CITY OF SCHULENBURG SCHULENBURG, TX November 1, 2021 The City Council of the City of Schulenburg met in regular session on Monday, November,1, 2021, at 6:00 P.M. int the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor, Elaine Kocian, Aldermen, Greg Thomas, Wendy Fietsam, Larry Veselka, Ben Herzik, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Chief of Police, Troy Brenek, Operations Manager, Darryl Moeller, Visitors included, Darrell Vyvjala oft the Schulenburg Sticker, Ona Marak, Chairperson of the Board of Adjustments, Phyllis Venghaus with Parents As Teachers, Zalma Hig, Jose Rivas, Jim Miksch, Betty Miksch, Loretta Baumgarten, Holly Hutchins Irwin, Jeremy Baumgarten, Waiter M. Mayor Kocian called role and led the Pledge of Allegiance. Mason Florus said a prayer over the Under Presentations by Citizens, Jim Miksch addressed Council. Mr. Miksch stated that he lives at 210 Klesel Street, and his neighbor (Danny Hartensteiner) at 200 Kelsel built a "Monstrosity" of a metal building on the lot located at 202 Klesel, (also Mr. Hartensteiner's Mr. Miksch asked Council why no one in the neighborhood was notified that this building was being constructed. Mayor reminded Mr. Miksch that Council couldn't comment on issues brought up in Presentations by Citizens. Mr. Baumgarten began by quoting Schulenburg City Zoning Ordinance 6.13, Screening Fences Required on New Construction. After reading the Ordinance, Mr. Baumgarten stated that a property line "Clearly" exists between his residential property and The Texan Truckstop. He continued saying that City Hall has failed to enforce this ordinance by approving The Texan's permit without the fence included in the plan. "In order to avoid acknowledging and correcting it's mistake, City Hall has chosen to claim this Ordinance is not applicable to the current situation." Mr. Baumgarten went on exclaiming that he is "Officially requesting City Council go through whatever proceedings it must in order to see that its own Ordinance is properly interpreted and applied." Mr. Baumgarten emphasized that he wanted to let all citizens know that his request tol be put ont the agenda to discuss the discrepancies was denied. Mrs. Walker informed Council that after the last meeting, Ms. Moeller informed Mrs. Marak that she wanted to step down but there was nothing in writing. However, Ms. Moeller later sent Mrs. Marak at text. Mrs. Walker asked Council to accept this as Alderman Fietsam made a motion, seconded by Alderman Veselka, to accept Ms. Moller's Mrs. Walker led discussion on reinstating Mark Shimek to the Zoning Board of Adjustments as an alternate. Based on Ms. Moeller stepping down, Mrs. Marak moved Sandy Kusy out of the Alternate spot and Mr. Shimek confirmed he would come back and serve as an alternate until Alderman Thomas made a motion, seconded by Alderman Herzik, to reinstate Mr. Shimek to Mrs. Walker led discussion on the 2022 Holiday Schedule. Mrs. Walker professed to Council that for the past few years, the City has adopted the same Holiday Schedule that the County goes by. Alderman Fietsam made a motion, seconded by Alderman Veselka, to accept the 2022 Holiday Municipal Court Judge, Kayla Peters, and Library Director, Thadious Polasek's, reports were Chief of Police, Troy Brenek, reported that his department has been investigating some additional financial crimes but other than that, nothing too out of the ordinary. Chief continued saying that the roof repair at the PD began and the new cari is going to start being outfitted soon. Chief, Sergeant Roggenkamp, and Officer Meagher are continuing to work on the system Chief concluded by discussing that he is working with Purdue on the issue of 18-wheelers driving down Russek, Eilers, and' West. Chief exclaimed that in addition to the signs that Darryl and the guys have already installed, Purdue is informing their contractors and delivery drivers of Schedule. Upton, went to El Campo to pick up the Kubota tractor after it had its clutch replaced, and installed signs Moeller also announced that all of Public Works were fitted for new uniforms. The City didn't renew their contract with Gorman's and will begin using Unifirst as the uniform provider. Alderman Veselka asked Mr. Moeller if all the work is done with the Ground Storage Tank at the Main Pump House. Moeller replied, yes. The work is complete and all the dirt is leveled out. Met with Navidad Valley in regards to water drainage, handicap parking, and signage Tuesday, October 26 - attended a board of adjustment meeting October 27-29, Mason and lattended a' TMCA Seminar in Galveston Mrs. Walker informed Council that the commissioner of the Pecos League, a professional independent baseball league, will meet with the Sports Complex Committee Wednesday, Alderman Veselka made a motion, seconded by Alderman Herzik, to adjourn the meeting at November 3, 2021 on potentially bringing a team to Schulenburg. 6:27.
