The updated list should be submitted tot the Texas Parks Nicole Bauer asked if Community Outreach and feedback were neededi for the Texas Parks Wildlife Department Grant. Judyi informed the board when the Parks Board updates its plan at the 10year or less mark plan - community feedback and engagement is needed. MarylynJones: askedif they need a project manager or finance manager for the grant project? Judy responded that someone fromi the Finance team isi important for grant projects. Judy informed the Parks Board that the board will need the $750,000 match but it doesn'thave to be available at the momentthel board applies for the grant. Judy will work with the board on the priority list and present ita at the April Parks Board meeting: and take tot the City Councilfor approval in May. Jones commented that the Parks Board had previously discussed they would like to make somet type poAMrCNaAs.ane people to come tot the park, shade, and additional parking. Morgani informed the board if they chose Option 3a and 3b1 they would really needtobe donet together. Lisal Messana asked Morganwhatis the cost of Option1 versus Option 2? Option 1 costs: = $1.3r million, Option 3a and 3b1 togetherise expensive, if they wanted to simply do at fabrics shade for basketball courts- $750,000 (to which. Jamie Higuera mentioned shel had found a significantly! lower quote. Two double Pickleball courts were quoted at $900,000 on their probable coatsnetputhenmoran mentionedthatthe: cost would likely! be Nicole Bauerasked about the difference ini the pricing on concrete for option 1vsc option 3A: whytheywere quotingi for different thickness! levels. Morgan responded that there are alot of unknowns and they are quoting projected costs to covert those unknowni findings. Judy gave an example of the amphitheaterand; pickleball courts would be new and differentf for the Citys so the City would get additional points on the application. Judy agreed with Morgan on doing the parking lot with! local money: ands save the recreational elementsi fort the grant money. The board also discussed having play equipment that is ADA accessible. Morgan asked the board where theyv would like to place trees at the park because funding is available now through Tree Mitigation fund. Morgan pointed out that by doing the parking lot there would bei islands where trees could be planted and would not be disturbed in future phases. Morgan also provided the option ift the board decided not to proceed with the parking lot that there was space south by the basketball court that could be lined with trees. Morgan also suggested the option of doingt the parking with the 2 concrete driveways and adding 2 pickleball courts. The estimated parking costs willl be $400,000 and about $300,000 for the 2p pickleball courts. Travis Tabor suggested that the Parks Board get Option 1 parking done first. Morgan pointed out to the board that concrete versus asphalt was comparable, not really al big difference.. Jones &J. Higuera) Jamie Higuera presentedto the board that this agenda item ties into the previous agenda item. Thel board needs to decide what they would like to do with the park and then decide on1 trees. Jamie will work with Public Works Department on remapping the access to the well/watersite at the park which willl be required to qualfyf forf future Texas Parks and Wildlife Grants. Morgan cautioned that the waterv would be non-potable water and if someone should drink out ofi it, they could get sick. Hicks) McKenziHicks, Interim Planning Director, gave a presentation regarding Mansions at Liberty Hill Parkland Dedication. The proposed parkland dedication is an oddly shaped 54: acre lot with dense Ash. Juniper(cedar) trees (home of the golden-cheecked warbler). Two options were given: See presentation attached. Mary Lyn. Jones askedi If there was an Option! 3to accept Money In Lieui for parkland. McKenzi responded that was not an option in this particular Development. Agreement perl legal. Jones asked ift the developer would have roads and access to the parkland property. Matt informed the property would! bea a park with shaded1 trails because iti is heavily forested. Matt is okay with the park being public or private. Mary Lyn. Upon platting of the Property, Developer dedicates approximately 53.836 acres within the Property to the City (the "Park Acreage"). which Park Acreage is depicted on the Concept Plan. In consideration' for the dedication of the Park Acrea to the City, Developer shall be deemed to have satisfied () all applicable parkland dedicatio improvement ordinances and requirements and all fees that may be assessed, levied, or coll in lieu thereof, ofany kind whatsoever, including for fees for parks, recreation, open space open space facilities and similar purposes, and (ii) all applicable tree preservation or replace ordinances and requirements and all fees that may be assessed, levied, or collected in lieu ther of any kind whatsoever, including under a current or future Governing Regulation, other ordinance or regulation or state law. The City waives, relinquishes, and releases any might have to enforce the tree preservation or replacement ordinances of the City or stat After consultation with the City Attorney, the City does not have the authority to ask for a fee- in-lieu for the property, but there are two (2) options for moving forward with respect to the Project. Option 1: The City can decline the dedication of parkland and the parkland property can remain private land and privately maintained Option 2: The City can accept the dedication of the parkland and the parkland property can be public land and publicly maintained LIBERTY SMAILTOWN-BIG HEART Encumbrance Concerns The City does not currently have an environmental study on record for the property, but it was later discovered (informally) that the property is currently a habitat for the Golden Cheek Warbler, which provides restrictions on developing the parkland property by the State of Texas So, the consideration of accepting/dec.ining the parkland dedication should be made with this concern in mind LIBERTY SMALLTOWN BIG HEART
