MINUTESOF REGULAR PUBLIC: MEETING February 27,2024 Council Approved on March 11,2024 CALLTOORDERAayor Grisham called the meeting to order at 5:30pm ROLL CALL-Members present for roll call were as follows; to wit: Mayor Grisham, Councilwoman Gonzales, Councilwoman Spears, Councilwoman Brown, Councilwoman Klepac and Councilwoman PUBLIC COMMENT (Limited to Three minutes per person)- Toney Prather with the EDC-B spoke regarding 340 S Texas, we were, going to start the process of condemning the property. Toney stated he had. sent a letter to the owner since that letter they have started to repair the home. He doesn't believe it willg goj far and ifitd doesn' 1, he will start the process over and needs council's support. Mayor Report: Mayor Grisham thanked all the city workers for all their hard work. 6. Public Works Report: Public Works director Thompson stated that TCEQ has accepted our Emergency Preparedness Plan Exemption. In 2020 the city had a malfunction with our WWTP, this malfunction caused our effluent to be slightly over permitted values for ammonia nitrates. Duet to Covid, ittook several months to receive the repair parts, TCEQ fined us $15,570 and the materials cost us $16,156. Dean was able to apply for a Supplemental Environmental Plan, since the cost of the materials was more than the fine amount, the fine was cancelled. Lastly, Dean stated that our last water test showed the 7. Police Chief Report: Officer Youngs gave the police report, Chief Cotton was out at Chief School. Youngs went over stats, incidents are down but tickets are up, two of the cases are being reviewed by the DA and possibly Texas Rangers. Vehicle #402 is int the shop due to a short int the wiring oft the radar which 10. DD Report: Jerry Leonard spoke on behalf of DD, he briefed council on the DD upcoming events, 13. Municipal Court Report: Council was given al handout from the. Judge explaining the monies brought in 14. City Secretaries' Report: Secretary Harbour stated the new meter reading equipment was installed, Laurai is starting to get readings at her desk, it will take a little bit for it to start getting all the reads. 15. City Administrator Report: City Administrator Denman stated that Cadet Moore is doing good in the academy. The southside of the public work's shop needs to be re-done, we received two bids but with workers comp added to itt they were very high. Wel have decided Dean and! his guys will do the work, since we already pay for workers comp. He went on to say that the circus is coming to town and he has split up the tickets we have received to sell between the library, City Hall and Sr. Citizens center. Lastly, he went over the financials. Councilwoman Klepac asked about line item 10-540-810-annual fees, Secretary Harbour stated that she was unsure what all has been charged there without looking at the computer. Klepac went on to ask about training in the court department. Will this be split with Rising Star? Harbour stated yes it will be, he does have to go to several training a year. Councilwoman Gonzales asked about linei item named late fees, Harbour explained thati is the money we receive from water bill late fees. 16. Motion carried. Minutes- Regular City Council Meeting February 27,2024 17. REGULARAGENDA: (Discuss and consider the following items) A. Possible annexation of Highway 6 and Greg Hammit property (tabled from last meeting) - After much of a similar discussion from the last meeting, Councilwoman Gonzales made a motion to not annex Hwy 6 and the Greg Hammit property. Councilwoman Amick seconds that motion. All B. Sewer Bids for N Texas St - Councilwoman Gonzales made a motion to accept Double K Construction bid of $28,800. Councilwoman Spears seconds that motion. All members present were in favor. Motion carried. C. Garden of Memories maintenance contract - possible bids Councilwoman Brown made a motion to renew Amanda Hicks contract with increase of payment from $800 to $1000 on the growing months. Councilwoman Gonzales seconds that motion. All members present were D. Hours of Operation for City Hall - Secretary Harbour spoke regarding the new hours; she stated that being open until 5pm does not give the customers that work out of town enough time to get here to pay bills. She would like to change hours to Mon- Thur 8:30am -6:00pm, closing from 11:30 to 12:00 for a 30 min lunch, Friday's hours would be 8:30am to 12:30pm closed the rest of the day, with the starting date of April 1st sO we have time to advertise.
