. Streets, Grounds, and Building Director Lamont also mentioned that Town Planner McCool stated she would inform Toole Design that there is no support for reverse parking on Market Street. Town Planner McCool provided the Board with ai review of the grant processes. The initial thought for the project was a complete redesign of the main street, the scope of work for the project was reduced to the four crosswalk designs. Town Planner McCool stated that the project team received feedback from the community that they did not support any raised medinas or bulb-outs. Town Planner McCool confirmed that the project does not include any raised medians or bulb-outs. Town Planner McCool stated she would bring back all of the suggestions on the proposed ramp to Toole Design for review. Town Planner McCool stated the goal of the project is to make sure the downtown streets are safe and accessible to everyone. Town Planner McCool stated that all plans still need to be submitted to CDOT for their approval. Town Planner McCool highlighted that the' Town hosted four stakeholder meetings for the project. One oft the: stakeholder meetings Included first responders where they reviewed and approved the preliminary project designs. Town Planner McCool stated she would reach out to the Morrison Mercantile store owners as well as the building owner. Town Planner McCool mentioned that thel LED sign will be removed from the project scope. Town Planner McCool voiced concern over the suggestion of having the parking spaces on Market Street be an ADA spot for the RED! Hotel but mentioned that she would bring this suggestion back to Tolle Design for review. Market Street be parallel parking spaces. the Hogback Newsletter. before finalizing any project designs. Market Street. Crossing would go away. Town Planner stated it will not go away. digital signage will fall under the new ADA accessibility laws. Trustee Wirtz stated ift the parking spaces can not be ADA parking spaces it could be used as al loading zone. General Business. August 144,215, or 22nd. Departmental Reports. Set Board of Trustees Retreat Date. Thel Board suggested the following days for the Board Retreat; Utilities Department. Utility Director Fouts informed the Bard that they are dealing with al break on the raw water line. The break is more complex than originally thought, Burns and McDonell are currently working on locating and repairing the break. Utility Director Fouts stated that this is an emergency repair, the Town has engineers coming out int two weeks to assist with the membranes in the new water treatment plant. The engineering firm will need raw water to complete the membrane set for the new water treatment plant. Utility Director Fouts stated that the Thompson pump at the quarry is currently the only Trustee Gill asked ifthel leaks were in the raw water pipe. Utility Director Fouts stated yes, the break is now the overflow site. They have started digging to locate the break. Utility Director Fouts stated this is an emergency: repair and they are currently working on locating the leak. Utility Director Fouts stated that he has asked Burns and McDonnell to assist with the repair because they are on site. He does not have a Utility Director Fouts stated the current water treatment plant is pushing compacity. The current plant can only do 350 gpm, the plant is currently at 330 gpm. Utility Director Fouts stated he needs the line repaired before the engineers come out otherwise the new water treatment plant will be delayed because all ofthe water willl be going to the existing plant and he cannot bring in any water to the new treatment plant for Mayor Wolfe askedi ifUtility Director Fouts had provided the engineering firm with an update on the situation. Utility Director Fouts stated yes, that he has updated all contractors and engineering firms on Trustee Gill asked ifUtility Director Fouts is suggesting Burns and McDonnell complete the entire repair on the raw water overflow structure and not put the project out to bid. Utility Director Fouts stated the Mayor Wolfe asked about water being stolen out at Red Rocks Ranch and asked ift there is any way the Town can puti in ant hammer prevention measures to prevent theft. Utility Director Fouts stated some measures can be done, PRV (pressure reducing valve). Utility Director Fouts stated they can look into this Utility Director Fouts stated they have cut the irrigation water in half out at Red Rocks Ranch because the Trustee Sutton asked for clarification on the raw water leak. Utility Director Fouts stated the water basin was below levels because they were pulling straight from the creek at that point. This indicated that there was al leak. The Utility team then went out to the overflow structure, whatever water the plant does not take goes to the overflow structure. and creates a creak. When the utility team opened up the overflow structure it was empty to almost five feet. They closed out all valves and the creek didn't stop but the water source: for the" Town due tot the break in the raw water line. bid or a quote but has moved forward with the repair due tot the circumstances. testing. the current situation. main focus right now is to repair the leak. but there is an associated cost with this prevention. plant could not keep up with the demand. water still followed the pipe and is still: running. Town Attorney Flanagan stated there are current discussions around an gth amendment to the Mt. Carbon IGA that include the amount of water that the Town can provide to Red! Rocks Ranch. Town Attorney Flanagan suggested Trustee Gill reach out to Kunal Parikh at his office for more information, he is Trustee Gill voiced concern over water theft at Red Rocks Ranch and mentioned that she spoke witha company that offers surveillance services.
