CITY OF SCHULENBURG SCHULENBURG, TX November 21, 2022 The City Council oft the City of Schulenburg met in regular session on Monday, November 21, 2022, at 6:30 P.M. int the Council Chambers located at 607 Upton. Avenue, Schulenburg, Texas. The elected officials present included Mayor, Elaine Kocian, Alderwoman, Wendy Fietsam, Aldermen, Gregg Thomas, Larry Veselka, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, Police Chief, Troy Brenek, Accounts Payablel Municipal Court Clerk, Julie Cernosek, and City Secretary, Mason Visitors included, Darrell Vyvjala of the Schulenburg Sticker, Pastor Lemae Higgs, Schulenburg Volunteer Fire Department Chief, Jeff Proske, SVFD1st Assistant Chief, Drew Brossmann, Mayor Kocian called role, Pastor Lemae said a prayer over the meeting and its members. Mayor Kocian recognized Mrs. Walker and congratulated her on being named 2022 Under Presentations, Proclamations, and Recognitions, Board of Adjustments Chairperson, Ona Marak, discussed a request for variance from Section 5 of Chapter 14 of the Schulenburg Code of Ordinances and place a mobile home on the property that is 50' in width at 1217 South Mrs. Marak informed Council that Arturo Granados plans on putting a mobile home on a 50X150' lot at 1217 South. The board approved the variance 4-0 with the condition that he move the home on the property within six months. Should the variance expire, Mr. Granados will Under Presentations, Proclamations, and Recognitions, Schulenburg Volunteer Fire Department Chief, Jeff Proske, and 1st Assistant Chief, Drew Brossmann, updated Council on SVFD Chief Proske informed Council that Fayette County EMS and several County departments worked together and received a grant for right under $1 Million to upgrade their radios. Chief Proske presented that the Annex Building is complete and he is asking if the City could provide water, electricity, and possibly a small concrete apron ini front of the bay doors. Chief stated that the property that on Upton that neighbors the East side of SVFD's campus may potentially be up for sale. Chief concluded with asking the City to also possibly think about Florus. Board of Adjustments Chairperson, Ona Marak, and Ivan Velasquez. Mason Florus led the Pledge of Allegiance, and the Texas Pledge. Schulenburg Chamber of Commerce Co-Citizen of the Year. Alderwoman Fietsam made a motion, seconded by Alderman Thomas, to approve the Consent A. Minutes from the Regular Scheduled Council Meeting held on November 7, 2022 Mrs. Walker led discussion on an Ordinance establishing and implementing a program to change mitigation rates for the deployment of emergency and non-emergency services by the Schulenburg Volunteer Fire Department for services provided/rendered for the City of Mrs. Walker professed to Council that after consulting with Legal, the attorney suggested postponing the item to give staff time to collaborate and possibly amend the ordinance. Alderman Veselka made a motion, seconded by Alderman Ahischlager, to postpone action until Accounts Payablel Municipal Court Clerk, Julie Cernosek, led discussion on Approval and Adopting Additional Municipal Budget Amendment to the General Fund for the Fiscal Year Mrs. Cernosek. stated that this is a correction to the Property and Liability for the Fire Department. The amount was approved and included but not categorized properly. Alderwoman Fietsam made a motion, seconded by Alderman Veselka, to approve the budget Mrs. Walker read a second reading of al Resolution oft the City of Schulenburg, Texas approving ap project oft the Schulenburg Economic Development Corporation a loan of $100,000 to MHC Alderwoman Fietsam made a motion, seconded by Alderman Thomas, to approve the agenda. Mrs. Walker read a second reading of a Resolution of the City of Schulenburg, Texas approving a project of the Schulenburg Economic Development Corporation a loan of $100,000 to Faith Alderman Veselka made a motion, seconded by Alderman Ahischlager, to approve the Family Fun Center, owners Eddie and Amy Faith. Resolution. The motion passed unanimously. Mrs. Walker led discussion on amending the process for permitting and inspection procedures. Mrs. Walker suggested to Council that this item be postponed until the December 5th meeting because City Staff was not available to attend the meeting tonight. Alderwoman Fietsam made a motion, seconded by Alderman Thomas, to postpone the action Mrs. Walker led discussion on canceling the December 19th meeting. Mrs. Walker stated due to the holidays, it's been customary that Council cancels the last meeting in December. Animal Alderman Ahlschlager inquired if there was any word on the School Resource Officer. City Administrator, Tami Walker, reported the following to Council: November 15, Darren, Darryl, and Myself, met concerning Henderson Hill November 18, began draining GST at Henderson Hill, and met onsite with Strand, Legion, the inspector, and City Staff Mrs. Walker also thanked City crews and the County on paving Keuper. Mrs. Walker informed Council that a crane was supposed to come in today and assist in repairing Henderson Hill, but didn't make it due to the weather. The crane should be here The South Side of town will have their garbage collected this Wednesday due to Thanksgiving, City Hall will be closed Thursday and Friday, and the Leaf and Limb Site will be closed this tomorrow.
