February27,2023 The City Council oft the City of Clyde, Texas, meti in a Special Meeting at Clyde City Hall, 222 Oak Street, Clyde, Texas on February 27, 2023, at 6:00 p.m. with Mayor Rodger Brown presiding. Councilmembers present: Rodger Brown, Paul McGuire, Thomas Martin, James Rector, Tammie Coffman, and Danny A. White. Staff present: City Administrator Chris McGuire, City Secretary Connie Thornton, Community Development Director Terry Davis, Librarian Linda Cavanaugh, Public Information Specialist Nancy Woods, Public Works Director. Jerry Perkins, Chief of Police Robert Dalton, Police Officer Shawn Crouch, Animal Control Officer Amber Lindsey, and Fire Chief Richy Barr. An open meeting was held concerning the following subjects: 1.0 CALLTO ORDER AND ANNOUNCE. A QUORUM IS PRESENT At 6:02 p.m., Mayor Brown called the meeting to order and announced: a quorum was present. 2.0 INVOCATION Given by Mayor Brown. 3.0 PLEDGES TO U.S. AND TEXAS FLAGS All - led by Mayor Brown. 4.0 COUNCIL COMMENTS 5.0 PUBLIC COMMENTS None Mayor Brown opened public comments at 6:03 p.m. As there were no comments, Mayor Brown closed the public comments at 6:04 p.m. 6.0 CONSENT AGENDA 6.1 White moved and Rector: seconded to approve the minutes from the regular meeting of January 10, 2023, and the special meeting of January: 23, 2023. Motion carried unanimously. 7.0 REGULAR AGENDA 7.1 Chris said the EDC is wanting to annex the 40 acres it purchased into the city limits. If the city chooses to annex staff will get with. Jacob and Martin and get the city limit map updated. McGuire moved and Martin. seconded to approve annexation process to annex, property owned by the EDC and described as Being 40.279 acres out of the Southwest One-Quarter of Section No. 76, B.B.B. & C. R.R. Company Lands, Callahan County, Texas. Motion carried 7.2 Chris stated this is the 2nd step in the annexation process for the council to set a date and unanimously. time for the public hearing. White moved and Martin seconded to approve A RESOLUTION SETTING A DATE, TIME, AND PLACE FOR A PUBLIC HEARING ON THE PROPOSED ANNEXATION OF CERTAIN PROPERTY BY THE CITY OF CLYDE, TEXAS, AND AUTHORIZING AND DIRECTING THE CITY SECRETARY TO PUBLISH NOTICE OF SAME. Motion carried 7.3 Members of the Clyde Little League Board, President Clint Carlile, 625 Robinhood Court, Clyde, Texas, Holly Copher, 1436 CR6 631, Clyde, Texas, and David Neuman, 1107 Woodland Drive, Clyde, Texas addressed the city council. Mrs. Copher gave al handout to the city council and stated she had grown up here in Clyde and was thankful to the council and city for the new sports complex. However, she would like to see the old fields remain usable for the boys baseball and girls softball. Currently there are 215 boys in little league and 190 girls in softball. The little league has 13-15 practices a week. As ofr now, the junior league cannot be played on after dark due to thel lights not functioning. To have the lights functioning on the junior league field will cost approximately $17,000.00. Brown asked if that included the wiring and Mr. Carlile stated it did and Mr. Neuman said thati includes the 4 poles int the outfield. Ms. Copher continued by saying there were many expenses the little league pays for such as John Chesser, 6090 CR: 252, Clyde, Texas addressed council saying he has lived in Clyde his whole life and been involved with: softball and just wants to make sure the council is being transparent on what the future of the fields are going to be. He said there are unknowns at this point and feel like if people don't know, they will just make things up. Mr. Chesser stated him, and a couple of other guys mow the softball fields themselves sO they can save the money it would cost to pay someone to maintain Mayor Brown responded by saying the current council have all been involved in the little league or softball league at one time or another and understands the importance ofh having the leagues for the children. He also added the council is as transparent asi it can be, and anyone is invited to show up for any council meeting to observe the decisions being made unfortunately they don't until some issue directly affects them. He said he was on the Clyde Parks Board when it was turned over to the cityl because they needed to belong to an entity in order to put in for grants. The grants did not Sarah Kent, 2517 Fran Circle, Clyde, Texas says there needs to be ai full understanding oft the scheduling process sO they can use the new fields. She says the intent is good Scott Berry, 3385 FM 604 N., Clyde, Texas inquired if the city could get gray water out to the ball fields to help cut down on the amount of the water bill to Callahan County Water Service. Brown replied there was no gray water at this time. A1 few other residents spoke on behalf oft the Little League and Softball, Brett Siegfried, 209 Bryant Road, Clyde, Texas, Jeremiah Park, 220 Stephens, Clyde, Texas, Chris English, FM 604 North, Clyde, Texas saying they would like the current fields Patti Stennett, 1514 Hunters Glen, Clyde, Texas stated when she was involved with the little league alli the maintenance and repairs were done byi individuals whoj just wanted to help. She said the fields need to bel kept and keep moving forward. unanimously. uniforms, equipment, field maintenance, etc. them. work out and the Parks Board dissolved. and everybody is just trying to move forward. maintained and being put to good use for the kids. Mike Walker, 309 Shalimar Dr., Clyde, Texas said there are 40-acres outt there and only 20 are being utilized could the other 20 be sold off and the money given to the little league for lights, repairs, etc. Brown said we are consulting with our attorney to find out exactly what the city can actually legally do with the 40 acres. Kent asked about the city helping with funding for the lights. City administrator, Chris McGuire, explained it is mid-budget and no expenses were funded for this in the budget. The time to ask for funding is when the budget is being presented and prepared SO it can Councilmember Coffman, reminded everyone the agendas are posted on line, in the paper and outside of city hall and encouraged people to start attending the meetings and not use the excuse that they didn't know about them. She also was concerned with what happened to community to just giving and not expecting some kind of return on their money. She encouraged the little league and softball to reach out to seniors in our community who are, grandparents or retirees who would probably like to helpeitheri financially orj just providing transportation to kids for practices or games. Coffman asked for a list of the teams, their names and how many kids on each team Chris stated one oft the first things thati is looked at inac community is the quality of life for developers and knows things like softball and baseball fall into that category. Itis hard tol know! howt toi fund this with city of Clyde citizens taxpayer'smonies when other Brown thanked all the citizens for showing up and voicing their opinions as this is how council gets educated to what the community needs. Should the little league move forward with repairing the lights the city will waive the permit fee. 7.4 Nan Woods addressed council saying all requirements have been met to come out of provisional status for the Keep Clyde Beautiful program. Nan has been in contact and being mentored from an individual in Andrews, Texas which is a full affiliate of the program. Now it is time to appoint a board. It will be a board of 5 people, Stephen Kniffen, Terry Coffman, Danny A. White, Shyla Foutz and Amanda Chavezi if the council Martin moved and Rectorseconded: to approve the 5-person board for the Keep Clyde Beautiful program consisting of Stephen Kniffen, Terry Coffman, Danny A. White, 7.5 Chris informed council the Clyde CISD approached the EDC board asking for assistance with hiring a full-time counselor for Texas Workforce Commission. The program is set up to be a bridging strategy to help kids. The school will fund 80% of the program and the EDC would assist with the other 20%. The program should be fully funded by the state next year and should not require assistance from the EDC after that. Coffman Martin moved and Coffman seconded to approve the Clyde EDC funding Clyde CISD $20,000.00 for the TWC job training program. Motion carried with McGuire bei included. and asked that it please be emailed to her. communities are mainly using these facilities. approves. Shyla Foutz and Amanda Chavez. Motion carried unanimously. asked ifi it included apprenticeships, Chris said it would. abstaining due to being a Clyde CISD employee. 7.6 Chris reminded council this is a yearly resolution from the Lloyd Gosselink law firm which represents 184 cities for the Atmos rate negotiations. Our attorney has already Rector moved and McGuire seconded to adopt A RESOLUTION AUTHORIZING CONTINUED PARTICIPATION WITH THE ATMOS CITIES STEERING COMMITTEE; AND AUTHORIZING THE PAYMENT OF FIVE CENTS PER CAPITATOT THE ATMOS CITIES STEERING COMMITTEE TO FUND REGULATORY AND RELATED ACTIVITIES RELATED TO ATMOS ENERGY CORPORATION. looked it overa and signed off on the resolution. Motion carried unanimously. 8.0 EXECUTIVE SESSION/The Council may enter into Closed or Executive Session to discuss the following:) The council entered into executive session at 9:32 p.m. The council returned to open session at 10:41 p.m. No action taken. 9.0 FINANCIAL STATEMENT Councilmember White inquired about the $10,000.00 payment to the Boys and Girls Club. Thornton explained that was a yearly payment to assist them it used to be $50,000.00 a year when they first started and has now dropped to the $10,000.00ay year. 10.0 ADIOURNMENT McGuire moved and Rector seconded to adjourn the meeting at. 10:44 p.m. Motion carried unanimously.
