SEPTEMBER 30, 2021 SPECIAL MEETING  A: motion was made by Marsha Laughlin with a second by) Johnny Towerton to accept the minutes for the September' 7, 2021 regular meeting and the September - 10thand 30th special (Correction will be to the September 10, 2021 minutes where roll calll list showed Susan Hines VI. REVIEW, RATIFY AND ACCEPT THE BILLS PAID DURING THE MONTH OF AUGUST 2021.A motion was made by Marsha Laughlin with a second by Johnny Towerton to accept the bills for the Month of September 2021. Discuss and Consider Action: Opening of four new bank accounts: (a) Municipal Court Building Security Fund, (b) Municipal Court Technology Fund, (c) Municipal Jury Duty Fund and (d) American Cares Act Fund. A motion was made by Ronnie Cartwright with a second by James Dickison to open the 41 listed accounts. Motion passed by unanimous vote. 2. Discuss and Consider Action: Construction and funding of new cemetery road in Section E. A motion was made by Marsha Laughlin with a second by Doug Brister to table for further discussion in a workshop. Motion passed by 3. Discuss and Consider. Action: Revisions to the City's Employee Handbook Personnel Policy due to changes in laws, in addition to Council approved policies related to (a) modification of business hours for City Hall and (b) Police Department's quad car use. A motion was made by Marsha Laughlin with a second by James Dickison to close City Hall for lunch from 1pm to 2pm Monday through Friday for the City Secretary, Court Clerk and Maintenance Department.
