CALL TO ORDER Meeting was called to order by Mayor Carlos Garcia at 7 p.m. INVOCATION AND PLEDGE OF ALLEGIANCE Mayor Carlos Garcia led council  and guest in the Pledge ofAllegiance followed by prayer led by Melissa Cantu.  III. ROLL CALL Council members Susan Hines, Julia Thomas, Shad Hill, Larry Koch and IV. REVIEW OF MINUTES FROM THE DECEMBER 3RD, 2018 REGULAR MEETING. A motion was made by Larry Koch with a second by Shad Hill to accept the V. REGULAR REVIEW, RATIFY AND PAY BILLS. A motion was made by Shad Hill with a second by Larry Koch to accept the bill. Motion passed by unanimous vote with VI. OPEN FORUM: CITIZENS ARE WELCOME TO SPEAK HOWEVER THERE  Ronnie Cartwright were all present.  minutes. Motion passed by unanimous vote.  Susan Hines abstaining.  WILL BE NO COUNCIL ACTION. No one spoke in open forum.  OLD BUSINESS:  1. Discuss and consider action on accepting and implementing retirement through TMRS for City of Lometa employees. A motion was made by Susan Hines with a second by Shad Hill to table this discussion until the February 2019 meeting to  allow for research. Motion passed by unanimous vote.  2. Discuss and consider action on annexation of City Park, Football Stadium, Cemetery, and E. McAnelly Street, including area east. A motion was made by Shad Hill with a second by Susan Hines toj postpone this discussion until the March  2019 meeting to allow for research.    NEW BUSINESS:  1.1 Review and accept Keven Shahan, CPA Financial Statement Audit for Fiscal Year 17/18. A motion was made by Julia Thomas with a second by Susan Hines to accept the financial statement audit for FY 17/18. Motion 2. Discuss and Consider action regarding changes to City ofLometa Employee Handbook until the March 2019 meeting. A motion was made by Julia Thomas with a second by Susan Hines to change section 4.4 to show office hours, 8 a.m. to 5 p.m. removing the lunch time. Under 4.4 section Breaks, it shall include a 1 hour lunch break with two 15 minute breaks. In section 5.2 the changes will remove the first sentence on page 12 and remove the word remaining. 27 Also under section 6.1 behind the 96 we will add the 3.
