CITY OF SCHULENBURG SCHULENBURG, TX April, 5, 2021 The City Council of the City of Schulenburg met in regular session on Monday, April 5"h, 2021 at 6:00 P.M. in the Council Chambers located at 607 Upton. Avenue, Schulenburg, Texas. The elected officiais present included Mayor Elaine Kocian, Aldermen Chip Bubela, Wendy Fietsam, Ben Herzik, Clarence Ahischlager, and Larry Veselka. City Staff present were City Administrator, Tami Walker, Chief of Police, Troy Brenek, and Mason Florus. Visitors included Darrell Vyvjala of the Schulenburg Sticker, Ivan Velasquez, James Brossmann, Theresa Kalina, Roland Kalina, Reverend Andrew Stafford, Gail Hammontree, and Bob Hammontree. Mayor Kocian called role and led the Pledge of Allegiance. Reverend Stafford said a prayer over Alderman Veselka made a motion, seconded by Alderman Bubela, to accept Consent Agenda the meeting and its members. items A and B. The motion passed unanimously. Mrs. Walker led discussion on awarding an Engineering Services contract for the preparation of the City's 2021-2022 Texas Community Development Block Grant (TXCDBG) application and Mrs. Walker stated that five firms put in contracts. The firms included Thonhoff Consulting, Mercer & Associates, BEFCO, Southwest Engineers, and Strand Associates. Reviewing and scoring of the proposals requires two (2) staff members and one (1) council member and was held on Tuesday, March 30th, by Clarence Ahlschlager, Julie Cernosek, Kenny Schramek, and Jason Strickland. Based on the scoring, Mrs. Walker recommended Strand Associates. Alderman Bubela made a motion, seconded by Alderman Fietsam, to accept Mrs. Walker's Mrs. Walker led discussion and read a resolution authorizing the submission of an application for the 2021-2022 TxCDBG Community Development Fund Grant to replace a sewer line. Alderman Bubela stated that he wanted to make it a win-win for the Von Minden and Roland and Theresa Kalina who owns the building located on Upton Avenue North of said alley. Bob and Gail Hammontree, whose home's garage faces said alley, were aiso in attendance to voice their concerns. After a lengthy discussion, Alderman Bubela made a motion, seconded by Alderman Veselka, stipulating that if the' Von Minden does not show continuous renovation work or have a signed lease agreement with at tenant by July 6th, 2021, the license will be revoked. The motion passed Municipal Judge Kayla Peters and Library Director Thadious Polasek's reports where included Chief Brenek reported that the department made two arrest regarding identity theft, and aided in the standoff on 110. Chief commended Officer Meagher on the video he made revealing the new police car. Chief also reported that he attended a training and is still waiting on TxDOT on the speed signs and insurance on Officer Parkinson's squad car that was involved in a wreck Mrs. Walker reported that she attended a meeting with Strand on March 17+h, a council meeting on the 22nd, interviews and al MHMR meeting on the 23d and a meeting with Ryan Smith Electric on the 24th. On the 31st there was an employee lunch honoring Gary Valchar. On April 1st, Darryl Moeller was reinstated as Operations' Manager and will office in City Hall.
