(M.Jones) Mayor Liz Branigan arrived at the Parks Board meeting at 10:09a a.m. At that time Chair Mary Lyn. Jones presented Mayor Branigan with aj plaque for her years ofservice on the Parks Board. Mayor Branigan was also presented with a card and flowers. Katie Amsler took aj picture ofthe Parks Board with Mayor Branigan. b) Approve Parks Advisory Board. January 18, 2024 meeting minutes. (N. Bauer) Motion by Nicole Bauer, 2nd by Terrie Chambers, to approve, as presented, the January 18, 2024, Regular Called Meeting Minutes. Motion carried unanimously by a vote of5-0. Ayes: 5, Nays: 0, and 0 Absent. Discussion and action about what items to include in the application for a' Time Capsule. (K. Jamie Higuera, Parks and Recreation Supervisor, presented the item, and asked the Parks Board what they would like toi include in the time capsule. The Parks Board decided to includea brochure, hope notes from Parks Board members, Parks Board picture. The! Parks Board discussed whether to put the items in a ziplock bag or laminate to preserve the items. Jamie informed the board that the deadline to drop off the' Time Capsule items is March 5th. Called Work Session meeting on February 14, 2024 d) Discussion about YMCA Survey Results from Council and Parks Advisory Board Special Joint Katie Amsler, Director of Communications and Community Engagement, informed the Parks Board that per the request of City Council this item was postponed until after the May election. Katie commented that the survey results indicated that the YMCA was highly wanted and needed. e) Update on TPWD Grant, existing $750,000 in Parkland In-Lieu fees and discussion on next steps. Jamie Higuera, Parks and Recreation Supervisor, informed the Parks Board that they did not receive the $750,000 grant from Texas Parks & Wildlife Department. Jamie informed the board that she, Katie Amsler, Judy Langford and Ed Navarro have a conference call with the Texas Parks & Wildlife Department scheduled for February 22nd to go over what the City could do better next time when applying for a grant. Jamie is going to ask the TPWD what would happen ifthe Parks Board were to use the $750,000 it hasi in the Parkland In-Lieu fund now, how that would affect applying for future grants. Jamie will also check with Kimley Horn for options on paving City Park - asphalt VS. concrete. Jamie will check with Kimley Horn on phase options, nexts steps, and how to proceed with the funds the Parks Board has available now. Jamie asked (K. Amsler/J. Each board members took time to express their opinions, however the general consensus was that we still need more information in order to make full opinions and take any Terrie Chambers stated that she was all in on doing what we can to be as attractive as posible/receive better grants in the future. She would like to make this park as usable as possible for the larger community: comfort and shade. Jamie also mentioned that Liberty Hill's Parks and Recreation did receive a check for an additional $459,000 and there is a potential $710,000 or Lisa Messana would like to have the chance to receive grant money but does not want to wait forever to improve City Park. Shade isi important as is making sure that anything we: spend money on, does not have to be undone later. She stated playgrounds and shade as a big need and Nicole Bauer would like to know that stats for1 the grants process, i.e.: how likely is it for them to receive one and ist there a typical waiting period or number of applications before they might choose you. She expressed gratitude for more information regarding the grant process, etc. before making an official vote. She noted that, at this time per community feedback she sees al bigr need for playgrounds, access to/parking near said playgrounds as well as amenities that will bring more people to the park, such as phase 2. She asked about simply extending parking int the Phase 2 area along with an additional playground or amenities like the basketball courts and/or pickleball. She also asked about the fencing behind the existing playground and mentioned that it might be Travis Tabor asked about the lighting for soccer and felt that the debreifs from the grant process is very important. He is also looking forward to seeing statistical information regarding the opportunities for grants. He sees thei importance ofl lighting, parking, playscapes and shade. He Mary Lyn. Jones shared an email from Edl Navarro: would like to see a project with a usable element for park users. 1A, grading, playground, shading might come out close to In million 58 Mary Lyn. Jones would probably like to move forward on using the funds and yet is cautious about long term and grants. Additional parking is al high need, she spoke about box culverts and increasing parking in Phase 2 closer to the existing playscape. Mary Lyn also would like to start using funds from the Tree Mitigation Fund and start planting trees. Jamie noted that the board would like to address projects to include lighting, parking, and restrooms at City Park. f) Hear Parks pevsoncommuncations Update and Staff Report. (K. Amsler/ J. Higuera) Jamie Higuera, Parks and Recreation Supervisor, informed the Parks Board that at the City Council meeting Parks Department team received a Home Town Hero award for their work leveling the area near the bridge at City Park so that it is handicap accessible. Additionally, Jamie and Parks Department team recently attended the Texas Recreation & Parks conference. Jamie willl begin training the pool managers during spring break the week of March 10th- March 15th. At the moment the shade structures are being delivered to City Park and installation will begin soon. Jamie reminded the board oft the City ofLiberty Hill Birthday celebration and time Katie Amsler, Directoro ofCommunications: and Community Engagement, provided the Parks Board members with invitations to the City ofLiberty Hill 25th Birthday Celebration at Central Park on March 23rd at 6:00 p.m. Katie informed the Parks Board that papaya will be served at the event. The time capsule will be buried at sunset and will be opened in year 2040. Katie is also working with local restaurants for drink specials to be served in commemorative glasses and for citizens to have birthday toast and post on social media with al hashtag. The photos will be judged and the favorite photo will be displayed on the Seward Junction bulletin board. Katie informed the Parks Board that City Council made a decision on the interior designf for the roundabout. City Council decided to use the star, and the sign will be black to match powder coating that is on the fencing in downtown. City Council still needs to decide on a: few more options and then the design will go to bid and work will begin in May. 4) REPORTS Atl this time, the Board may consider reports which do not require action. Examples might be reports from other committees orj from the Cross-Committee Communications group. The Cross-Committee Communications group did not meet in. January. Terrie Chambers will be attending the February Cross-Committee Communications today at 4:00 p.m. 5) FUTURE AGENDA ITEMS Issues, topics for future consideration may bei identified and scheduled for ai future meeting. No deliberations can be held on items not listed on tonight's agenda.
