Bauer) Motion by Nicole Bauer, 2nd by Lisa Messana, to approve, as presentèd, the. April 25, 2024, Regular Called Meeting Minutes. Motion carried unanimously by a vote of5 5-0. Ayes: 5, Nays: 0. b) Discussion, consideration and possible action related to update on process for paved parking at City Park financed with Parkland In-Lieu of Funds (I.Higuera) Jamie Higuera, Parks and Recreation Supervisor, provided an update. Working with Finance and Project Manager on the procurement process. The item will need to go to Council sO they are aware of the parkland-in-lieu funds and how we plan to use them for this upcoming application. Next step will be design, bid for construction, actual construction, and hope to start project next summer. Jamie has ai meeting scheduled next week with soccer to go over their schedules and make sure we. have the least amount ofi impact on their program. Jamie informed the board that everything is moving but we are early in the process, and this will take al little while. Jamie will find out how long the project will take and how long the park will need to be shut down. c) Discussion, consideration and possible action regarding update on process for 2024 Texas Parks and' Wildlife Department (TPWD) Grant Application (J.Higuera) Jamie Higuera, Parks and Recreation Supervisor, she is working with Angela from Langford. All the updates to the Master Plan from the last Parks meeting went to Council. We received a Resolution approving the addendum to the Master Plan as well as approval of the Resolution to apply for the grant. The next step is to send this information tot the Texas Parks & Wildlife for1 the update. Those Resolutions are with Langford right now sO they can start working on the application. Jamie is working with Langford and Kimley Horn on the Per. Jamie: If we do move forward with adding the parking lot to City Park, there's no way of knowing what kind of cash we will have moving forward. The plan is to hopefully use a land match for the full $750k from TX Parks and' WIldlife. Ifthere is additional cash available we updates for the grant application. can always add that into the project budget. Liberty Hilll Parks Advisory Board Regular Meeting May 16, 2024 Page2of5 d) Discussion and possible action regarding the Mansions at Liberty Hill parkland going to Texas Parks & Recreation Foundation, a! 501(c)(3), to be eligible for al land match for grant applications. (J. Higuera) Mary Lyn. Jones asked if this item would be going back to Council for approval because it was postponed at the last Council meeting. Jamie Higuera, Parks and Recreation Supervisor, updated the board that she met with Texas Parks and Recreation Foundation and McKenzi Hicks from Planning. The Texas Parks and Recreation Foundation has its own checklist of everything that needs tol be done. For example, we will need ai formal letter requesting them to hold the land, make sure it is not already dedicated as parkland or open space. Jamie is working with McKenzi in Planning to determine where they are int the process of the development agreement with The Mansions and how we can make all of those things work. Still need surveys and information about the land and map sO it can be sent to Texas Parks and Recreation Foundation. Once all oft that is sent through and City Council approves it, this will take about a month for Texas Parks and Recreation Foundation to have a board meeting for them to approve it and then we can follow through with all the deeds being transferred. Jamie iss still waiting on items from McKenzi. Jamie is also trying to get in touch with. Judy at Langford to make sure this is handled correctly. Jamie asked the Parks Board fora a contingent approval to either put this land int the land bank with the 501c(3) so that it could be a land match, or have the City take on ownership ofi it and develop it as we are able to. Jamie informed the Board she is not sure how the timeline will work. Katie Amsler, Director of Communications and Community Engagement, recommended that the Board bank the land. Mary! Lyn. Jones suggested staff ask about the portion oft the acreage that will be needed for the match. Jamie will check on ownership and dedication. Mary Lyn Jones asked if a new! 501c(3) will be created and Katie informed the Board they willl be using the Texas Parks and Recreation Foundation. Mary Lyn. Jones asked if the San Gabriel River Basin was still around and Katie responded that it is no longer in existence. Mary Lyn asked staff to check ont the status of the San Gabriel River Basin to see ifi it has been dissolved. Katie suggested to the Board to make a motion to bank the land contingent on the timeline oft the project. Nicole Bauer asked what the estimated value oft the propertyi is. Katie responded she will check with McKenzi and will send an email to the board. Motion by Lisa Messana, 2nd by Terrie Chambers, to bank the land at' The Mansions of Liberty Hill going to the Texas Parks and Recreation Foundation 501c3 contingent upon the timeline of the project. Amsler) Jamie Higuera, Parks and Recreation Supervisor, provided the following updates: Pool opens on May 25th. Working on lifeguard certification classes. Swim lessons will start June 3rd. Jamie will be meeting with the pool managers on site to evaluate it. Working on getting more registrations for swim lessons. Beat the Heat will be on June gth. Jamie provided info flyers to the board. The event will be similar to last year but will be a fire-themed event. Whimsy & Wonder will be this weekend. Katie Amsler, Director of Communications and Community Engagement, provided the following updates: Whimsy & Wonder is on Saturday from 6:00 p.m. - 10:00 p.m. The band stage has been moved on West Myrtle by Hell or High Water across the street. This year's theme is the 1920's, there will be some flapper girls, and there will also be a Speak Easy to fit the prohibition vibe. There will be clue's at the festival and the only clue she has right now is"The man whose beard shimmers int the moonlight holds the answer". McKenzi is working on a form for when developments begin that outlines the park dedication process that allows the developer to provide the information needed to make an educated decision on how the board would like to move forward with the land. YMCA meeting scheduled next week with school district and county to pull back together and see where we are. There will be a Council Workshop probably in. June to go over the report and get it back on Council's radar. Katie will notify the Parks Board of the date fori that meeting. Terrie shared praise for Jamie H. that she received. Next meeting will be. June 20, 2024 at 10:00 a.m. Iti is tentative meeting pending ifb business is needed.
