CITY OF SCHULENBURG SCHULENBURG, TX October 17, 2022 The City Council of the City of Schulenburg met in regular session on Monday, October 17, 2022, at 6:30 P.M. in the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor, Elaine Kocian, Alderwoman Wendy Fietsam, Aldermen, Larry Veselka, Howard Stoner, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, Police Sergeant, Tobey Visitors included, Layne Vyvjala of the Schulenburg Sticker, John Clark, Covey Morrow, and Blaise Dreitner from TxDOT, Anna Martin of Langford Community Management Services, and Mayor Kocian called role, Mason Florus said a prayer over the meeting and its members, and Under Presentations by Citizens, Irene Handley expressed concerns with the Police McFadden, and City Secretary, Mason Florus. Irene Handley. led the Pledge of Allegiance, and the Texas Pledge. Department. Mayor Kocian wanted to announce that on Tuesday, October 11, Senator Lois Kolkhorst visited City Hall and sat down with the Mayor. Mayor stated that they had a wonderful meeting and it Alderman Veselka made a motion, seconded by Alderwoman Fietsam, to accept the Consent Agenda Items A, B, and C. The motion passed 3-1 with Alderman Stoner voting against. A. Minutes from the Regular Scheduled Council Meeting held on October 3, 2022 was an honor visiting with her. B. Payment of Current Bills C. Quarterly Investment Repot Mrs. Walker led discussion on a TXDOT proposal for improvement regarding the Railroad and Underpass at Highway 77. Mrs. Walker informed Council that foot traffic to view the plans at City Hall has been minimal, and the few citizens that had questions were answered by Kenny Alderman Veselka asked how tall the overpass would be. TXDOT Representative, Covey Morrow, answered 241 feet over the railroad tracks, with concrete walls extending another 6 feet Alderman Stoner wanted to confirm that the Underpass option would be more expensive. Morrow answered yes because in addition to the improvements to the Underpass, TxDOT would also have to reconstruct two railroad bridges along with the bridges for North and South Alderman Veselka made a motion, seconded by Alderman Stoner, to allow TxDOT to move and the reception was all positive. over the roadway making the overpass a total height of 30 feet. Mrs. Walker led discussion on adoption and reaffirming Civil Rights Policies and Procedures for the TxCDBG Contract #CPC21-0546, to include the HUD Section 3 Presentation. The policies to be reaffirmed are: A1013 Citizen Participation Plan A1003 Excessive Force Policy A1015 Fair Housing Policy Code of Conduct Policy A1004 Section 504 Policy and Grievance Procedures Alderwoman Fietsam made a motion, seconded by Alderman Ahischlager, to reaffirm the Mrs. Walker led discussion on approving the 2022-2023 Schulenburg Economic Development policies. The motion passed unanimously. Corporation Board of Directors. Mrs. Walker named the following members: Paddy Magliolo = President Mark Friedrich - Vice-President Wendy Fietsam - Secretary Edward Glass - Treasurer Sylvia Mendoza, Ona Marek, Larry Veselka = Board Members Ivan Velazquez, Tami Walker = Advisors directors. The motion passed unanimously. Alderman Veselka made a motion, seconded by Alderman Stoner, to accept the board of Operations Manager, Darryl Moeller's, report was included in Council's Packets. Moeller did add that the maintainer broke down and will be $45,000 to replace. Moeller stated that the current maintainer is a 1996 model and he will get numbers together and present to Council what they wish to do going forward. Moeller concluded that the County will be helping the City complete the last bit of Keuper Ave. because of the down equipment. City Administrator, Tami Walker, reported the following to Council: October 5-7, Darryl, Mason, and myself attended TML Conference in San Antonio. We were able to enjoy lunch with the Mayors, Council Members, and Staff from the Cities ofLa Grange and Weimar. Also placed on notice that WETS, LLC has not been paid by October 11, Office Staff met with Kamstrump in pre-construction meeting for implementing new water meters. Reverse 911 was put out to the residents informing them that contractors will be in town working. As of today, 193 meters have been replaced. Also dealt with financing options for the remaining balance on the water Legion Development for the Henderson Hill GST. October 10, Office closed for Columbus Day meters. October 12-13, Worked with the attorney to proceed forward with the advertising for the HUD Manufactured and the proposed R5 District. Also worked with TDA in regards to the recent funding approved for the Comprehensive Plan. Sent an email to Strand Associates requesting a meeting to discuss Henderson Hill GST - the project was extended to 10/31. Learned at the TML Conference a request for a second extension being made without notice to the City. Chief andlare also working with Turtle Wingi for the street closure on Anderson Street at AndThen, and Jack & Mary's for Monster Dash October 14, Conducted an interview for Water/Wastewater, met advertising deadlines for the EDC, Legal notified of Lien on Money of Public Project, delegated the HUD Manufactured Home Ordinance and R5 Map to Kenny, and confirmed that McCoy's October 17, Handled some disciplinary issues with one termination and one written to be held Saturday, October 22. Also attended an EDC meeting. Tree Trimming will be trimming areas ini town 10/24-11/11. reprimand October 18, attend the Library Meeting Mrs. Walker concluded by stating that she is working on the Christmas Party Menu, and thanked City Hall Staff for the flowers and gift card she received in recognition of National Boss' Alderman Stoner asked why Street and Parks Department workers worked on a water leak. Operations Manager, Darryl Moeller, answered that Water/Wastewater: Department is busy helping contractors install meters and reading meters and the other departments were helping Alderman Stoner stated that letting an employee with a license go is putting the City in jeopardy Moeller answered one with a Class C, one with a class D, and one about to Test for their D. Alderman Stoner also inquired that certain City Employees allegedly caught sleeping, making rounds with a dog in the truck, and making an outage without a City uniform were written up.
