THE: SUBJECTS TO BEI DISCUSSED, CONSIDERED, OR ACTED UPON ARE AS FOLLOWS: CALL TO ORDER. Mayor Stephen Brister Hicks called the meeting to order at 7:00p.m. II. MAY1 16, 2022 SPECIAL CALLED MEETING  A motion was made by Ronnie Cartwright with a second by Johnny Towerton to approve the minutes for the May regular meeting and May special called meeting. Motion passed by VI. REVIEW, RATIFY AND ACCEPT THE BILLS PAID DURING THE MONTH OF MAY: 2022. A motion was made by Ronnie Cartwright with a second by Bob Butler to  unanimous vote.  approve the bills for May 2022. Motion passed by unanimous vote.  VII. OPEN FORUM: NO ONESPOKE.  Citizens are welcome to speak about any subject matter, even ifi it is not on the agenda, for up to three (3) minutes during open forum. Discuss and consider action: change all signature cards on the following accounts and CD's held at BancorpSouth Bank, Lometa to show only Mayor Stephen Brister Hicks, Mayor Pro tem Bob Butler, Lindsey Grant and Amanda Tower. Removing Marsha Laughlin from all said signature cards. Accounts are as followes: CD's numbered: xx3962, and xx1781. Bank accounts: Municipal Court xx3935, General Fund xx0027, Cemetery xx4016, American Rescue Plan xx1198, Fast Fund xx9324, Truancy Fund    MINUTES  Continued from line item 1:  xx1230,Jury Duty Fund xx9381, Building Security Fund xx9407, and the Court Technology Fund xx9399.. A motion was made by James Dickison with a second by Larry Koch to change all signature cards on the accouts listed above. Motion passed by unanimous 2. Discuss and consider action: establish the Zoning Commission Board or other alternatives. A motion was made by James Dickison with a second by Bobl Butler to establishing the City Council as the Zoning Commission Board. Motion passed by unanimous  vote.  vote.  3. Discuss, approve and give the Mayor authority to sign the contract presented for engineering services by ThonhoffConsuling: Engineers, Inc. relating to Streets Grant CDV21-0002. A motion was made by James Dickison with a second by Bob! Butler to give the Mayor authority to sign the contract with Thonhoff. Motion passed by unanimous vote. 4. Discuss and consider action: Zoning requirements and subdividing property into 6-plats  off 10th Street by Tony Garza, property owner. No action taken.  EXECUTIVE SESSION  The City Council will convene into Executive Session in Accordance with Texas Government A motion was made by. Johnny Towerton with as second by Ronnie Cartwright to go into 5. Discuss and consider action: City Attorney advisement to the compliance ofthe Zoning Ordinance provision on the Planning and Zoning Commission and appointment of five (5) City residents and (2) alternate members for Council appointment to serve 2-year 6. Discuss and consider action: City Attorney advisement to the compliance of the Zoning Ordinance and adoption ofa Subdivision Ordinance in line thereofand to the Gov'tand  Code Section 551.071 - Consultation with Attorney.  Executive Session at 7:45pm  terms on the City's Planning and Zoning Commission.  Local Gov'tCodes.  7.1 Discuss and consider action: Council to consider approval to the expenditure of ARPA Funds for the purpose of providing premium pay to eligible City employees. 8. Discuss and consider action: City Attorney advisement regarding compliance and code enforcement, in conjunction with thel Lampasas Fire Chief, Bobby Odom, pertaining to the City's Substandard and Dangerous Buildings and Structures and adopting of the 2012 International Property Maintenance Codei in relation to a fire occurring at a commercial building located off of15571 N US HWY, Lometa, Texas' 76853.    MINUTES  RECONVENE INTO OPEN SESSION  The Council reconvened into open session at 8:18pm  9. Discuss and consider action: City Attorney advisement to the compliance of the Zoning Ordinance provision on the Planning and Zoning Commission and appointment of five (5) City residents and (2) alternate members for Council appointment to serve: 2-year terms on the City's Planning and Zoning Commission. No action taken. Item was killed. 10. Discuss and consider action: City Attorney advisement to the compliance ofthe Zoning Ordinance and adoption ofa Subdivision Ordinance in line thereofand to the Gov'tand Local Gov'tCodes.. A motion was made by Ronnie Cartwright with a second by Bob Butler to advise the City Attorney to construct a Subdivision Ordinance for the City ofLometa. 11. A motion was made by Johnny Towerton and Ronnie Cartwright to approve premium pay to only full- time city employees as listed below: Lindsey Grant $5000, Amanda Tower $5,000, Melissa Cantu $2000, Gaby Pena $2000, Alex Witherspoon $1500, Sammy Brister $1500. Motion 12.
