November 8, 2022 The City Council oft the City of Clyde, Texas, met in a Regular Meeting at Clyde Hall, 222 Rodger Brown, Paul McGuire, Thomas Martin, James Rector, Tammie Coffman, and Danny A. White. present: Staff present: City Administrator Chris McGuire, City Secretary Connie Thornton, Public Information Nancy Woods, Librarian Linda Cavanaugh, Director of Community Services Terry Davis, Public Works Specialist Director Texas on November 8, 2022, at 6:00 p.m. with Mayor Rodger Brown City! presiding. Councilmembers Oak Street, Clyde, Jerry Perkins, Chief of Police Robert Dalton, and Police Sergeant Chad Boyett. An open meeting was held concerning the following subjects: 1.0 CALLTOORDER, AND ANNOUNCE A QUORUM IS PRESENT At 6:02 p.m., Mayor Brown called the meeting to order and announced a quorum was present. 2.0 INVOCATION Given by Mayor Brown. 3.0 PLEDGES TOU.S. AND TEXAS FLAGS All-I led by Mayor Brown. 4.0 COUNCIL COMMENTS Councilmember Rector thanked all the city employees who worked the Oktoberfest and made ahuge success. 5.0 PUBLIC COMMENTS it such Mayor Brown opened public comments at 6:03 p.m. As there were no comments, Mayor Brown closed the public comments at 6:04 p.m. 6.0 CONSENT, AGENDA 6.1 McGuire moved and White seconded to approve the minutes from the regular meeting of September27,2022, as printed. Motion carried unanimously. 7.0 PRESENTATION 7.1 7.2 Mayor Brown acknowledged Naomi Santos for 10 years of service to the City of Clyde. Mayor Brown acknowledged Toni Dalton for 15 years of service to the City of Clyde. 7.3 Mayor Brown presented Robert Dalton with this certificate for 15 years of service to the City of Clyde. 7.4 Jenna Shadowitz with Performance Services gave the council a one-year update on the progress that has been done since we partnered with them. The water meters are int the process of being installed, manholes are completed, water treatment plant upgrade should begin in February after TCEQ approval, alll LED lighting installed, the public works building is complete, trasht trucks have been delivered, the solar arrayi is done just waiting for AEP to ina and the sewer line replacement to start in about 10 days. tie 8.0 PUBLICHEARINGS 8.1 Mayor Brown opened the public hearing for the final replat for property located at Being 317 Cherry Street at 6:13 p.m. Ast there were no comments Mayor Brown closed the public hearing at 6:14 p.m. 9.0 REGULAR. AGENDA 9.1 Chris informed council this had gone before the P&Z Board the night before and was approved. White moved and Martin seconded to approve the Final Replat of property located at Being 317 CHERRYSTREET, Clyde Callahan County Texas. Request is for a FINAL REPLAT OF PROPERTY, into 2 lots, sO a house can be constructed on lot 2. Motion carried unanimously. 9.2 Chris said it was cleaner to set up a new checking account to be able to pay the new bonds out oft that the city received ai few months ago. Rector moved and White seconded to approve a new checking account for the bond payments of the 2022 Certificate of Obligations for the Park and Recreation Bond. 9.3 Chris explained the software we used to set the tax rate, rounded up and to be exact with the County on our tax numbers we need to amend the previous ordinance to McGuire moved and Coffman seconded to adopt AN ORDINANCE OF THE CITY OF CLYDE, TEXAS AMENDING ORDINANCE NO. 2022-018; LEVYING AD VALOREMTAXES FOR TAX YEAR 2022 AT $0.7250 PER ONE HUNDRED DOLLARS ($100.00) ASSESSED VALUATION OF ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY TO PROVIDE REVENUES FOR MAINTENANCE AND OPERATIONS AND INTEREST AND SINKING FUND REQUIREMENTS; PROVIDING DUE AND DELINQUENT DATES, PENALTIES, ANDI INTEREST FOR SAIDTAXES; ANDESTABLISHING, ANI EFFECTIVEDATE. Motion carried unanimously. reflect the exact numbers. Motion carried unanimously. 9.4 Chris said Mr. Stone was not at the meeting but had approached him about using the new Community Center for religious services on Sunday. Chris explained that request wass somethingt that councilr needed to decide upon. Chris explained construction would be started oni the building int the next month ori two andi if Mr. Stone was still interested the council could revisit his request upon completion of the renovation. No action taken. 9.5 Chris stated the Masonic Lodge members had asked ift they could put vending machines in some city locations such as the park, pavilion, and community center sO they could use the proceeds for scholarships for local kids. The Masonic Lodge would be responsible for purchasing the machines. The City could possibly help withstocking the machines since we have a contract with Pepsi for the Sports Complex which the Masonic Lodge al larger return on their investment. Mayor Brown inquired might about give if the machines were vandalized and who would be responsible for repairs? Chris stated the Masonic Lodge would be responsible for repairs if damage was to occur. Brown stated he would like to see some cages or something for security around Mayor the machines to protect them. McGuire asked who would be paying for the put electricity for the machines. Again, Chris stated that would bei the Masonic Lodge'sresponsibility. McGuire stated if this happens would putting some at the Clyde Lake be an option. Chris said if the Masonic gets back with him he will bring it back to council for their review. No action taken. 10.0 EXECUTIVE SESSION/The Council may enter into Closed or Executive Session to discuss the following:) The council entered into executive session at 6:30 p.m. The council returned to open session at 8:17 p.m. 11.0 FINANCIALSTATEMENT The October 31, 2022, Financial Statement Summary was available to Council fori review.
