April11, 2023 The City Council oft the City of Clyde, Texas, meti in al Regular Meeting at Clyde City! Hall, 222 Oak Street, Clyde, Texas on April 11, 2023, at 6:00 p.m. with Mayor Rodger Brown presiding. Councilmembers present: Rodger Brown, Paul McGuire, Thomas Martin, Tammie Coffman, Jim Rector, and Danny A. White. Staff present: City Administrator Chris McGuire, City Secretary Connie Thornton, Public Information Specialist Nancy Woods, Librarian Linda Cavanaugh, Director of Community: Services Terry Davis, Chief of Police Robert Dalton, Public' Works Director. Jerry Perkins, and EDC Assistant Rebecca Young. An open meeting was held concerning the following subjects: 1.0 CALLTOORDER. AND ANNOUNCE. A QUORUM IS PRESENT At 6:01 p.m., Mayor Brown called the meeting to order and announced a quorum was present. 2.0 INVOCATION Given by councilwoman Coffman. 3.0 PLEDGESTOL U.S. AND TEXAS FLAGS All-I led by Mayor Brown. 4.0 COUNCIL COMMENTS McGuire thanked Public Works Director Jerry Perkins and his staff for working after hours, holidays Chris gave an update on the smart meter installation and progress. There are 48 meters left to be installed with 10 of those on back order. Interface complete in 30-60 days. Staff will be trained on Brown: stated he had received an email from a citizen saying how helpful. Jerry and his staff have been when things come up: such as water leaks, etc. portal then released to the citizens for them to have access. at the convenience center. 5.0 PUBLIC COMMENTS Mayor Brown opened public comments at 6:04 p.m. As there were no comments, Mayor Brown closed the public comments at 6:05 p.m. 6.0 CONSENT, AGENDA 6.1 Martin moved and Coffman seconded to approve the minutes from the regular meeting of March. 14, 2023, as printed. Motion carried unanimously. 7.0 PRESENTATION 7.1 Mayor Brown recognized Lynn Shelly for 5 years of service to the City of Clyde. 7.2 Cancelled due to audit not being ready. 7.3 Paul. Jasin with Specialized Public Finance did presentation with council concerning refinancing ofe existing bond 2013 A. By refinancing this bond, the city could save upi to $650,000.00 over the life oft the bond whichi is approximately $32,000.00: ay year. He stated the certificate of obligation is ai tool for the cities to sell debt and the city is looking at doing this again this year. There is a notice that must be published before this can be done to give 7.4 Chris stated the TIRZ (Tax Increment Reinvestment Zones) is an Economic Development tool. It helps to incentivize Economic Development. Monies are: set aside and as the projects are completed int the TIRZi it is paid back. Natalie with the David Petit Group gave an overview of what a TIRZ is and how iti is beneficial for both the city and developer. It is governed by Tax Code, Chapter 311. Hundreds of TIRZ have been created int the state of Texas. Cities, alone or inp partnership with other taxing units, can use this tool to pay fori improvements in a zone SO it will attract new development, facilitate investment, and bring excitement and energy toa designated area. A TIRZ can pay fori infrastructure, public improvements, economic development programs (Chapter 380) or other projects benefiting the zone. It will redirecta portion oft tax generated from new development within the TIRZ. She informed the council she is in the process of doing a TIRZ with the City of Abilene at the present time. David Petit spoke to the council and said he has been doing this for over 30 years and has done many TIRZ with other cities such as McKinney and Plano. There are 2-3 TIRZO opportunities for the the citizens a chance to voice any concerns or questions they may have. city of Clyde, from downtown to I-201 frontage areas. 8.0 REGULAR. AGENDA 8.1 Chris said this resolution directs the publication notice to let citizens know we are refinancing andi issuing debt. The new certificate of obligation will cover repairs to the Elmdale water tower, paving equipment, vehicles, the new road to the sports complex and: some additional expenses to the sports complex. This will be repaid with excess revenues and not by raising White moved and McGuire seconded to approve Al RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLYDE, TEXAS, DIRECTING PUBLICATION OF NOTICE OFI INTENTION" TO ISSUE COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION; AND RESOLVING OTHER MATTERS RELATING TO THE SUBJECT. Motion carried unanimously. 8.2 Chris explained this utility easement is for the new construction of Starbucks. The easiest access point was the north: side of the property which was Rick Rose's property. Mr. Rose agreed to grant an easement to the city sO they could supply utilities. Mayor Brown thanked Rector moved and Coffman seconded to approve the utility easement with the Rose family. taxes. the Rose family for being sO helpful to the city. Motion carried unanimously. 8.3 Camilla White, 525 South First Street West, Clyde, Texas addressed the council and inquired about a time frame for the completion of the new water meters and access to the portal. Mayor Brown stated we could not give a definite time frame due to variables that are out of our control with the companies who are installing the hardware and software for the new meters. White said she has concerns about not being able to check her meter herselfand: staff sometimes not being available to assist her with this. Mayor Brown stated Ms. White has been to council several times with the same questions and concerns and this has been explained to her multiple times. She can call city hall and we will have someone out there to assist her as soon as we can. 9.0 EXECUTIVE SESSION/The Council may enter into Closed or Executive. Session to discuss the following:) The council entered into executive session at 7:20 p.m. The council returned to open session at 8:10 p.m. No action taken. 10.0 FINANCIALSTATEMENT March 31, 2023, Financial Statement was available to Council for review. There were no questions or comments. 11.0 ADJOURNMENT McGuire moved and Rector: seconded to adjourn the meeting at 8:11 p.m. Motion carried unanimously.
