Jones called the meeting to order and established a quorum at 10:04 A.M. Members Present: Mary Lyn Jones, Chair Nicole Bauer Terrie Chambers. Travis Tabor Lisa Messana. Members absent: Non-Voting Member Ed Navarro City Staff: Jamie Higuera, Parks and Recreation Supervisor Rebecca Harness, Executive Assistant Katie Amsler, Director of Communications and Community Engagement 1) CALL TO ORDER 10:04 a.m., Mary Lyn Jones gave the invocation and Mary Lyn Jones led the Pledge to flags. 2) PUBLIC COMMENTS The Liberty Hill Parks & Recreation Board of Directors accepts public comments regarding the Agenda ofregular meetings and Public Hearings ofthe Parks & Recreation Board. Individuals wishing to speak must complete a Public Comment Form and present the completed form to the City Secretary, prior to the start of the meeting. Bauer) Motion by Nicole Bauer, 2nd by Terrie Chambers, to approve, as presented, the March 21, 2024, Regular Called Meeting Minutes. Motion carried unanimously by a vote of5-0. Ayes: 5,Nays: 0. b) Updated presentation by Kimley-Horn for probable options regarding City Park Master Plan. (M. Depine) Morgan Depine with Kimley Horn went over the options in her handout. Option 1- paving entire parking lot; Option 2- pickle ball courts; Option 3a & 3b - paving small lot across creek and updating playground in that area; Option 4 - paving lower portion of parking lot that connects the 2 existing concrete drives and adding playground and outdoor games areas outside existing pavilion; Option 5 - paving lower portion oflot that connects the 2 existing concrete drives and adding 2 pickle ball courts; Option 6 -just doing extension of parking lot. Morgan recommends Option 1 to pave the entire parking lot because grants will not cover parking. Morgan pointed out to the board that in Option 1t there is an elevated walkway for pedestrian access a/k/a speed table. This is added for MaryLyn asked if Option 1 would accommodate sprinklers, trees and lighting in that area. Morgan responded yes and there would be added conduit for electrical for future use. This is all included in the estimated bid. Morgan also mentioned concrete VS. asphalt and said when preparing the construction documents she will add an alternate bid for asphalt, she would design everything for concrete but have an alternate bid for Nicole Bauer asked about Option 4 and what will be included with the play structure. Morgan responded a lot of equipment could be included with that price, that would happen during design. Morgan reminded the board that they had wanted to do some Lisa Messana expressed her desire for Option 1 because after doing further research and talking to people, itis a huge concern for a safer parking lot and a real need. Lisa moved Terrie Chambers agreed with Lisa and expressed her concerns for lighting and getting trees started. Terrie would like to prioritize a play area, playscape, and shade. It will give a basis to everything that needs to be added to the Katie Amsler, Director of Communications and Community Engagement, agreed and mentioned the addition of trees is going to improve aesthetics at the park. Morgan mentioned she could look at upping the caliber size oft the trees that are installed. Lisa requested that the lighting be Dark Skies compliant. Katie responded that going forward Nicole Bauer asked ifresurfacing the basketball court would interfere with the grant funding. Morgan responded she did not believe it would interfere with the grant funding. before getting extravagant with anything else. park. that all lighting will be Dark Sky compliant. Chair Jones moved to talk about Item D: next. Discussion, consideration and possible action with Langford Community Management regarding updates to our current Master Plan for submission to TPWD. (J. Langford) Angela Sifuentes with Langford Community Management presented the board the Master Parks Plan and asked the board if they wanted any changes from last year. Jamie Higuera, Parks Supervisor, went over the 2024 updates, the accomplished goals are all very similar. New updates were to (1) monitor and continue to monitor the City's growth, (2) begin construction on the extension oft the shared use path, (3) evaluate and continue to evaluate opportunities to increase recreational and special event programming through the undertaking of the Mini-Master Plan. Jamie went over the priorities (1) added multipurpose park space, (2)additional shade via native trees and pavilions and shade structures, (3) additional playgrounds, (4) additional trails, (5) paved parking, (6) additional sporting courts, (7) restroom facilities, (8)! landscaping, (9) permanent lighting, (10) more minimally developed green space, (11) skatepark, (12) resting places, and (13) update master plan around 2026. Jamie asked the board for their thoughts. Nicole Bauer asked about the fence between City Park and the K9 Training Facility and believes the board should bel looking at this for safety. Jamie responded it looks like itis included on phase 1,3,2, and 7 on the original plan. Ifnot, we could make sure to include that in the scope ofwork. Mary Lyn would like to finish out the trail on the other halfoft the park. Nicole asked ifit was worth adding verbiage about things like safety and signage, Angela explained there was no need to go that detailed for this list. Travis Motion by Lisa Messana, 2nd by Terrie Chambers, to approve the 2024 Liberty Hill Parks Master Plan Update. Motion carried unanimously by a vote of5-0. Ayes: 5, Nays: 0. Tabor agreed with the plan and suggested leaving it as is. Liberty Hill Parks Advisory Board Regular Meeting April 25, 2024 Page 3of7 d) Discussion and possible action regarding a plan for existing $1,209,000 in Parkland In- Motion by Lisa Messana, 2nd by Travis Tabor, to approve Option 1 paving the parking lot at City Park, Motion carried unanimously by a vote of 5-0. Ayes: 5,Nays: 0. e) Discussion and possible action regarding parkland dedication from the Mansions at Lieu fees, plus $200,000 in Tree Mitigation. (M.. Jones) Liberty Hill development. (K. Amsler/J. Higuera/M. Hicks) Mary Lyn Jones commented that the board went on a tour of the park. There was concern about access to the park and parking. Matt Hiles, Developer, the development is prepared to deed the property to the City if they wish to receive ownership. Given the restrictions of the Golden Cheek Warbler the development has looked into how they might be able to help provide some property on the adjacent piece of land they own near the access portion oft this park lot that connects to a future public street. It would be a gravel based type of parking lot, it would be a temporary parking and access easement that the developer will improve and will remain in place until 2 years after the restrictions (regarding the Golden Warbler) are lifted in the future. Matt Hiles showed the board a picture of a map where the parking would be located. Nicole asked about the requirement of maintenance oft the parkland. Jamie responded she is not aware ofany requirement of maintenance. Jamie informed the board that the parks department does not have the staffing to maintain the park. The park will just have the existing wood chippings and it will look like that for a while. There will not be bathrooms, trashcans, or Motion by Terrie Chambers, 2nd by Travis Tabor, to accept Option 2 to accept the dedication of the parkland and the parkland property can be public land and publicly maintained and with access to the adjacent land for parking, Motion carried unanimously benches. Amsler) Jamie Higuera, Parks Supervisor provided the following updates: 3.27.2024 Council did the final passing of the renaming of the park to Fisk-Cashion Park. Signage will be on some sort ofl limestone rock. Once the uniformity of City signage is determined the item will be brought back to the Parks Board for approval. 4.1.2024 Splash Pad opened. Reservations are now open for private pool and shade rentals at the Swim Center. Lifeguard hiring is on waitlist. Classes are scheduled through May every weekend for Swim Lessons will be through a third party, Premier Recreation Management. They take care ofall the registration, customer service, hire and train and bring in all their swim instructors, and equipment. The City. just needs to provide open gates with lifeguards. Will start with just morning lessons (8:00 a.m. - 11:00 a.m.) while pool is closed. The City will receive 20% oft their income which will cover the City's base cost of lifeguarding. At this time, each class will accomodate about 4 kids per instructor. lifeguard training. 5.18.2024 Whimsy & Wonder Katie Amsler, Director of Communications and Community Engagement, provided the following updates: 5.18.2024 Whimsy & Wonder, the theme is Roaring 20's. Will be adding a Speak Easy this year, one ofthe downtown businesses will turn into a Speak Easy, gave a hint: "A man whose beard glitters in the moonlight holds the answer". Ifyou can find it, you will Water Tower Kickstart series starts tonight from 6:00 p.m. - 8:00 p.m. at the Water Tower Parking Lot. The Outlaw Years, a Willie Nelson tribute band will be playing. Mary Lyn shared with them what the Parks Board was doing. The EDC are interviewing for the new EDC Director, moved offices out of Stubblefield to 801 Main. The Downtown Revitalization Committee are getting some templates for the signage to go to Council.
