AM on Saturday, February 3, 2024, at the Holiday Inn Express (LBJ Room), 704 Corazon Drive, Marble Commissioner Bryan Rivera led the invocation. Chair Steve Messana led the pledges of allegiance to Falls, TX 78654. Quorum was established and all members were present. US and Texas flags, respectively. 2) PUBLIC COMMENTS Public Comments are welcome. There were: no citizen comments. 3) REGULAR AGENDA a) 2024 Planning and Zoning Commission Retreat Day 11 Recap. (Secretary Williams) Secretary Williams recapped the Day 1 meeting agenda items with key highlights. b) Work Plan Development and Discussion (Part 2). (Chair Messana) Chair Messana recapped the Work Plan Day 1 discussions and reminded that the starting point for Day 2 will be page 11 of the Work Plan. There were discussions of each of the action items, with identification ofresponsibilities, any CommissionerLead, targets, and any status available, as outlined in Attachment 1 Revised Work Plan for 2.3.2024. For monitoring purposes, a section is to be added to the Commission Agenda for "Due Next Month". Planning & Zoning Commission Meeting minutes February 3, 2024 c) Capital Improvement Advisory Committee (CIAC) Overview and Discussion. (M. Hicks) Interim Planning Director McKenzi Hicks presented the resolution on page 26 of the Agenda packet and provided an overview of the CIAC purpose. There was discussion and clarifications regarding the process. Interim Director Hicks advised that there would be a new Engineer to help coordinate it. The Commissioners discussed the roles and responsibilities outlined on page 28 and requested that an action item be added to schedule a discussion with the Commission, the City Manager, the City Attorney, and the new City Engineer for clarity on the roles andi responsibilities listed in the resolution. d) Identification of rocks-in-the-road and how to address them. (Chair Messana and Secretary Identification ofanticipated short-term and long-term challenges in achieving the goals of the Secretary Williams introduced the topic and advised that part oft the report to Council is to include the anticipated short-term and long-term challenges in achieving the Annual Work Plan, and making Secretary Williams facilitated the brainstorming session for identification oft the challenges. Following thel brainstorming, there was a discussion of each item, and a grouping oflikei items. The Commission discussed any remaining concerns, obtained clarifications, and identified any additional planning needs to be handled by staff or Commissioner Working Groups, which are to be reflected in The timing of the Commission's bi-annual report to Council was also identified as a concern during this discussion because the bylaws state January and June, but the December Joint session with all boards and commissions make some of the required reporting requirements for January redundant. (Vice-Chair Cormack) Vice-Chair Cormack thanked Secretary Williams for organizing and facilitating the discussions, and noted what the Commissioners had achieved during the sessions was evident by looking at the walls with the outcomes oft the various activities posted. Vice-Chair Cormack shared that he was passionate about the work he started in Liberty Hill with the drainage master plan and hej joined the Planning and Zoning Commission because he wanted to make a change. Vice-Chair Cormack stated that he feels like this Commission is a cohesive group of five (5) members that want what is best for Liberty Hill and have spent a tremendous amount of energy on it; adding that the Commission has come sO far as a Commission since the first meeting he attended. Vice-Chair Cormack said that he felt like sO much has been done regarding achieving the big picture but there is still sO much to do. Vice-Chair Cormack stressed that we should never lose sight of our achievements, or our reason for being on the Commission to make a change for Liberty Hill; adding that the things we are doing now will stay beyond our time.
