September: 27,2022  The City Council of the City of Clyde, Texas, met in a Regular Meeting at Clyde City Hall, 222 Oak Street, on September 27, 2022, at 6:00 p.m. with Mayor Rodger Brown presiding. Councilmembers present: Rodger Brown, Paul McGuire, Thomas Martin, James Rector, Tammie Coffman, and Danny A. White. Staff present: City Administrator Chris McGuire, City Secretary Connie Thornton, Public Information Specialist  Texas  Clyde,  Nancy Woods.  An open meeting was held concerning the following subjects: 1.0 CALLTO ORDER AND ANNOUNCE, A QUORUM IS PRESENT  At 6:00 p.m., Mayor Brown called the meeting to order and announced a quorum was present.  2.0 INVOCATION  Given by Mayor Brown. 3.0 PLEDGESTOL U.S. AND TEXAS FLAGS All - led by Mayor Brown. 4.0 COUNCIL COMMENTS 5.0 PUBLIC COMMENTS  Councilmember Coffman stated how glad she was to see Chris back after his surgery.  Mayor Brown opened public comments at 6:01 p.m.  As there were no comments, Mayor Brown closed the public comments at 6:02 p.m.  6.0 CONSENT AGENDA  6.1 McGuire moved and White seconded to approve the minutes from the regular meeting of  September. 13, 2022. Motion carried unanimously.  7.0 REGULAR AGENDA  7.1 Chris informed council that. Jacob and Martin and GrantWorks put the bid notice out for the Hagan subdivision project. Bids were opened the morning of September 21, 2022. The company with the lowest bid is a local company out of Abilene that Jacob and Martin have worked with on previous projects. There were: six bids submitted and Southwest Lawn Tech, LP bid was the lowest coming in at $729,920.36. Jacob and Martin recommend we accept the bidi from Southwest Lawn Tech, LP. White moved and Rector: seconded to award the bid to. Southwest Lawn Tech, LPfor the Hagan Addition Water and Sewer and to also have city administrator Chris McGuire sign all contracts needed fort this project. Motion carried unanimously.    7.2 Councilmember McGuire suggested this agenda item be discussed in Executive Session  before any decisions were made.  Council entered into Executive! Session at 6:09 p.m. to discuss Economic Development. McGuire moved and Martin seconded to adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLYDE, TEXAS, APPOINTING DIRECTORS TO THE CLYDE ECONOMIC DEVELOPMENT CORPORATION, INC. REAPPOINTING RODGER BROWN AND JAROD YATES AND NEW APPOINTEE JODY KENT FOR TWO-YEAR TERMS BEGINNING OCTOBER 1, 2022, AND ENDING SEPTEMBER 30, 2024. Motion carried  Council returned to open session at 6:48 p.m.  unanimously.  8.0  ADIOURNMENT unanimously.
