CITY OF SCHULENBURG SCHULENBURG, TX June 5, 2023 The City Council of the City of Schulenburg met in regular session on Monday, June 5, 2023, at 6:30 P.M. int the Council Chambers located at 607 Upton. Avenue, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Aldermen, Greg Thomas, Frank Wick III, Larry Veselka, Scott Stoner, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, Police Sergeant, Terry Visitors included, Darrell Vyvjala of the Schulenburg Sticker, Andy Behlen of the Fayette County Record, SVFD Chief, Jeff Proske, SVFD 1st Assistant Chief, Drew Brossmann, SVFD 3rd Assistant Chief, Darren Guentert, Schulenburg ISD Superintendent, Dr. Julie Motomura, Stanley Pesek with the Schulenburg Knights of Columbus, Reverend Andrew Stafford, and Ivan Mayor Koopmann called role, Reverend Stafford said a prayer over the meeting and its members. Mayor Koopmann led the Pledge of Allegiance and the Texas Pledge. Under Presentations by Citizens, Dr. Julie Motomura introduced herself to Council. Dr. Motomura is the new Superintendent at Schulenburg ISD. She said she is excited to be in Schulenburg and she believes the City and SISD should work hand in hand. She exclaimed she is looking forward to cooperating with the City and working for the betterment oft the school and Mayor Koopman read a Proclamation Recognizing the 2023 Juneteenth Holiday. Mayor Koopmann invited Reverend Stafford to say a few words if he wished. Reverend Stafford announced that the local communities are getting together to have a multi-community Juneteenth Celebration. It will rotate cities every year and this year it will be in La Grange. Mayor Koopman then read a Proclamation Recognizing National Garden Week. Roggenkamp, and City Secretary, Mason Florus. Velasquez. the community. Mayor Koopmann announced that Fayette County Judge, Dan Mueller, couidn't make it tonight to present more information on the Sesquicentennial Celebration for the City of Schulenburg. Mayor Koopman stated that she and several other Council members along with Mrs. Walker, and Chamber President Terri Wagner attended the last meeting. There is a general consensus that the celebration will be downtown on the first Saturday in December (Dec. 2). Mrs. Walker commented that the idea is to have it in conjunction with Santa coming to town. Alderman Wick stated that he's talked to several people and there is an interest in a chili and or soup cook off along with a washer and or cornhole tournament. Mayor Koopmann added that a live band was discussed.. Alderman Veselka said' he would like to see it like the Sauagefest, shutting down two blocks of Main Street with plenty of food and drink booths. Mayor Koopman invited the public to attend the next meeting which will be Wednesday, June 7th Alderman Veselka made a motion, seconded by Alderman Thomas, to accept the Consent A. Minutes from the Regular Scheduled Council Meeting held on May 15, 2023 at 6:00. Agenda. The motion passed unanimously. B. Payment of Current Bills. Mrs. Walker invited SVFD Chief, Jeff Proske, to address Council on accepting and distributing FEMA funds for the Assistance to Firefighters Grant on behalf of the Schulenburg Volunteer Fire Chief Proske professed to Council that they were part of a regional grant awarded in 2022. The grant totaled $949,170 with SVFD receiving $222,000 and having to match $22,000. The grant will give the department 29 handheld radios and 9 mobile radios which will outfit all trucks and every firefighter. However, FEMA deposited the money in the wrong account. Mrs. Walker stated that funds hit the operating account. Since this is over $750,000 the City will be hit with a Single Audit which can cost the City anywhere between $4,300 and $10,000. Mrs. Walker needs Council to approve moving the funds, issuing a check to LCRA for $48,698.70, Alderman Thomas asked since EMS and other County Fire Departments are included in this grant could they compensate the City fori their part of the audit fees. Chief Proske said he doesn't mind asking once we know how much the single audit will cost. Chief Proske wanted to add that he wanted to commend Fayette County Emergency Management Coordinator, Angela Alderman Stoner asked who approved the funds coming into the City's account. Mrs. Walker stated that the bank called City Hall and City Secretary, Mason Florus, granted the money to hit Alderman Wick made a motion, seconded by Alderman Veselka, to accept the Grant from FEMA, and allow Mrs. Walker to issue a check to LCRA for $48,698.70, and an ACH to Motorola Mrs. Walker read a Resolution oft the City of Schulenburg, Texas approving a project of the Schulenburg Economic Development Corporation for a loan of $50,000, to. Amy's Liquor & Lounge LLC. Mrs. Walker stated that this is the first reading as required and a vote is needed Alderman Veselka said that they requested $100,000 but the EDC already distributed $100,000 to the Faith Family Fun Center (The Bowling Alley) which is int the same building. Alderman Wick asked if business have been good about paying ini the past. Mrs. Walker answered yes and no. She stated that if a payment or two is missed the EDC will reach out and iti is not a problem. Also, the performance agreements built into the resolution protects the EDC. Alderman Veselka made a motion, seconded by Alderman Stoner, to accept the Resolution. The Mrs. Walker invited Stanley Pesek, representing the Knights of Columbus, to present his request for HOT funds. Mr. Pesek handed Council packets breaking down expenditures. The KCs are requesting $8,250 for the Men's and Co-Ed Tournament they host during the Festival, and $1,740 for the KC State Tournament being held June 10th. Mr. Pesek said most of the money comes directly back to the City through filed rentals ($4,100), umpire hotel rooms motion passed unanimously. Mrs. Walker informed Council that this will be ani informal discussion with City Staff before staff begins working on the budget to present at budget workshops later ini the Summer. Alderman Veselka made a motion, seconded by Alderman Ahlschlager, to hold the meeting June 27h, at 4:30 at the Council Chambers. The motion passed unanimously. Mrs. Walker led discussion on moving the June 19th meeting, due to the Juneteenth Holiday. Alderman. Municipal Court Judge, Kayla Peters,' Police Chief, Troy Brenek's and Code Enforcement, and Library Director, Thadious Polasek's reports were included in Council's Packets. Mayor Koopman asked Operations Manager, Darryl Moeller, ift the City could do something about the street sweeper breaking away pavement from the curbs. Moeller stated he and the Alderman Veselka asked how many times a week the City runs the sweeper. Moeller answered the whole town is done in three days. Alderman Veselka suggested maybe not running it every week, especially in the summer when there's less leaves. Moeller said they can adjust the Alderman Stoner inquired why the garbage truck riders follow the garbage truck in a separate pickup three days a week. Moeller answered that they did it during the extreme cold last winter and the guys really enjoyed it, it's safer, and more efficient because the garbage truck can drive Alderman Stoner asked why the riders could not do the same thing riding in the inside of the cab on the bench seat. Moeller replied that would still require a lot of time going in and out and it Mayor Koopman said she understands it and wants to take care oft the riders because there's" not al line of applicants wanting to ride the garbage truck." Alderman Stoner replied that he just sees it as unnecessary. Moeller said we can revisit it and adjust if Council wishes. City Administrator, Tami Walker, reported to Council that TDA was onsite at Well #9, the Main Pump House, and Well #12, to locate spaces fort the generators.
