CALL MEETING TO ORDER Meeting called to order at 5:00 PM. Prayer  B. Pledge To the Flags C. Welcome Guests 2. DISCUSSION AND ACTION  A. Cost of Service Presentation by Schneider Engineering  Representatives from Schneider Engineering were on hand to present and explain the Cost of Service report they had done on the City's electrical rates, as well as answer any questions asked by the Council. The City was commended for the current electrical rate structure with only slight rate adjustments recommended. It was recommended that B. Approve Lease of 50 Acres to Jeffrey Pointer Energy Group for the Development of Utility-scale Renewable Energy Solar Farms and Enter into a Memorandum of  no action be taken until the new fiscal year.  Understanding  Mrs. Mosby explained the point of the MOU was to allow the group to move forward on working out details of a potential lease but was not legally binding. She also explained    303  that, according to TCEQ, the land in question can be used assuming the proper steps Mr. Flasowski stated that he had not done any research on the item but would do sO if requested. The agenda item's language was clarified to express the intention to only potentially enter into a MOU and not lease the land yet. Mr. Flasowski then explained the general point of a MOU and how it might apply to the current situation. Discussion  are taken.  followed.  Motion made to table the item until May by Diaz, Seconded by Fussell.  Voting Yea: Hafford, Teel, Diaz, Fussell  Motion Passed  3. ADJOURN  Meeting adjourned at 6:20 PM.
