CITY OF SCHULENBURG SCHULENBURG, TX June 27, 2023 The City Council of the City of Schulenburg met in a Pre-Budget Workshop on Tuesday, June 27, 2023, at 4:30 P.M. in the City Hall Multi-Purpose Room located at 535 N. Main, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Aldermen, Frank Wick IlI, Larry' Veselka, Scott Stoner, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, Police Chief, Troy Brenek, Accounts Payable/Municipal Court Clerk, Julie Cernosek, and City Secretary, Mason Florus. Visitors included Ivan Velasquez. Mayor Koopmann called role. Mrs. Walker presented Council with a general overview of how tax revenues come into the City. Mrs. Walker then handed al list of Capital Projects and major items were discussed by department. Under Police Department, Chief Brenek led discussion on a building remodel. Chief stated the last remodel was in the 80s. He said we could manipulate thei interior walls to utilize space. When it's all said and done with engineering fees, updated tech, etc. it would be around $1.2 Million. Chief also reported to Council that current House Bill 3 will require every school campus to have an armed guard. This would force the City to hire an additional SRO Officer. Mrs. Walker mentioned that her, Darryl, and Chief, have talked about possibly looking into a fleet management company. Our current fleet average age is 9 years old and we generally wait Under Swimming Pool, Mrs. Walker discussed a pool remodel, preliminary numbers run around $350,000 with City crews doing most of the demo. Mrs. Walker said the City could aiso possibly use a 50/50 Texas Parks and' Wildlife Grant to pair it with remodeling the restrooms at Wolters Under Civic Center, Mrs. Walker announced that bids for the Civic Center are due July 12th. Under Sports Complex, Mrs. Walker led discussion on a fitness Court as part of a grant through Blue Cross Blue Shield. Mrs. Walker stated the EDC could contribute anywhere from $30- Under Wolters Park, Darryl Moeller led discussion about creating more parking and handicap until around year 12 before we replace a vehicle. Park. $50,000. spaces for the Little American Legion Hall. Under Street, Moeller presented Council with numbers for several street rebuilds. Herder Ave. from Summit to the railroad tracks would be $1,470,000 and going to Simpson would be an Simpson St. from James Ave. to DFA would see a total of $562,000. A maintainer quote received was $335,000. Moeller concluded stating that the City needs a newi forklift. The City demoed one for $50,000. Moeller stated it would last the City 20 years and the line item could Mrs. Walker professed to Council that the City is looking at remodeling the Downtown Restrooms. She announced that the City can possibly use Hotel Motel Funds. additional $852,000. be spread over all Public Works departments. Under Water Department, Mrs. Walker stated that we are still awaiting numbers for some Under Sewer Department, Mrs. Walker announced that the Babylon Permit Amendment for $50,000 is going to be the beginning stages of the Babylon expansion project. Under Garbage Department, Moeller discussed the City purchasing a new garbage truck for Alderman Wick asked about the Fire Station Annex getting electricity and water. Alderman Wick also inquired about reshaping the alley at the Fire Station, new street signs, and a milling head Mrs. Walker answered that the EDC is in the process of buying new street signs for the whole Aldermen Wick and Stoner stated that the City could try to look for a used or smaller maintainer. Alderman, Ahlschlager asked if the City could look at the doors ati the Library. Alderman Ahlschlager stated that the doors drag and they are hard to open when the building shifts. Moeller asked Council about a new fence at the Expo Center. Mrs. Walker stated since the City bought more property next to the Expo Center, the fence could be extended. There was a Mrs. Walker read ai text from Alderman Thomas. She stated the main items on his "wish list" $250,000. for the skid steer. town. Alderman Veselka made a motion, seconded by Alderman Stoner, to adjourn the workshop at 7:34. The motion passed unanimously.
