CITY OF SCHULENBURG SCHULENBURG, TX August 21, 2023 The City Council ofi the City of Schulenburg met in regular session on Monday, August 21, 2023, at 6:30 P.M. in the Council Chambers located at 607 Upton. Avenue, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Aldermen, Frank Wick III, Larry Veselka, Scott Stoner, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, and City Secretary, Mason Florus. Visitors included, Layne Vyvjala oft the Schulenburg Sticker, Reverend. Andrew Stafford, Executive Director of the Schulenburg Chamber of Commerce, Terri Wagner, and Ivan Mayor Koopmann called role. Reverend Stafford said a prayer over the meeting and its members. Mayor Koopmann led the Pledge of Allegiance and the Texas Pledge. Under Consent Agenda, Mayor Koopmann mentioned a typo in the minutes from the Budget Workshop held on August 8, 2023. Council agreed that the record should show that the new truck with the Tommy Gate have $65,000 budgeted and the minutes reflected $61,000. Alderman Veselka made a motion, seconded by Alderman Stoner, to accept Consent Agenda Items A, B, and C, with the mentioned correction. The motion passed unanimously. A. Payment of Current Bills Mrs. Walker led discussion on repealing and rescinding a Juvenile Curfew City Ordinance Articles under Chapter 8, Offenses & Nuisances; Articles 8.02, Minors, 8.02.031, Definitions, 8.02.032, Offenses, 8.02.33, Devenses, 8.02.034, Enforcement, 8.02.035, Penalties, 8.02.036, Mrs. Walker stated that Chief Brenek wrote a memo that was included in Council's Packets. In accordance with HB 1819, the articles must be rescinded by September 1st to be in compliance Alderman Veselka made a motion, seconded by Alderman. Ahlschlager, to rescind the articles. Mrs. Walker led discussion on the Contract for Assessment and Collection Services with the Mrs. Walker professed to Council that the City and County Appraisal District's contract expires in December. Iti is Mrs. Walker's recommendation to proceed with another two-year term with the Review of Regulations. with State Law. The motion passed unanimously. Fayette County Appraisal District. Appraisal District because they do a good job and the District and City have a good working Alderman Ahlschlager asked if this is the same deal as the previous contract. Mrs. Walker Alderman Veselka made a motion, seconded by Alderman Wick, to renew the contract with the Mrs. Walker led discussion on a proposal from Mr. B Fireworks, INC. for fireworks display in Alderman Wick announced that he had a conflict of interest sO he would be abstaining from Executive Director of the Schulenburg Chamber of Commerce, Terri Wagner, announced to Council that she received a proposal from Mr. B Fireworks and needed Council to temporarily suspend the City Ordinance to allow fireworks in the City Limits if Council wished. Alderman Veselka asked if Chief Proske or Fire Marshal Strickland were contacted yet and where the fireworks will be shot off from. Mrs. Wagner answered no, and int the grass south of Mayor Koopmann expressed concerns that the fireworks would take away from the Christman decorations. Aldermen Stoner and Ahlschlager echoed concerns stating that the businesses and homes nearby would potentially be in danger. Mrs. Walker also noted that there are a lot of people ini the City Limits with animals that would be affected. Alderman Ahlschlager asked about al laser light show. Alderman Wick suggested possibly a lighted drone show as another Mrs. Walker led discussion on setting a Budget Public Hearing for the FY 2023-2024. The Mayor Koopmann wanted to announce that the Arts For Rual Texas (ARTS) will be hosting a contest beginning November 29th with 20 artist painting scenes from in and around Schulenburg. The awards ceremony will be held in conjunction with the Sesquicentennial. Andrew was Billing Manger, Megan Bartos' father who passed away backi in July.
