Jones called the meeting to order and established a quorum at 10:00 A.M. January18, 2024 Page 1 of4 3) REGULAR AGENDA a) Discussion with Planning and Zoning Commission Chair regarding the process for reviewing Planning and Zoning Commission Chair, Steve Messana, was unable to attend the meeting. McKenzie Hicks, Planner II, presented thei item as to when the Parks Board will see the applications. Thel Parks Board is advisory to thel Planning & Zoning Commission, but thel Planning & Zoning Commission is the final authority for plats. Ifthere is a subdivision variance that relates to parkland it will come to the Parks Board and back to Planning & Zoning. In terms of City Council The Parks Board is also advisory to Comprehensive Plan Amendments, Zoning, PUD's, and Development Agreements that has anything to do with parkland will come tol Parks Board. Thel Parks Board has the authority to recommend the dedication parkland or recommendation of fee-in-lieu (8% of value of property) or a combination of both. The next application that willl be coming tol Parks Board will be the Mansions ofLiberty Hill which isa preliminary plat with a development agreement with some parkland stipulations. The planning department will outline the options and the Parks Board will make a decision based off ofthat. Itwas noted that Katie will also likely provide her recommendations to thel Parks Board. Lisa Messana asked who goes out and looks at the land that the developer is] proposing to dedicate? McKenzie - wel have an appraisal, and/or the Parks Board could also recommend a study on the land. P&Z does look at flood plain but not environmental studies (those would be paid for by the developer and receiving Parkland or In-Lieu-OfFes. (S. Messana/M. Ayes: 5,1 Nays: 0, and 0 Absent. c) Discussion, consideration, and possible action regarding the naming ofLarkspur Park to Fisk Jamie Higuera, Parks and Recreation Supervisor presented thei item and asked the Parks Board ift they had Lisa Messana explained to Travis Tabor where the parkland was located and who. Judge GreenleafFisk was. Travis' Tabor informed the Parks Board that he had done some research and1 his findings showed Judge Fisk was more: associated with Bastrop and Brown Counties. However, hes supports naming the park thel Fisk Cashion Park. Mary Lyni informed the board that she spoke to Rachel with' Thel Independent and: shei is going to do al back story on why the Parks Board chose to name the park The Fisk Cashion Park. Terrie Chambers commented that shej preferred for the park to be named a historical site. Motion by Lisa Messana, 2nd by Terrie Chambers, to name thel Larkspur Park the Fisk Cashion Park and send recommendation to City Council. Motion carried unanimously by a vote of5-0. Cashion Park. Mary Lyn Jones will d) Hear Parks SwperviseCommuncations Update and Staff Report. (K. Amsler/ J. Higuera) Jamie Higuera, Parks and Recreation Supervisor updated the Parks Board on upcoming Events. March 23, 2024- Liberty Hill 25th Birthday Celebration. Time Capsule application are available on ExpernencelHTX.com and are due March 1, 2024. Jamie suggested the Parks Board put in an application and submit items for the time capsule. Jamie asked the Parks Board to think ofi items they would like to contribute to the time capsule. Some ideas included: snapshot int time, River Ranch brochure, photos of each of the parks, before and after parks pictures, "My Hopes for the Hill" card with everyone's comments on it. Have types ofi items ready at the next Parks Board meeting. The time capsule will be buried on March 23, 2024 and in 2040 the time capsule will be opened up. 4.8.2024 Eclipse Event - The City will not be hosting anything but will assist the library and The January 24, 2024- City Council meeting - will look at designs and options for the roundabout. Pool Manager interviews are complete and getting ready for spring break training. June 8, 2024 - Beat the Heat Event but will be "Fire and Heat" this year. July 15, 2024-1 Pool Pass Holders - Exclusive Luau Party from 5:00 p.m. - 9:00 p.m. So far there have been no issues with the pool after the freeze this week. contractor and concrete contractor have already met on site and are ready to go. reach out to Rachel with The Independent for the back story. Mary Lyn asked about consistent signage for downtown. Jamie responded that the roundabout item on the January 24th City Council agenda will be a kickoff for signage.
