CALL TO ORDER Mayor Carlos Garcia called the meeting to order at 7:04 p.m. H. ROLL CALL Council members Susan Hines, Shad Hill, Larry Koch, James Dickison, IV. REVIEW OF MINUTES FROM THE NOVEMEBER 4, 2019 REGULAR MEETING AND THE NOVEMBER 18, 2019 SPECIAL CALLED MEETING. A motion was made by Shad Hill with a second by Susan Hines to accept the regular meeting and special called meeting minutes for November. Motion passed by unanimous vote. V. REGULAR REVIEW, RATIFY AND PAY BILLS. A motion was made by Susan Hines with a second by Larry Koch to accept the bills. Motion passed by unanimous vote.  council and guests in prayer. and Marsha Laughlin were all present.  VI. OPEN FORUM: OLD BUSINESS:  No one spoke.  1. Discuss and take action regarding officers taking the patrol vehicles home. Ar motion was made by James Dickison with a second by Shad Hill to add a Vehicle Policy to the Employee Handbook consisting of sections 9.5 Take-home Vehicle, 9.6 Revocation oft take-home vehicle and 9.7 Use of City Vehicles. Motion passed by 4:1 2. Take action by passing Resolution 11042019FF for the 2019 Fast Fund Grant. A motion was made by Larry Koch with a second by Susan Hines to pass the Resolution 11042019FF including the Grant Administrative Contact. Motion passed 3. Discuss and take action by passing a Resolution adopting required CDBG Civil Rights policy. A motion was made by Susan Hines with a second by James Dickison to pass Resolution consisting of documents A1014, A1013, A1002, A1003, A1004, A1010 and a Code of Conduct Policy. Motion passed by unanimous vote. 4. Discuss and take action by Proclaiming April as Fair Housing Month: this proclamation will help fufill Fair Housing activity obligations as required by the grant. A motion was made by Susan Hines with a second by Shad Hill proclaiming April as Fair Housing Month fulfilling our obligations of the 2019 FAST Fund Grant.  vote.  by unanimous vote. Discuss, consider and execute updated memorandum of understanding between the City of Lometa and Lometa Volunteer Fire Department for the 2019 Fire, Ambulance & Service Truck (FAST) Fund contract #7219166. A motion was made by James Dickison with a second by Susan Hines to accept the updated memorandum of understanding. Motion passed by unanimous vote. 6. Discuss and take action regarding tree trimming bids for the Lometa Cemetery. Ar motion was made by James Dickison with a second by Susan Hines to table this 7. Discuss and take action regarding Engine #1. A motion was made by Susan Hines with a second by Shad Hill allowing for Engine #1 to be donated to another fire department who is in need. Motion passed by unanimous vote. MUNICIPAL DEPARTMENT HEAD REPORTS, WHEN NECESSARY:  item. Motion passed by unanimous vote.  MAYOR: Letter was read in recognition of Officer Pena.
