I. II. CALL' TO ORDER Meeting was called to order by Mayor Carlos Garcia at 7:03 p.m. INVOCATION AND PLEDGE OF ALLEGIANCE Mayor Carlos Garcia led council and guest in the Pledge of Allegiance followed by prayer led by Melissa Cantu. III. ROLL CALL Council members Susan Hines, Julia Thomas, Shad Hill, Larry Koch and Ronnie Cartwright were all present. IV. REVIEW OF MINUTES FROM THE JANUARY 7TH, 2019 REGULAR MEETING. A motion was made by Larry Koch with a second by Ronnie Cartwright to accept V. REGULAR REVIEW, RATIFY AND PAY BILLS. A motion was made by Shad Hill with a second by Julia Thomas to accept the bill. Motion passed by unanimous vote with VI. OPEN FORUM: CITIZENS ARE WELCOME TO SPEAK HOWEVER THERE the minutes. Motion passed by unanimous vote. Susan Hines abstaining. WILL BE NO COUNCIL ACTION. No one spoke in open forum. OLD BUSINESS: 1. Discuss and consider action on accepting and implementing retirement through TMRS for City of Lometa employees. A motion was made by Susan Hines with a second by Shad Hill to accept and implement the IRA plan starting April 1st, 2019 with 3% after 90 day probationary period, with eligibility at +32 hours per week. Motion passed by unanimous vote. NEW BUSINESS: 1. Discuss and consider action on the bids received for tree removal from a city alley way. A motion was made by Shad Hill with a second by Susan Hines to hire H& H tree at the rate of $1400 dollars to remove the tree in the city alley way. 2. Discuss and consider action on acquiring property for Fire Department's second substation. A motion was made by Julia Thomas with a second by Susan Hines to table this item until the March 2019 meeting. Motion 3. Discuss and accept the Fire Department's dues for Emergency Reporting. Discuss and consider the use ofcones during Wednesday night church service to block off 3rd street at the First Baptist Church, for safety reason.
