City of Oak Ridge Kaufman County, Texas City Council Meeting Minutes July 8, 2024 at 6:00 PM Item 1 Call to Order Meeting was called to order by Mayor Al Rudin at 7:00 PM. Present were Council Members, Rolando Guzman, Janelle Davis, and Scherri Holmes, Nena Langford was not able to attend. Mayor Pro Tem Jimmy Quick and Chief Bill Weatherly were in attendance as well. City Secretary Karen Stacey was in attendance also. Item 2 Item 3 Council Meeting. Item 4 Item 5 Item 6 Pledge Citizen Input All present stood and recited the pledge allegiance. Mayor Rudin instructed the City Secretary that citizen input is only at the end of the month City Update on Court Activities/City Fees for June 2024 There were no questions SO the Council moved on to the next agenda item. Approve June 2024 Financials Tabled. Financials were not yet complete. Approve Council Minutes of June 24, 2024 Motion was made by Scherri Holmes and seconded by Janelle Davis to approve City Council Minutes of April 13, 2024. All being in favor, motion carried. Item 7 Tabled Item 8 Item 9 Approve Payment of July 8, 2024 Bills Discuss on Police Department Chief Bill Weatherly stated that speeding on Abner Road is an ongoing issue. Discuss, Consider, Action on Ordinance #74-24 Impounding ofVehicles) Ordinance #74-24 was approved with changes. Motion was made by Mayor pro tem Jimmy quick and seconded by Rolondo Guzman to approve Ordinance #74-24. All being in favor, motion carried. Item 10 on Certain Roadways) Discuss, Consider, Action on Ordinance #64-21 (Prohibition of Parking Need to put on next Agenda for Action. Item 11 Discussion on Court Reporting Software and Brazos Ticket Writers Sgt. Michael Loesch and Chief Bill weatherly made further presentation to include graphs regarding the time savings and further benefits. He also answered further questions regarding costs. Need to put on next Agenda for Action. Item 12 Discuss, Consider, Action on Appointment and Swearing in Sgt. Michael Loesch as the City of Oak Ridge Emergency Management Coordinator Motion was made by Rolando Guzman and seconded by Janelle Davis to approve appointment and swearing in of Sgt. Michael Loesch as the City of Oak Ridge, Emergency Management Coordinator. All being in favor, motion carried and Mayor Al Rudin swore Sgt. Michael Loesch in. Item 13 Item 14 Discussion on Roads FEMA approved sO the City of Oak Ridge will not have to carry expense of clean up on 279. Discuss, Consider, Action on Ordinance #24-15A Fee Schedule (Change in Ord. #) Ordinance #24-15A was approved. Motion was made by Mayor pro tem Jimmy quick and seconded by Scherri Holmes. All being in favor, motion carried. Item 17 Discussion on Proposed 2024-2025 Budget Much discussion regarding line items on actuals versus Budget. Will put them more in line with each Mayor/Council Items of Community Interest and/or Items for future Council Motion to Adjourn Motion was made by Scherri Holmes and seconded by Janelle Davis to adjourn the meeting at 8:50 PM.
