Mary Poche', Economic Development Director, presented her Director's report int the packet and asked the board ifthey had any questions. Tiffany Stillwell asked Mary what her priorities were for the next month. Mary responded she would be finishing up items in the new EDC office, working on the RFP's for Opportunity Austin, following up with Williamson County EDP on the South Korean trip, March will be al Fam Tour with site selectors (brunch at Dahlia café), Interviewing for thel Economic Development Coordinator position. Focusing on industrial Tiffany Stillwell asked Mary Poche' who does the posting on the Social Media accounts. Lorie Vincent with Acceleration by Design does the social media postings every other Tuesday through Lorie and Gatekeeper service. Social media focus is on Facebook and Linkedin. Tiffany Stillwell requested the social media reports from Gatekeeper. Robert Baughn asked that the Robert Baughn asked Mary Poche' ifHalff. Mary spoke about meeting she had with Meredith. Johnson a historic preservation company engaged by Halffr regarding a historic preservation classification for Liberty Hill downtown. Mary informed the board that sometime during the last two weeks ofMarch there will be a special meeting with Robert Baughn asked Mary Poche' ift the City was including preservation standards in its new code? Mary will follow-up with Paul Brandenburg and McKenzi Hicks on this code question. Robert Baughn asked for flow chart from planning that lays out the process for Development. Mary referred the board to the chart that is on the planning department website. Demetrice Gonzalez asked Mary about the YMCA Survey Report presentation. Mary responded that the presentation has been postponed until after the election in May. development. Gatekeeper reports be a part ofMary's monthly director reports. Halff Associates. 4) TREASURER'S REPORT a) Treasurer'si report from Director of Finance Sidney Smith for. January 2024, include Sales Sidney Smith, Finance Director, presented the financial report that was in the agenda packet and fielded questions from the EDC board. Tiffany Stillwell asked for clarification on the sales tax percentage. Sidney responded ifannexed between 11.3.2015-5.1.2021 that .25 % goes to Library District, 1% goes to ESD and. .75% goes to City. Ifannexed after 5.1.2021 the ESD receives 1.75%, the library districtreceived. .25% and the City receives 0%. Robert Baughn asked what areas encompass the library district and Sidney responded it is tied to Liberty Hill ISD. Tiffany Stillwell asked Sidney if there was any way to get more detail of what the check was for and Sidney responded no. Amy Gandy also asked Sidney under the expenses portion oft the report ifthere is a way to describe what property that expense was for. Tiffany also requested for the Tax report. (S. Smith) Liberty! Sidney responded that InCode only allows fora a certain amount of characters and there was not enough room to include additional detail. The board expressed concern about the expenses and would like more detail. Mary and Sidney informed the board that she and Sidney review and approves all invoices being submitted for payment. Tiffany Stillwell requested Mary to look at all the rental agreements to determine ifthe EDC is charging enough for the rental of the facilities that the EDC owns. 5) REPORTS Steve Schiff, Liberty Hill Chamber of Commerce President, provided an update to the EDC Board oft the Chamber Events. Mr. Schiff thanked Greg Parma and Ashley Vaughan for their assistance in the mock competition and mentoring program. Mr. Schiff gave an update on the Liberty Hill ISD DECA program: 46 students made it to District, 25 ofthose students went to state, and 5of those students are going to International. Mr. Schiffasked the board for volunteers on Pitch night scheduled for May gth to assist with judging. The Chamber will be hosting a fundraiser Gala on September 26h at Reunion Ranch. Steve provided the board with a Save the Date Invitation for the gala. The Chamber is in the process ofupdating its website and Mary will share her contacts for website companies with Kelly Michael. Steve informed the board that there are currently 12 Kelly Michael, Liberty Hill Chamber of Commerce Executive Director, gave an update on the number of Chamber members. At the end of2023 there were 260 Chamber members. In 2024 the Chamber forecasts 48 new members and hope to break 300 members this year. Robert Baughn asked Steve Schiff about the Development Alliance the chamber has started hosting. Steve responded the first meeting has already occurred and the Chamber will be hosting this event on a quarterly basis at Rockpointe Church. The Chamber does charge for individuals to attend the Development Alliance. At the first meeting the Chamber had over 60 people attend. active ambassadors int the Chamber program. REGULAR. (I)piggyback with Chamber, or (2) Fam Tour like Williamson County EDP does. Ifthis option, when? Robert Baughn suggests that The EDC board members made the following requests: Amy Gandy would like answers on the water situation and utilities. Robert Baughn would like for someone from Public Works and Planning Department to attend the EDC meeting. Tiffany Stillwell asked Mary Poche' to make a formal request for McKenzi Hicks and David' Thomison to be at the next EDC meeting for an update on the water situation. Demetrice Gonzalez asked ifthere was a place where the community could go look and see what the water status is. EDCI Board gave Mary Poche' direction to coordinate with Steve Schiff with Liberty Hill Chamber to have the EDC: sponsor or be on the panel at the next Development. Alliance meeting. Mary commented that she brought this item to the EDC board because she was looking for direction and clarity on how to proceed. Robert Baughn suggested the City have an expedited permit process with expedited fees. Afterboard discussion it was recommended that Mary work with Paul and the Planning & Zoning Commission. The board also directed Mary to follow-up with Paul for the end goal and for clarity. Discussion and no action taken. Presentation of new marketing collaterals and google analytic report. (M. Poche') Mary Poche', Economic Development Director, introduced item and pointed EDC board to the google analytic report in the agenda packet and went over the findings. Lorie Vincent with Acceleration by Design will provide Mary Poche' with some grant information and resources. Lorie informed the EDC board that there are funds available through the USDA and EDA. Lorie referred Mary to some user guides she came across ina Lorie Vincent with Acceleration by Design gave a presentation oft the Marketing Summary for Liberty Hill EDC. See attached power point presentation. Lorie will follow-up with Mary next week to drop in appropriate pictures and content in the foundational brochure. Lorie informed the board that the EDC social media campaign starts next week. Lorie will be posting every other Tuesday through the rest oft the year according to the calendar in the presentation. Mary will review every post before it goes out. Tiffany suggested alternating the posting day. Tiffany asked Lorie about the ISD being included on the social media campaign. Demetrice Gonzalez suggested sharing the ISD information. Amy Gandy asked Lorie ifc commenting would be turned off on the posts, Lorie responded not at first because we have to build the base for it, but after a few months the comments could be turned off. Amy suggested having a few educational pieces to let the community know what the EDC can and cannot control. Robert Baughn would like to see transportation added to the social media campaign calendar. Robert Baughn asked how closely the social media post comments will be monitored, Lorie responded that she and her team will be monitoring. The board had al lengthy discussion regarding social media posts and who will monitor and respond to the comments. Lorie played a 20 second video for the EDC Board showing examples of types of google search. Lorie will send Mary some links. videos her company can create. from City Staff. (T. Stillwell) h) Discussion, consideration, and possible action on Downtown Action Plan deliverable needs Tiffany Stillwell presented this item and informed the board that this is a document that Paul Brandenburg created when he was the Interim Economic Development Corporation Director. Tiffany asked ifanyone was maintaining this list and ifit should be maintained. After further discussion by the board, it was determined that the list was no longer necessary. No Action Taken.
