Regular City Council Meeting Minutes February 15, 2024 7:00 p.m. 1. Call to order and announce quorum is present. Mayor Cardwell called the meeting to order at 7:00 pm, and announced a quorum was present. Those in attendance were: Mayor Crystal Cardwell, Councilmember Nathanial Butler, Councimember Melanie Payne, Councilmember Jennifer Hill, Mayor Pro Tem Chris Raines, Public Works Director William Allen, City Admin Staff Michelle Peterson, City Admin Staff Brittany Mayhue, Code Enforcement Officer Devon Kennedy and City Secretary Jenni Moore. 2. Pledge of allegiance and invocation. Mayor Cardwell led the pledge of allegiance and Councimember Hill led the invocation. 3. Mayor's update. 4. Public Comments. Mayor Cardwell shared updates about upcoming library classes and events. There were no public comments. 5. Presentation from Fire Chief Jerry Taylor for the Newark Fire Department. Fire Chief Jerry Taylor shared an update with an overview or 2023 for the Newark Fire Department. 6. Consider and act on the following items: A. Council Meeting Minutes for January 18, 2024. B. Accounts Payables for January 18, 2024. C.F Financial Statements for January 18, 2024. D. Staff Reports- Municipal Court, Building Permits, Code Enforcement, and Councimember Hill motioned to approve item number six as a whole. Councimember Payne second the motion. All approved. Motion was passed. 7. Discuss, consider and act on Resolution relating to approving a financing by the Newark Cultural Education Facilities Finance Corporation for the benefit of Cho-Yeh Camp and Conference Center, Inc. and related matters. Councimember Melanie Payne motioned to approve the resolution relating to approving a financing by the Newark Cultural Education Facilities Finance Corporation for the benefit of Cho-Yeh Camp and Conference Center, Inc. and related matters. Mayor Pro Tem second the motion. All approved. Motion was Public Works for November and January 18, 2024. passed. 1 8. Public Hearing: Preliminary Platsubmission request from PMB Rolling V Land LP., for property located in the City's Extraterritorial Jurisdiction, 105,560 Mayor Cardwell opened the public hearing at 7:13 pm. There were no public comments, questions or representation presented. Mayor Cardwell closed the Council discussed request for the preliminary plat submission request from PMB Rolling VL Land LP. Mayor Pro Tem motioned to accept and approve the PMB Rolling B Land LP., for property located in the City's Extraterritorial Jurisdiction, 105,560 Acres out of the Cain T. Bush Survey, Abstract No. 93 preliminary plat. Councilmember Hill second the motion. All approved. Motion was passed. 9. Discuss and consider a request from Dale and Julie Pierce regarding permitting, inspections, water and sewer services for the property located at Julie Pierce spoke and shared that she had done her due diligence and was asking for some grace in the matter that they were told that their property was not in the city and how this process is costing their business many additional costs. She stated that they do not have a problem paying city taxes in the future, however they were looking for grace on the front end of getting their building built. Ms. Pierce also questioned what would need to be done to move forward. Council informed Ms. Pierce that the permit application, MEP's and building plans would need to be submitted to be sent to plan review. Ms. Pierce stated they would work on getting 10. Discuss, consider and act on Ordinance No. A-552 calling for a joint general election with Wise County to be held on May 4, 2024, ordering the general election for Councilmember Places 1, 2 and 3, each for two-year terms Mayor Pro Tem Raines motioned to pass Ordinance No. A-552 calling for a joint election with Wise County to be held on May 4, 2024, ordering the general election for Councimember Places 1, 2 and 3, each for two-year terms ending in 2026.
