CITY OF SCHULENBURG SCHULENBURG, TX September 5, 2023 The City Council oft the City of Schulenburg met in regular session on Tuesday, September 5, 2023, at 6:30 P.M. int the Council Chambers located at 607 Upton. Avenue, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Aldermen, Greg Thomas, Frank Wick IlI, Larry Veselka, Scott Stoner, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Chief of Police, Troy Brenek, Operations Manager, Darryl Visitors included, Darrell Vyvjala oft the Schulenburg Sticker, Pastor David Thompson, Planning Mayor Koopmann called role. Pastor Thompson said a prayer over the meeting and its members. Mayor Koopmann led the Pledge of Allegiance and the Texas Pledge. Moeller, and City Secretary, Mason Florus. and Zoning Chairperson, Ona Marak, and Ivan Velasquez. Under Consent. Agenda, Mrs. Walker noted a correction needed to be made to the Minutes from the August 21 Meeting. Mrs. Walker stated that the words Juvenile Curfew" needed to be added to Business Item A while discussing rescinding a City Ordinance. Alderman Veselka made a motion, seconded by Alderman Thomas, to accept Consent Agenda Items A and B with the mentioned correction. The motion passed unanimously. A. Minutes from the Regular Scheduled Council Meeting held on August 21, 2023 Planning and Zoning Chairperson, Ona Marak, reported to Council the results of a variance request form the City's Zoning Ordinance setback requirements of 25'to 5' for the purpose of building an attached carport for the property located at 417 Paulus Street, Schulenburg, Texas. Mrs. Marak stated that the P&Z met August 30th at 5:30 with Mrs. Stolarski in attendance. There were no neighbors present to express any opposition. The P&Z approved the variance 4-0. Alderman Thomas made a motion, seconded by Alderman Wick, to accept the P&Z's B. Payment of Current Bills recommendation. The motion passed unanimously. Court, as part of the 2023 National Fitness Campaign. Mrs. Walker led discussion on a Resolution to Adopt and Allocate funds for an Outdoor Fitness Mrs. Walker professed to Council that the $40,000 grant funds were increased to $50,000 and the scope oft the project was reduced to be more reasonable. Mrs. Walker continued that the City budgeted $100,000 and the EDC wanted to commit funds to a playground versus ai fitness court. Mrs. Walker stated that more funds may have to be allocated to produce an engineered slab. Alderman Thomas made a motion, there was no second. Alderman Veselka made a motion, seconded by Alderman Stoner, to table the item until the first meeting in October. The motion Mrs. Walker led discussion on a Resolution for the purpose of financing a Tractor Trailer with Mrs. Walker explained that this is for the "straight truck." This resolution is necessary to secure financing with Government Capital and authorizes the Mayor and/or the City Administrator to Alderman Veselka asked when the truck would be delivered. Mrs. Waiker answered that after the attorneys approve the documents, the City should receive the truck within a couple of days Alderman Veselka made a motion, seconded by Alderman. Ahlschlager, to accept the resolution. Mrs. Walker led discussion on Authorizing the City Administrator to execute all required documents related to the Government Capital financing of the Tractor Trailer with Roll-Off body. Alderman Veselka made a motion, seconded by Alderman. Ahlschlager, to authorize The City Municipal Court Judge, Kayla Peters' Court Report, Chief of Police, Troy Brenek's Code Enforcement and Police Reports, and Library Director, Thadious Polasek's Library Report, and Fire Marshal, Steve Strickland's reports were all included in Council's Packets. Chief Brenek did mention that Officer Chris Kalina terminated with the City. He went back to work as a police officer in his hometown of Shiner. Chief thanked Chris for his two years of service to the City. Chief also mentioned that he recently received 4 applications and is conducting background checks. He also wanted to thank Fayette County EMS for hosting CPR Operations Manager, Darryl! Moeller, reported that the guys are working hard performing their normal duties. City Administrator, Tami Walker, reported the following to Council: Working with Government Capital on financing the Straight Truck Mason and I have been continuing to attend NFC Zooms for the fitness court PD advertising was in the paper, only one bid received from Cutright & Prihoda Mason has been conducting safety meetings with Public' Works There will be a bid opening this Thursday at 1:00 for the waterline replacement. There are 3 bids Mrs. Walker announced to Council that the First Baptist Church of Schulenburg is also celebrating their 150th anniversary and is inviting Council to special services October 8th, ats 9:30 Mrs. Walker also commended Fayette County EMS for putting on the CPR training and announced that City Staff is encouraging water and energy conservation as customers' utility Mrs. Walker concluded by stating that she knows several Council Members received anonyms letters concerning the state oft the public restrooms in' Wolters Park. Mrs. Walker stated that the City takes care of the restrooms as much as possible but unfortunately citizens, or visitors do Alderman Ahlschlager asked if there was any update on the Ground Storage Tank at Henderson Hill. Mrs. Walker answered that there is a mediation hearing set for October 24th. Alderman Ahlschlager also inquired when work will start on the St. John Rd. waterline. Moeller answered that as soon as the contractors are done on Russek, they will begin work on St. John Alderman Veselka asked Moeller what they're doing busting up the curbing on East Ave. Moeller Alderman Veselka made a motion, seconded by Alderman Stoner, to adjourn the meeting at and then 10:45. bills are high this month. not show the same level of respect for public property.
