CITY OF SCHULENBURG SCHULENBURG, TX August 2, 2021 The City Council of the City of Schulenburg met in regular session on Monday, August 2nd, 2021, at 6:00 P.M. in the Council Chambers located at 607 Upton. Avenue, Schulenburg, Texas. The elected officials present included Mayor, Elaine Kocian, Aldermen, Wendy Fietsam, Ben Herzik, Clarence Ahlschlager, and Larry Veselka. City Staff present were City Administrator, Tami Walker, Chief Troy Brenek, Operations Manager, Darryl Moeller, and Human Resources Visitors included, Darrell Vyvjala of the Schulenburg Sticker, Schulenburg Festival President, Mayor Kocian called role and led the Pledge of Allegiance. Mason Florus said a prayer over the Chief Brenek introduced the newest officer, Chris Kalina, to Council. Officer Kalina is at four- Under Presentations by Citizens, Festival President, Mike Zweschper, formally invited Council tot the Festival. Mrs. Walker stated that Schneider Engineering prepared said policy for the City and it is to protect our electric lines for residential, non-residential, commercial, large commercial, and heavy industrial. This will be a guide with costs attached to it. Mrs. Walker concluded by saying that the numbers represent the market Alderman Fietsam made a motion, seconded by Alderman Herzik, to accept the Line Extension Mrs. Walker led discussion on a School Zone- SL 222 (Lyons Avenue) from a point 1,465ft South of US 90 (Summit Street) to a point 1,154 ft South, a distance of approximately 0.219 Chief said he has been working with TxDOT on the signs. After speaking with the attorney this verbiage will suffice. There wasn't an ordinance from the original school zone on Kessler. Once itis researched when that school zone was established at the next Council Meeting, Council will right now and it will be beneficial to staff. Policy. Chief replied that the poles and lights are installed Alderman Veselka made a motion, seconded by Alderman Thomas, to adopt the new School Mrs. Walker led discussion on replacing Highway 90 B Phase and Arm Change Out with a contractor and exceeding the purchase limits of $20,000. Mrs. Walker said there have been numerous problems with this line and the City would hire a contactor to replace 26 oft the 39 Mrs. Walker said right now we only have two linemen and cannot do it inhouse. The contractor would complete the job for $33,700. As a result, the two compactors will be on hold. Alderman Ahlschlager asked if both compactors would be on hold. Mrs. Walker responded yes and once passed TxDOT will bring the signs. Zone. The motion passed unanimously. poles on this line. because this is a more pressing issue. Alderman Veselka raised the question of how long this line runs. Darryl Moeller answered that the line starts at Prime Products, cuts across 90, then goes east along 90 down 1579. Moeller added that LCRA have deemed 71 poles around town that need to be replaced and this project would take care of a lot of said bad poles. The new poles will have everything new including fiberglass arms and lightning arresters. Alderman Veselka asked what the white "X"s were on poles around town. Mrs. Walker said that those are the poles LCRA marked that they recommend we replace. Mrs. Walker added that the City has been trying toi implement a system to number poles so staff could better keep track. However, it is labor intensive and will take a long time but the City still Alderman Ahlschlager asked if the wire would be old or new and what kind of poles. plans on doing that eventually. Moeller responded that it will be all new wire and wooden poles. Alderman Herzik asked if we can still get one compactor. Mrs. Walker said that right now we are focused on the line. Alderman Thomas asked if DFA and the County could hold on without the compactors. Moeller replied that the compactor at DFA is old but can still be used. He added that the County currently uses dumpster, the compactor would replace those sO at the moment the County will Alderman Herzik made a motion, seconded by Alderman Ahlschlager to approve the Phase and Arm Changeout. The motion passed unanimously. Mrs. Walker added that line will be complete continue to use dumpsters at the recycling center. before September 30th. Mrs. Walker led discussion on setting a date for al budget workshop in addition to the approved Mrs. Walker informed Council that there are a lot of projects but if Council is committed one meeting should suffice. This meeting date is strictly a back up datei that will only be used if Alderman Fietsam made a motion, seconded by Alderman Herzik, to set the date August 11th at 6:30 P.M. at the City Hall Multipurpose Room. The motion passed unanimously. Mrs. Walker led discussion on setting a date and time for a Special Meeting to accept pricing on Mrs. Walker stated that Darryl reached out to four or five contractors for the concrete work. Mrs. Walker informed Council that the City is required to go out for bid for any project over $50,000. The bid is being advertised for 14 days and the deadline will be 1:00 P.M. August 19th. Alderman Thomas made a motion, seconded by Alderman Herzik, that shouid it be needed, the Special Meeting will be on August 23"d, at 5:00 at the Council Chambers. Municipal Judge, Kayla Peters, and Library Director, Thadious Polasek's reports were included Chief Brenek reported that him and his officers are ready for Festival. He has also been in contact with TxDOT about reducing speed limits coming in North and South of town on 77. Chief concluded saying that it's good to have Chris on board, and Frank is still on limited duty date of August gth, 2021. Operations Manager, Darryl Moeiler, reported the following to Council: Street Department has been in Wolters Park painting, spreading mulch, patching in the Parks Department has been mowing at the Sports Complex, Wolters Park, and all over Wastewater Department hauled 4 loads of sludge, sprayed the plants for weeds, mowed Water Department worked on a motor at the City Pool, replaced 32 feet of pipe at' Well 9, read water meters, installed a tap ate 617. Anderson, ran 100 feet of new waterline and Electric Department installed a new pole for the Cajun food truck on Wolters, they replaced al broken pole on 90, and have been in' Wolters park testing/replacing plugs and park, and patching around town town the plants, and helped with a waterline on Anderson installed a new meter spaying yellow jackets City Administrator, Tami Walker, updated Council on the following: Fulfilled all HR duties for Mason while he was on vacation Helped with billing with Megan on vacation There will be a bid opening for the Ground Storage Tank at Henderson Hill on Tuesday, Thank you to the Garden Company and the Street Department for the rocks and boulders int the flowerbeds in the Railroad Park. The City will try to do the same thing at August 3, 2021. Mid Cities.
