June 25, 2024 The City Council oft the City of Clyde, Texas, met in a Regular Meeting at Clyde City Hall, 222 Oak Street, Clyde, Texas on. June 25, 2024, at 6:00 p.m. with Mayor Rodger Brown presiding. Councilmembers present: Rodger Staff present: City Secretary Connie Thornton, Information Technology Specialist Chris Barnett, Director of Community: Services Terry Davis, Public Works Director. Jerry Perkins, Chief of Police Trevor Barnes, and Brown, Paul McGuire, Jim Rector, Danny White, and Thomas Martin. Lieutenant Chad Boyett. An open meeting was held concerning thei following subjects: 1.0 CALLTOC ORDER AND ANNOUNCE A QUORUM IS PRESENT At 6:00 p.m., Mayor Brown called the meeting to order and announced a quorum was present. 2.0 INVOCATION Given by Mayor Brown. 3.0 PLEDGES TOU.S. AND TEXAS FLAGS All -led by Mayor Brown. 4.0 COUNCIL COMMENTS Councilmember Rector thanked staff for their hard work during Chris McGuire's absence. 5.0 PUBLIC COMMENTS None 6.0 CONSENT AGENDA 6.1 White moved and Martin seconded to approve the minutes from the special meeting of May. 16, 2024, as printed. Motion carried unanimously with Coffman being absent. 7.0 PUBLIC HEARING 7.1 Mayor Brown opened the public hearing on property located at Being ABST. 86SEC. 65BBB &C508 Warren, Callahan County, Texas at 6:03 p.m. Request is for a REPLAT OFI PROPERTY. The property is currently zoned as MANUFACTURED HOME DIST. As there were no comments Brown closed the public hearing at 6:04 p.m. 7.2 Mayor Brown opened the public hearing to review the performance of and obtain comments on its Texas Community Development Block Grant Program (TXCDBG) Planning and Capacity Building Fund Contract No. CPC21-0525 at 6:04 p.m. As there were no comments Brown closed the public hearing at 6:05 p.m. 8.0 REGULAR AGENDA 8.1 Davis stated this is the final plat and there have been no changes since the preliminary replat the council approved at last month's meeting. Brown stated it was right up the road from him and they were doing an excellent job, and it looks nice. Rector moved and McGuire seconded to approve the final replat of property located at Being ABST. 86 SEC. 65 BBB & C508 Warren, Callahan County, Texas. Motion 8.2 Martin moved and White seconded to adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLYDE, TEXAS, ACCEPTING THE CITY OF CLYDE 2024-2034 COMPREHENSIVE PLAN; AND FINDING AND DETERMINING THAT THE MEETING. AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC. ASI REQUIRED BY LAW. Motion carried unanimously carried unanimously with Coffman being absent. with Coffman being absent. 8.3 Thornton informed council this is a denial resolution for AEP raising their rates. Attorneys are representing cities to try and keep rates down and it looks like a negotiated agreement will be coming soon. She also told the council our attorney McGuire moved and Martin seconded to adopt A RESOLUTION OF THE CITY OF CLYDE TEXAS FINDING THAT AEP TEXAS INC.'S REQUESTED INCREASE TO ITS ELECTRIC TRANSMISSION AND DISTRIBUTION RATES AND CHARGES WITHIN THE CITY SHOULD BE DENIED; FINDING THAT THE CITY'S REASONABLE RATE CASE EXPENSES SHALL BE REIMBURSED BY THE COMPANY; FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS PASSED IS OPEN TO THE PUBLIC. AS REQUIRED BY LAW; REQUIRING NOTICE OF THIS RESOLUTION TO THE COMPANY AND LEGAL COUNSEL. Motion 8.4 Brown informed the council this is an amendment for setbacks for the Hagan housing looked this over and signed off. carried unanimously with Coffman being absent. project. Acres OfL Land Out Of The BBB&CR.R. Company Survey No. 76 Callahan County, Texas. Motion carried unanimously with Coffman being absent. 9.0 FINANCIAL STATEMENT The May 31, 2024, Financial Statement was available to Council for review. There were no questions or comments. 10.0 ADIOURNMENT White moved and McGuire seconded to adjourn the meeting at 6:08 p.m. Motion carried unanimously with Coffman being absent.
