January 10, 2023 The City Council oft the City of Clyde, Texas, met ina a Regular Meeting at Clyde City Hall, 222 Oak Texas on. January 10, 2023, at 6:00 p.m. with Mayor Rodger Brown presiding. Councilmembers Street, Clyde, Rodger Brown, Paul McGuire, Thomas Martin, James Rector, Tammie Coffman, and Danny A. White. present: Staff present: City Administrator Chris McGuire, City Secretary Connie Thornton, Public Information Nancy Woods, Librarian Linda Cavanaugh, Director of Community Services Terry Davis, Chief of Police Specialist Robert Dalton, and EDC Assistant Rebecca Young. An open meeting was held concerning the following subjects: 1.0 CALLTOC ORDER AND ANNOUNCE A QUORUM IS PRESENT At 6:00 p.m., Mayor Brown called the meeting to order and announced a quorum was present. 2.0 INVOCATION Given by Mayor Brown. 3.0 PLEDGES1 TOU.S. AND TEXAS FLAGS All- - led by Mayor Brown. 4.0 COUNCIL COMMENTS Councilmember Coffman talked about the quilt that was made by Shaula Patton of Feathered Star. Oktoberfest gave citizens the opportunity to sew their own line on the quilt and she wanted to thank all citizens who were involved in the creation of this quilt which is sO proudly displayed in the council chambers at Clyde City Hall. She is going to get the information on this quilt to the paper as Councilmember Rector thanked Librarian Linda Cavanaugh for the hospitality that was shown earlier are quilts historic documents. in the day at the Library Board Meeting. 5.0 PUBLICO COMMENTS Mayor Brown opened public comments at 6:05 p.m. Nicki Harle, Callahan County Judge, addressed council stating she was visiting with each entity ini the county to introduce herself as the newj judge and to let them know her door is open. She also wanted tot thank Mayor Brown for taking the appointment by the Callahan County board. The board appointed Mayor Brown to the Coalition of Counties for Public Defender. They will be serving 12 counties. Each county was asked to appoint someone to the advisory board, and they are excited As there were no other comments, Mayor Brown closed the public comments at 6:08 p.m. Mayor Brown agreed to the appointment. 6.0 CONSENT AGENDA 6.1 McGuire moved and Martin seconded to approve the minutes from the regular meeting of December13, 2022, as printed. Motion carried unanimously. 7.0 PRESENTATION 7.1 Chris explained to council that withi the $350,000.00 CDBG for waterand sewer we adopted to follow the Federal contracting laws concerning minorities, low-income businesses. We must comply with federal laws. The selection criteria will go out int the bid packets. McGuire moved and Martin seconded to adopt AN ORDINANCE OF THE CITY OF CLYDE, TEXAS, CHANGING THE ZONING USE DESIGNATION OF 11.94 ACRES OF LAND OUT OF THE NORTH HALF OF THE NORTHWEST FOURTH OF SECTION 65, ABSTRACT 96, B.B.B. & C. RR. CO. SURVEY, CLYDE, CALLAHAN COUNTY, TEXAS FROM AGRICULTURAL DISTRICT (A) TO SINGLE-FAMILY RESIDENTIAL DISTRICT 2 (SF-2); AMENDING THE ZONING DISTRICT MAP FOR THE CITY TO REFLECT SUCH CHANGE; AND ADOPTING THE ZONING DISTRICT MAP SO AMENDED. Motion carried unanimously. 9.3 Camilla White, 525 South First Street West, Clyde, Texas and Glenda Farmer, 105 Southwest Drive, Clyde, Texas addressed the council about the new water meters. Farmer: stated her new water meter is locked and she does not have a shut off valve on her side in case there is a leak. She said she is having to put in a shut off valve due tor not being able to get to the meter to turn it offi if she has al leak or water pipe break. Brown informed Ms. Farmer that he knows it is much easier for the citizen to turn off the meter themselves however that is not the correct way to do things. It has never been an option not nowa and not prior to the new meters. No one is supposed to touch the meter except city staff. Ms. White said she can't even look at her meter to see the reading. Brown: said with the new meters comes a program for the citizen to see real time readings and they can even set it to alert them of excessive water consumption. When the new program is released to the city we will have a training to show citizens how to use it. The new program will be released once all the meters are installed. Farmer said she wished the city had done a better job of informing the citizens that they would no longer have access to their meter. Chris said once Diehl, the company we purchased the meters through, signs off we will be able to give computer: accessto our citizens. Brown thanked the ladies for their involvement in city projects. Farmer asked if she had to have a permit to install a shut off valve. Terry Davis informed her the plumber putting in the valve would pull the permit. 9.4 Chris said 3 years ago the Planning and Zoning Board was created tol lessen the burden on city staff. Due to having trouble keeping board members and trying to get individuals to serve along with meetings and staff still doing all the leg work it has not lessened the burden on staff it has increased. It will be much easier and time efficient to bring the items the P&Z Board decide on directly to council as it has to be approved by council anyway. Brown stated he could see this streamlining procedures. Rector moved and McGuire seconded to adopt AN ORDINANCE OF THE CITY OF CLYDE, TEXAS DISSOLVING THE PLANNING AND ZONING COMMISSION; REVISING EXHIBIT10A, SUBDIVISION ORDINANCE, AND EXHIBIT 14A, ZONING ORDINANCE, OF THE CLYDE CODE OF ORDINANCES TO REFLECT: SUCH DISSOLUTION; PROVIDING FOR RELATED PROCEDURAL CHANGES; PROVIDING REPEALER AND SEVERABILITY CLAUSES; AND ESTABLISHING AN EFFECTIVE DATE Motion carried unanimously. 9.5 Mr. Macias and Mr. Williams were not able to attend the council meeting. No action taken. 10.0 EXECUTIVE SESSION/The Council may enter into Closed or Executive Session to discuss the following:) The council entered into executive session at 6:44 p.m. The council returned to open session at 7:34 p.m. No action taken. 11.0 FINANCIAL STATEMENT The December 31, 2022, Financial Statement was available to Council for review. McGuire asked ift the $36,000.00 paid to the City of Abilene was fort the storage of our water at Lake Ft. Phantom.
