Consider approving minutes from the March 16, 2010 Regular Council Meeting.  10B. Consider a resolution endorsing the Cities Aggregation Power Project, Inc. 2010 10C. Consider a resolution awarding al bid to APAC-Texas, Inc. for the purchase of hot mix asphalt in the unit amounts bid for an annual estimated amount not to exceed sixty thousand dollars ($60,000) through the interlocal cooperative purchasing agreement with Dallas County for the  Legislative/Sunset Hearing agenda. Consider a resolution awarding the bid for the replacement of forty-nine air conditioning units at nine City buildings to Enviro Engineering L.L.C. in the amount of two hundred seventy-seven thousand nine hundred dollars ($277,900) and authorizing the execution of necessary  documents for said purchase.    10E. Consider a resolution approving the purchase of the repair of the precast concrete wall along Dalrock Road to Superior Concrete Products in the unit amounts bid attached hereto and incorporated herein by reference as Exhibit A in an amount not to exceed sixty-eight thousand  three hundred sixty-eight dollars and thirty cents ($68,368.30).  10F. Consider a resolution approving the final acceptance of the 2009 Bi-annual Contract for Concrete Repalr/Maintenance, Part B, and to release retainage in the amount of one hundred fifty thousand one hundred one dollars and fifty-six cents ($150,101.56) plus the accrued interest on the retainage to Tri-Con Services, Incorporated and authorizing the Mayor to execute the necessary documents as attached hereto and incorporated herein by reference as Exhibit A. 10G. Consider an ordinance amending the Rowlett Development Code (RDC) as it pertains to 10H. Consider a resolution rejecting bids for mowing services for Sections II and IlI and allow staff to 101. Consider a resolution extending Section II Mowing Services Bid for thirty-five (35) days to Ely Tree and Landscape in an amount not to exceed thirty-four thousand two hundred twenty-six dollars and eighty cents ($34,226.80) which will allow time for staff to rebid the mowing services  residential accessory structures.  rebid the mowing services for these sections for the Parks Department.  for this section for the Parks Department.  10J. Consider a resolution opposing U. S. Senate Bill 1611 and House Bill 413 regarding mandatory  collective bargaining for all municipal emergency service personnel.  11.
