Work Session at 6:00 PM - Airport Manager Jack' Wyles, Airport Operations Specialist Chandra Swanson, Airport Advisory Board Chairman Dan Courtright, and Town Administrator Brian Berger Mayor Libby Fay, Trustees Maggie Huyck, Gina Lucrezi, Andrew Rice, Micha Rosenoer, Devin Rowe, and Cindie Swisher attended the work session. Also present were Town Administrator Brian Berger, Planning Director Joel Benson, Public Works Director Shawn Williams, and Town Airport Manager Jack Wyles reviewed the vision, history, layout and infrastructure of the site Clerk Paula Barnett. and the goals of Central Colorado Regional Airport. Goal #1: Safety and Operational Effectiveness Always their primary goal Goal #2: Support Emergency Operations and High Altitude Testing Expand the ability to support emergency operations Goal #3: Maintain and Develop Equipment and Infrastructure High-altitude testing has become a constant att the airport since it began in 2002 Employees are crossed-trained, and together, they operate the airfield as well as thet fixed-base operator with services like aircraft fueling, towing, and aircraft tie- Asa an assiduous collaborator with the Town of Buena, we share the Town's vision down and hangaring of economic vitality Goal #4: Pursue Economic Vitality, Strategies and Support Long-Term Prosperity Wyles shared that the team at the airport includes Airport Operations Specialist Chandra Swanson, Senior Line Tech Nick Sanner, and Junior Line Techs Randy Anderson and Gavin Depew. The AirportAdvisory Board members are Daniel Courtright, Andu Krawciw, Mark Muller, Ted Osowski, Christopher Mertes, Wayne Lee, and William Delay. Wyle gave an overview of the responsibilities and activities at the airport, including the most recent significant event, which supported the Interlaken Wildland Fire. Wyles acknowledged Swanson and the team's hard work and dedication during the wildland fire. BOARD OF TRUSTEES OFT THET TOWN OF BUENA) VISTA Page 1of8 July 9,2 2024 Regular Meeting Airport Operations Specialist Chandra Swanson reviewed with the Board the airport's operations and revenues, funding from the Colorado Department of Transportation (CDOT)and Airport Advisory Board (AAB) Chairman Dan Courtright reviewed the Airport Advisory Board's strategicpriorities, opportunities and challenges for commercial development, and the need for and benefits of expanded emergency operations capabilities with the Trustees. Courtright stated he and members of the AAB are asking for the Trustee's support. To think of the airport as a resource to be leveraged toward broader community goals. Recognize opportunities to integrate the airport into the ongoing comprehensive plan process. Seek opportunities to connect the AAB with relevant outside agencies for emergency response planning and future Town Administrator Brian Berger reviewed with the Trustee's the Town's organizational structure, 2024 Capital Projects, and a communication chart that reflected the interactions Berger shared that the elected officials and staff have chosen to be public servants, which can be a thankless job. It is a responsibility that is not taken lightly, and that everyone wants the Berger reviewed that during the Work Sessions in the past few months, the Board met with the department leads to learn about their teams, goals, and responsibilities. Berger asked if the Board would like to continue having Staff Reports in the Consent Agenda versus having the department heads attend the meeting once a month and provide an update. The Board agreed Berger stated that during the Work Sessions with the department heads, eight topics were identified for the Trustees to discuss and receive additional information. Berger asked the Board to rank their choices to determine the priority of the work sessions to be scheduled. Andrews stated that TIF could provide opportunities for locally- owned businesses versus larger national chain stores and restaurants, maintaining the town's entrepreneuria mindset. Andrews encouraged the Board to allocate funds int the 2025 Budget Planning Director Joel Benson stated the Public Hearing for the Rezoning Application for 105 Barnwood Drive would not include al Public Comment section. Mayor Fay would open the public hearing, Benson would give al brief update, and request the Board to make a motion to continue the public hearing until August 13 or August 27. Benson stated that Jeff Ollinger will be out of the county in August and would like to share his comments with the Board tonight. Trustee Lucrezi stated that due to the contributions she has received to her commissioner Jeff Ollinger, 220 Weathervane Lane, Buena Vista, stated he is a member of the Water Advisory Board but is speaking as a community resident. Battaglia stated he has confidence that the current owner will continue to maintain the current manufacturing level but has concerns about what future Tom Murphy, al business owner at Buffalo Peak Center, stated he echoes Ollinger's and Battaglia's concerns and comments. He has no problem with how the Ecksteins run their business but is concerned that rezoning the property as Industrial is opening a Pandora's box Ollinger asked if the public comments made during this meeting will be provided to the Planning and Zoning Commission and at the Board of Trustees meeting on August 13or17. Mayor Fay opened the Public Hearing to Rezone 105 Barnwood Drive from Highway Benson reviewed The applicant, 105 Barnwood, LLC, via its authorized representative, Lenny Eckstein, requests a rezone of 105 Barnwood Drive from Highway Commercial (HC) to Light Industrial (I-1), as per the rezoning procedures found in the Municipal Code. The property is Benson stated that the Staff requests that the public hearing be continued due to errors in the Public Notice in the Chaffee County Times and ini the materials sent to neighboring properties that did not allow proper public input to the Planning and Zoning Commission Hearing. Benson stated that public comments before the Board of Trustees would be made during the continued hearing after the Planning and Zoning Hearing on July 17. June 10, 2024, the Town received an annexation petition for the Triview Chicago Ranch property, which the Town Attorneys have reviewed. Benson reviewed the process for annexation and stated that during this meeting, the Trustees must determine whether the petition is in substantial compliance. Ift the petition is in substantial compliance, the Board will adopt a resolution finding substantial compliance and initiating annexation proceedings by setting a date for the public hearing. Trustee Lucrezi expressed her concerns about how cyclists are riding on County Road 306 and asked if there are options to educate cyclists and pedestrians. The Board discussed bike lane Public Works Director Shawn Williams stated that information on voluntary water restrictions Trustee Swisher said in regards to the American Legion's decision that this would be the last year they would do the fireworks show due to the age of the membership, she would like itt to continue since it is an event that residents and tourists enjoy. Trustee. Swisher said she doesr not know who would take it over if the Town does not. Berger stated he has been in contact with American Legion Commander Darryl Atherton and received information on the annual costs and vendors. The Legion would donate the equipment required to dot the display.
