LeBaron) None. c) Discussion, consideration, and possible action regarding a Public Arts Program (K. Update on arts program research, mural quotes on the cistern/old water tower in Wetzel Park. Kristin LeBaron disseminated a handout about the Public Arts Program. There was a discussion regarding reviewing it and getting it in shape to be a policy to be recommended to City Council. Liberty Hill DRC Meeting minutes February 27, 2024 Page 2of5 d) Discussion on Volunteer historic building survey. Extents, criteria, schedule, and Chair Scott led the discussion oft this plan. He explained the purpose for this type of survey is to capture a baseline that serves as a resource we can hand to P&Z as our town grows sO we can use it to assess properties that we deem higher integrity than other; to determine if they may be a dwindling historic resource. It would be supplement to the master plan. The intent is not for possible use for the city. (D. Scott) regulation. He will bring this subject back inj parts to review over the next few meetings. No formal action was taken. Discuss, consider and possibly take action to forward a recommendation to City Council regarding filling the vacancy left by Kellie Olisky and Danyel Cake. (D. Scott) The Committee members asked if they could have more time to consider the three applications. This item will be considered on the next DRC agenda. No formal action was taken. f) Discussion, consideration, and possible action regarding forwarding a recommendation to City Council regarding Main Street Width. KLeBaren)-(D. Scott) There was no formal action taken on this item. g) Update, discussion, consideration, and possible action regarding Wayfinding signage. Katie Amsler explained that Texas Department ofTransportation (TXDOT) has a program that the City can apply for regarding this type of signage, however, there are a large number of rules. The Committee is agreed that the Wayfinding signage should direct people downtown and lead (KLeBaren) (K. Amsler) them to the amenities. This willl be on next month'si meeting agenda. There was no formal action taken. 4) REPORTS Meredith. Johnson with Johnson Historic Preservation consultants made a briefp presentation. As part oft the study of the city in doing the Downtown Master Plan, the recommendation is for the City ofLiberty Hill not to try to pursue a Downtown District focused ont the 1880s. Instead, the recommendation is to focus on the nearer term history from the 1970s, focusing on the Sculpture Festival and the art scene. The recommendation will not be for al Downtown District that attempts to have all the oldest buildings 'frozen in time,' but rather to approach historic preservation as maintenance and treatment for the materials used to build the buildings. Special There should be some buildings added to the State. Historical Register, and a digital file will be created. We will work to get al historical study, focused studies on the city. There are programs in historic preservation in most colleges and also, there is a great deal ofinformation on the city There was a brief discussion oft the first Sculpture Festival that was held on the site where the VFW building is now, on Myrtle. Granite was donated from the quarry. Songs were composed rules for the treatment ofs stone, etc. that is kept at the County. about the event. Shelby Sweet, Planner with Halff and Associates gave al brief report on the where the Downtown Masterplan Study is at this point. She explained the goals and focus oft the plan are to emphasize the downtown area as: Distinct, Walkable, Authentic, Connected, Alive and Special. There will be four Character Areas' Downtown Core, Downtown Village, Downtown Flex and Downtown Residential. There was no formal motion. 5) FUTURE AGENDA ITEMS Issues, topics, items for consideration at a future meeting may bei identified and scheduled fora future agenda.
