Speaker forms may be emailed to the City Secretary before the meeting ate aimpon@lberpAllagow  There were no citizen comments.  4) Regular Agenda Items  a) Discussion, consideration and possible action regarding January 11,2024, Regular Called Chair Rivera moved, and Commissioner Keller seconded, to approve, as presented, the meeting minutes from the January 11,2024, Regular Called meeting oft thel Home Rule Charter Commission.  Meeting minutes. (R. Harness)  This motion carried unanimously by a vote of 10-0.  b) Discussion, consideration, and possible action regarding planning for Town Hall Meetings, Joint Meetings with City Council, and Social Media promotion oft the work oft the Home Rule Charter Commission by Director of Communications and Community Engagement Katie Chair Rivera introduced the item and presented the staff report. After meeting with Katie. Amsler, she has formulated the Education Plan' that we will use to educate the voters regarding the Home Rule  Amsler.  Charter process. The plan was reviewed.  The proposed Charter will be mailed to all residents in the city limits (voters) in October.  No formal action was taken. (N. Joseph) It was discussed that the. Joint City Council and Home Rule Charter Commission Special Called Joint  Meeting will be held April 9, 2024. No formal action was taken.  d) Discussion, consideration and possible action regarding review and proposed modifications for the rest ofModel Charter Article IV (Mayor and City Council) and Model Charter City Attorney Joseph explained that the decision to move the City Manager to section IV with Administration and Personnel, means that this Article "Mayor and City Council" will be. Article III. The Commissioners reviewed and considered Artiçle III and IV, which were pages 27-35 in their On page 27, Powers, and Duties (ofN Mayor and Council) were assigned the number 3.03. This alters Under Section of] Eligibility items (3) and (4) were corrected to indicate 18 years ofage for Council Under (d) Training, additional verbiage was added for requirement for training in governmental On page 29 - The city's Revolving Door Ordinance was discussed briefly as it will affect prohibition ofCity Council members from serving as employees for two years after expiration oft their term of On page 30 - City Attorney Joseph agreed to re-write the section on filling vacancies to conform to The Commissioners requested that the City Secretary provide a copy of the 'Process for Appointment ofCity Council Member' from the City of Granite Shoals at the next Commission meeting. The Commissioners desire to have a standardized procedure for making appointment(s) to the City On page 31 - Under Emergency Ordinances, there was a requirement to have 'a majority of Council  Article V (Departments, Offices, Agencies). On Article IV  On page 32- - City Attorney Joseph explained that Section 4.02 Personnel System as optional and not  all other cities have this section in their Charter. On page 34, verbiage was added to Sec. 4.05 City Attorney regarding the description ofCity Attorney, removing competent' and adding practicing municipal law, with relevant experience, in  the State ofTexas, to be evaluated by the City Council.  On Section 4.06 City Secretary - no bond will be required: for the City Secretary.  (1) Attend each meeting oft the City Council,unless excused by the City Council. and keep  accurate minutes...
