CITY OF SCHULENBURG SCHULENBURG, TX April 15, 2024 The City Council of the City of Schulenburg met in regular session on Monday, April 15, 2024, at 6:30 P.M. in the Council Chambers located at 607 Upton Avenue, Schulenburg, Texas. The elected officials present included Mayor, Connie Koopmann, Aldermen, Greg Thomas, Frank Wick III, Scott Stoner, and Clarence Ahlschlager. City Staff present were City Administrator, Tami Walker, Operations Manager, Darryl Moeller, and City Secretary, Mason Florus. Visitors included Layne Vyvjala of the Schulenburg Sticker, Joanna Prihoda-Rogers with Mayor Koopmann called role. Mason Florus said a prayer over the meeting and its members. Mrs. Walker announced that Mrs. Marak was unavailable tonight. However, Mrs. Walker read the notes from the meeting. The Board met on April 1st, in regards to a variance request from Section 5 of Chapter 14 of the Schulenburg Code of Ordinances and place alternative housing (tiny home) on the property located that is 85' in depth at 717 South Street, Schulenburg, Texas. AI motion was made by Mark Shimek, and seconded by Sherry Bubela, to allow the applicant a Joanna Prihoda-Rogers with Cutright and Prihoda Architects, presented newly drawn plans for Mrs. Prihoda-Rogers passed out copies of the drawings to Council and highlighted some changes. Mrs. Prihoda-Rogers stated the intent is to open the building up as much as possible. Most storage and accessory rooms and the stage will be removed. The hall will consist of a women's and men's restroom on opposite sides of the hall, a meeting room, storage room, 3s smaller HVAC units will be replaced by a large PAC unit to accompany the 2015 PAC. The smaller 2016, 2017, and 2022 units will remain. A few panels and some minor plumbing As far as the exterior is concerned, the bricks may be painted and some sidewalk will have to Mrs. Prihoda-Rogers concluded saying the kitchen will simply contain a fridge and a sink along with numerous electrical outlets for roasters. Quarterly Investment Report - First Quarter Mrs. Walker led discussion on a Resolution authorizing submission of a Community Development Block Grant (CDBG) Mitigation-Reslient Communities Program Project Application to the General Land Office (GLO) and authorizing the Mayor to act as the City's Executive Officer and Authorized Representative in all matters pertaining to the City's participation in the Community Development & Revitalization Program. Mrs. Walker professed to Council that the City is seeking these funds to develop a new comprehensive plan. Our old Comprehensive Plan expired in 2013. This would be to update parks, zoning, streets, and utilities, and forecast growth. Mrs. Walker then read the resolution. Alderman Thomas made a motion, seconded by Alderman Ahlschlager, to accept the Municipal Court Clerk, Kayla Peters,' Police Chief, Troy Brenek's Department and Code Enforcement, Library Director, Thadious Polasek's, and Fire Marshal, Steve Strickland's reports resolution. The motion passed unanimously. were all included in Council's packets. Operations Manager, Darryl Moeller, reported the following to Council: Flag Poles are erected at the sign at the Texan The guys all worked hard to prepare and clean up for Sauagefest City crews wire brushed and primed the handrails Downtown in preparations for the Construction on a new waterline will start tomorrow on College Street before College Steps Forward Program St. is redone The poles are ordered for the new street signs the EDC ordered City Administrator, Tami Walker, reported the following to Council: Landscaping willl be the final step at the sign by the Texan to complement the flagpoles The City is pursuing a Texas Parks and' Wildlife Grant to redo the restrooms at Wolters Park. $150,000 will possibly be allotted to new playground equipment At the Field 5 Restrooms, City crews discover the soap dispenser ripped off the wall and people "using the restroom" ini the corner and not in the stall. Mrs. Walker added that it's hard to take care of restrooms when citizens and visitors do not respect them. After careful consideration, the pool will not be open this summer. The pool will close Myself, Mayor, and Darryl are in a meeting tomorrow to discuss funds for a drainage down after the Sharks' season is over project from the GLO The City did not receive the grant for the Mobile License Plate Readers Chief is planning on putting on an Active Shooter Training May 17th and 18th The Roof at the Library has been repaired 50 kids participated in the Library's Easter Egg Hunt The Orphan Train Exhibit should arrive at the Library tomorrow Chief is interested in re-applying for the COPS Grant The two new police vehicles are being taken to Gonzales to be outfitted Mayor Koopmann asked when the handrails were installed. Mrs. Walker said she couldn't say exactly off the top of her head, but thinks the ones from City Mrs. Walker concluded that the City made a few changes to management. Lance Woytek is now Street and Garbage Supervisor, Johnnie Demel is now Parks Supervisor, and Glenn Polasek is now the Construction Coordinator. Glenn's main responsibilities will include working with Hall, east towards Anytime Fitness were installed around 2017 or 2018. contractors and coordinating and managing all Public Works projects.
