CITY OF SCHULENBURG SCHULENBURG, TX April 17, 2023 The City Council of the City of Schulenburg met in regular session on Monday, April 17, 2023, at 6:30 P.M. int the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor, Elaine Kocian, Alderwoman, Wendy Fietsam, Aldermen, Larry Veselka, and Clarence Ahlschlager (Alderman Thomas was absent due to a family emergency). City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, Police Chief, Troy Brenek, City Attorney, Patty Akers, Billing Manager, Visitors included, Darrell Vyvjala of the Schulenburg Sticker, Pastor Lemae Higgs, Chairperson oft the Planning and Zoning Commission, Tina Bohlmann, Ona Marak, Ivan Velasquez, Michael Demel, Manuel Gilliam, Schulenburg Festival President, Mike Zweschper, Hillary Adamek, Dalton Friedrich, Dalton Manning, Janette Johnson, Gloria Williams, Andy Glass, Karen Kokes, County Judge, Dan Mueller, Chip Bubela, Armen Herzik, Loretta Baumgarten, Irene Handley, Mayor Kocian called role, Pastor Lemae said a prayer over the meeting and its members. Under Presentations by Citizens, Irene Handley stated to Council that her neighbors need to Under Presentations by Citizens, Karen Kokes handed out packets to Council and expressed concerns about cell phone towers. Mrs. Kokes claimed that cellphone towers, especially the one located on the East side of town on BWI's property, produces harmful waves that affect people Under Presentations by Citizens, Manuel Gilliam wished to speak later in the meeting on a Planning and Zoning Chair, Tina Bohlmann, presented Council with a re-plat for Baumgarten Matula, located at 641 North Main St. Ms. Bohlmann stated that they want to re-plat the property into three separate plots of land. There were no neighbors in attendance to object. Planning and Alderman Veselka made a motion, seconded by Alderman Ahlschlager, to approve P& &Z's Planning and Zoning Chair, Tinal Bohlmann, presented to City Council the amendments to Chapter 14 and Exhibit 14A of the Code of Ordinances regarding alternative housing as an allowed use in existing R-5: zones which may include alternative homes such as barndominims, cottage homes, or tiny homes; allowing alternative home parks; specifying procedures, locations, development standards and districts in and by which alternative homes may be Ms. Bohlmann stated there was not much input, and there was a motion to table the item. Judge Mueller informed Council that He, Chip Bubela, Jackie Machac, and Mason Florus tried to get a committed going for the celebration. Judge Mueller said he contacted Festival President, Mike Zweschper, about having something the' Wednesday night of the Judge Mueller continued that they are also working on commemorative items, and invited Mayor Kocian commented that she would like to see a celebration separate from the Festival,, one afternoon downtown with at time capsule, invite groups like the American Legion, High Festival. citizens to contact him with questions ori ideas. Mrs. Walker led discussion on re-adopting Form AW4-10 Appointment of Election Judge and Alternate Judge for the City of Schulenburg General Election to be held on May 6. 2023. Mrs. Walker stated that the prior form passed by Council needs to be re-adopted for the Secretary of State. Mrs. Walker stated that the form names Kathy Kleiber and Hellen Niesner the Deputy Early Voting Clerks and Election Day Presiding Judges. The form also lists Benjamin Barnett and Nimea Romero as the Early Voting Ballot Board and Counting Station. Alderwoman Fietsam made a motion, seconded by Alderman Ahlschlager, to accept the AW4-10 Schulenburg Festival President, Mike Zweschper, addressed Council with HOT Funds request Form. The motion passed unanimously. for the 2023 Schulenburg Festival. Mr. Zweschper stated that the Festival uses the HOT Funds for advertising, the website, and events like the Women's Softball lournament and the Rodeo. Mr. Zweschper informed Council that there is about a 50% increase ini the advertising budget.. Ar majority of that is a result of purchasing two new banners that are hung over 77 ont the north and south sides oft town. Mr. Zweschper, also informed Council that the Festival is interested in using the City owned lot at the corner of Williams and South for parking. Mr. Zweschper said that the lot should hold Mrs. Walker said that later in the week she, Chief, and Darryl, will meet with Mr. Zweschper and Alderwoman Fietsam asked how much we had budgeted. Mrs. Walker replied $55,000. Alderwoman Fietsam stated thati if the City gave more to the Sausagefest she doesn't mind giving more to the Festival. Mrs. Walker answered yes, all employees will be informed of the changes once the handbook, is approved and reprimand changes were not really addressed int the handbook. Alderman Veselka made a motion, seconded by Alderwoman Fietsam, to accept the handbook. Municipal Court Judge, Kayla Peters, Chief of Police, Troy Brenek, and Library Director, enhanced dress code. Operations Manager, Darryl Moeller, reported to Council that the parking lot along Demel Ave. by Field 5 is paved. Moeller thanked The Precinct Four crew for helping pave. Moeller also reported that the Street Department assisted in setting up and taking down for Sausagefest, assisted with pump replacements at Babylon Sewer Plant, and patched throughout town. Water Department finished up getting the Swimming Pool ready, sampled all tanks, and the new Electric Department is assisting on 2672 with the reconductor being done by Smith Electric. Moeller said there are a lot of underground lines on 2672 sO crews are having to jet and vacuum most holes. They also worked on a bad CTI Meter at Babylon and replaced lights on 77. Ground Storage Tank at Henderson Hilli is back in operation. Sewer Department replaced pumps.
