CITY OF SCHULENBURG SCHULENBURG, TX August 7, 2023 The City Council of the City of Schulenburg met in regular session on Monday, August 7, 2023, at 6:30 P.M. in the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Aldermen, Greg Thomas, Frank Wick III, Larry Veselka, Scott Stoner, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Chief of Police, Troy Brenek, Operations Manager, Darryl Moeller, Permitting Officer, Kenny Schramek, and City Secretary, Mason Florus. Visitors included, Darrell Vyvjala of the Schulenburg Sticker, Executive Director of the Schulenburg Chamber of Commerce, Terri Wagner, and Ivan Velasquez. Mayor Koopmann called role, Mason Florus said a prayer over the meeting and its members. Mayor Koopmann led the Pledge of Allegiance and the Texas Pledge. Executive Director oft the Schulenburg Chamber of Commerce, Terri Wagner, presented numbers from the 8th Annual Sausagefest. Mrs. Wagner thanked Council for their previous support. She announced that 18 non-profits participated last year earning $44,097. There were also 8 businesses and organizations hosting information booths. There were 76 entries in cook The Chamber received $20,650 in HOT Funds last year while spending $23,460.19 on1 the Sausagefest. Mrs. Wagner concluded stating the Chamber donated $1,000 to the Schulenburg Volunteer Fire Department and she learned that Union Pacific donates to events like off and homemade categories and $12,000 received by sponsors. Sausagefest and she is beginning to contact them. Items A, B,C, and D. The motion passed unanimously. Alderman Veselka made a motion, seconded by Alderman Thomas, to accept Consent Agenda A. Minutes from the Regular Scheduled Council Meeting held on July 17, 2023 B. Minutes from the Budget Workshop held on July 27, 2023 C. Minutes from the Budget Workshop held on August 1, 2023 D. Payment of Current Bills Mrs. Walker led discussion on the 2023 Proposed Tax Rate and Setting a Public Hearing on the Tax Rate. Mrs. Walker announced that since the city is debt free, we are now seeing a drop in our tax rate. Mrs. Walker recommended the Voter Approval Rate of.19342 which is a decrease but since valuations are high, the City will still see an increase in revenue of $29,932.66. Mrs. Walker also suggested the Public Hearing be scheduled for August 21, at 6:15 P.M. Alderman Thomas made a motion, seconded by Alderman Veselka, to set the 2023 proposed tax rate at the Voter Approval Rate of.19342, and have a public hearing Monday, August 21, at 6:15P.M. in the Council Chambers. The motion passed unanimously. Mrs. Walker led discussion on changing the meeting date for Monday, September 4th, due to the Alderman Veselka made a motion, seconded by Alderman Ahischlager, to move the meeting to Municipal Court Judge, Kayla Peters' and Library Director, Thadious Polasek's reports were Chief of Police, Troy Brenek, informed Council that the Festival ran smooth. There was only one arrest and two MIPs issued. Chief also announced that Sherrie Henke was hired to bet the new Operations Manager, Darryl Moeller, professed to Council that he wanted to thank all the guys City Administrator, Tami Walker, stated that she has been working diligently on the budget. She and Mason have a meeting with the National Fitness Campaign tomorrow to see exactly how much grant monies the city will receive for the fitness court.
